A collection of letters, memos, government and private sector reports, maps, news articles & resolutions. Examples are: One large, stapled packet containing a 15 page proposal from the Cramer Corp. (11/1/73), 1 letter (9/25/73) from San Diego Mayor Pete Wilson to Lou E. Cramer & attached copy of 2 foldout “sketch drawings” of the “[1966] San Diego Border Area Plan…Southwest Sector” re/ the Cramer Corp.’s proposal to include a marina & other developments with the Flood Control Channel Project;” a large packet containing letters (Aug.-Sept. 1973) from Congressman Wilson & R.E. G. & E. property within the wildlife refuge boundaries; 1 photocopy of “An Open Letter To Diane Barlow On The Tia Juana River Flood Control Situation…[from the] Cramer Corporation,” The Independent (8/8/73, A-7) re/ Mr. Cramer’s extensive critique of government planning for environmental control and protection of sensitive locations in S.D. County as they conflict with his ideological conceptions of property rights and market forces; small, stapled packet containing “Memo For File” (7/26/73), Western Union Telegram (7/17/73) from Cramer Corp., 1 letter (7/12/73) from L.E. Cramer (Pres., Cramer Corp.), 1 letter (7/3/73) from Paul Tsompanas (Admin. Asst. to Wilson), copy of “Resolution of the San Diego Chapter of the Associated General Contractors of America For Construction of Flood Control Facilities in the Tiajuana Valley” (5/8/73) & a photocopy of a promotional from the Cramer Corp—“From Boulder Dam & Power Plant to the Tia Juana Delta Situation From 1932 to 1972…” re/ Mr. Cramer’s lobbying Congressman Wilson in support of the flood control project & “We need Mission Bay No. 2;” 1 photocopy of “Statement for City of San Diego Public Hearing On Flood Control Alternatives for the Tijuana Valley, July 24, 1973 by J.F. Friedkin, United States Commissioner International Boundary and Water Commission” (4 pp,) re/ Mr. Friedkin’s summaries of the background developments on flood control of the Tijuana River from agreements negotiated in 1966 to date; 1 letter (5/23/73) from constituent Mrs. John P. Howard & Wilson’s reply (5/29/73) re/ support for the completion of the channel on the U.S. side & the need for more border crossing gates; 1 letter (2/26/73) from Ione Minogue Campbell (City Clerk, City of National City) & attached copy of “Resolution No. 10978…In support of the Tia Juana River Valley Flood Control Channel” (2/20/73); stapled packet containing 1 letter (2/14/73) from Paul Tsompanas (Admin. Asst. to Wilson ) & attached copy of a letter (2/13/73) from International Boundary and Water Commissioner J.F. Friedkin to Congressman Wilson with accompanying photocopy of 23 pages of material the Commissioner had sent to S.D. Mayor Pete Wilson—These include statistics, text & maps of the Tijuana River Valley Project which update information on “the original plan …the ‘Minimum Plan…[&] the ‘International Plan’;” stapled packet containing letters (July 1972-Feb. 1973) from Congressman Wilson, Paul C. Driscoll (Asst. Dir. of Civil Works, Pacific Div., Corps of Engineers), Imperial Beach Mayor Bert L. Stites & photocopies of a map of Imperial Beach & news article “Navy Objects To Dredging Spoil Project,” The San Diego Union (7/22/72) re/ “the proposed Tijuana River Flood Control Channel” & dredging for “the long delayed South Bay ship channel.”
