Sec. for Congressional Relations, Dept. of State) to Congressman Wilson re/ 200-mile fisheries jurisdiction extended by Mexico, effective June 6, 1976, and U.S. fisheries jurisdiction to be extended out 200 miles, effective March 1, 1977; two letters (3/25 & 4/22/76) from Doyle E.
