Scope and Contents

A large collection of letters, photocopies, legal briefs, memorandum, news clippings, telegrams, newspapers & statements. These are not filed chronologically. The majority of this material is identified as "Water Problem Fallbrook." Examples are: letters (Jan. 1953) from Phil F. Swing (Swing, Scharnikow & Staniforth Attorneys at Law) & Congressman Wilson re/ letters to Congressman Utt & Sheppard as to the negotiations between Fallbrook and the Secretary of the Navy in terms of "U.S.A. Vs. Fallbrook Public Utility Dist.;" a letter (2/26/53) from Phil Swing to the Hon. James B. Utt & attached copy of an article in the Oceanside Daily Blade-Tribune (2/20/530 re/ that "intended to stimulate local support for Mr. Wilcox's activities as Chairman of the 'Friends of Pendleton;'" a copy of Congressman Utt's Washington Report (3/12/53) re/ " 'The Fallbrook Story,' the Santa Margarita River & "the Government claims a paramount right for military purposes;" a letter (5/6/53) from Phil Swing to Wilson thanking him for supporting "the Bow amendment prohibiting the spending of federal funds for prosecution of the Santa Margarita litigation;" a letter (7/9/53) from Congressman Wilson to the Interior & Insular Affairs Committee re/ his support for H. R. 5731; letters (Oct.- Nov. 1953) re/ the Secretary of the Navy to Attorney General as to water rights litigation; letters (May-June 1955) from Phil Swing and Congressman Wilson re/ the Armed Services Committee, the 1956 Military Public Works Bill and prior water rights; additional commentaries on the Fallbrook water issue are: several letters (1955-1956) concerning the "propriety of conduct" of a major stationed at Pendleton regarding annexation of land to the Fallbrook Water Authority; letters (1956) from attorney Phil Swing and others concerning the Santa Margarita River litigation & a photocopy of Christian Science Monitor article – "Fallbrook vs. Washington" (6/12/56); letters (Mar.- Apr. 1957) from Paul Ecke (The California Poinsettia Grower) re/ leases will not be extended by USMC; copies of "Status of the Case of United States of America v. Fallbrook Public Utility District" (May 23, 1957) and a 3 page history of Camp Pendleton focusing on more recent needs and costs; constituent letters (8/1/57) with complaints about the law suit; a copy of Fallbrook Public Utility District, "What's Wrong With Judge Yankwich's Decision?" (12/31/52) & George F. Yackey, "Santa Margarita Controversy," (reprinted from Oct. 10 issue of the The Fallbrook Enterprise); additional letters and telegrams (1957-1958) from constituents, the Metropolitan Water District, the Fallbrook Public Utility District, Senator Knowland, Congressmen Wilson and James Utt and others; a copy of The Fallbrook Enterprise (June 26, 1958); a packet of items as follows: Memorandum to Wilson from Utt (5/22/58); a letter (5/14/68) from Brigadier General Chester R. Allen (USMC) to Wilson & attached 8 page "proposed statement . . . supporting items for which authorization is being requested for Camp Pendleton – "(1) History" & "(2) Current Situation" re/ the water problem at Camp Pendleton; 1 letter (3/15/60) from D.K. Speer (County Surveyor and Road Commissioner) & attached map re/ "Relocation of the Existing Road Through the Naval Ammunition and Net Depot, Fallbrook Annex, Fallbrook, Californian."
