The predominance of the corresp. in this folder consists of pro and con viewpoints as to HR 11289 and the "65% navy shipyards and 35% private ship yards," supposedly to save money by boosting federal dollars into the private sector. According to Wilson the legislation favoring this balance was passed by a unanimous House vote. The letters are separated between those in favor of increasing private sector repair work through federal dollars and those favoring retention of naval shipyard employment.
