Scope and Contents
A collection of letters, memorandum, office notes, periodical excerpts, newsletters, statements, position papers, several corporation Annual Reports, proposals & other items. These are not filed in chronological order. Examples are: memorandum, letters, office notes & The Oil and Gas Journal Newsletter (2/63) re/ refutation of proposed Oil Refinery in San Diego & Presidential Proclamation adjusting and regulating imports of crude oil; a letter (2/27/63) from Joseph E. Moody (President, National Coal Policy Conference, Inc.) & Wilson’s reply (3/1/63) re/ Mr. Moody sending Wilson a Feb. 19, 1963 Wall Street Journal reprint entitled “Cut-Rate Coal: Mines and Railroads Join to Chop Delivered Fuel Costs” so as to remain competitive against foreign oil; letters (1/63) & reprint of Forest Products Division, Business and Defense Services Administration, “Statement of the Lumber Problem” (12/13,62) re/ the National Lumber Manufactures Assn.’s concern about too much government activity and competition with Canada; letters (12/17/62 & 1/9/63) from the Pacific Lighting Gas Supply Co., Congressman Wilson & enclosed copies of “the Table of Contents of the Federal Power Commission Staff Brief . . . the public statements made by the Presidents of the Southern California gas distributing companies . . . plus news clippings regarding these developments” re/ “the proposal of the Tennesse Gas Transmission Co. to export natural gas from Texas, transport it through Mexico and import it into California;” a letter (1/31/63) from Basil R. Littin (Continental Oil Co.) & Wilson’s reply (2/4/63) and attached folder containing the company geologist Ira H. Cram’s lecture entitled “Petroleum and National Strength” re/ text, charts and other material related to a concern for national defense; a copy of Gulf Oil Corporation, 1961 Annual Report (28 pp.); a letter (3/4/63) from Congressman Wilson, a reply (3/8/63) from E. D. Guinn (Chief Legal Counsel, Hunt International Petroleum Co.) & enclosed copies of Guinn’s March 1, 1963 “Proposed Tax Changes Which Will Remove Americans From Foreign Oil Operations” re/ this is an attack on President Kennedy’s tax proposals. Wilson agreed with Guinn and passed copies of this message to the National Republican Congressional Committee; letters (3/63) re/ the concerns of the American Mining Congress as to H.R. 307, a bill to authorize the sale of cadmium without the 6-month waiting period; a letter (3/14/63) from Wilson to John Bate (Port of San Diego) & enclosed thermofax of a recent letter Wilson received from the American Petroleum Institute re/ the Institute’s lobbying capacities; a copy of Richfield Oil Corporation, Richfield Annual Report 1962 (24 pp.); letters (Feb.-Apr. 1963) from constituents, Wilson, the State Department & the Office of Emergency Planning (Executive Office of the President) re/ Liberty League & politically conservative constituent fears are responded to by the Office of Emergency Planning – about the “rumors of a proposed sale of strategic materials from the stockpile to the Communists for gold. . . . At no time during the committee’s deliberations was the sale of surplus materials to Russia discussed or even contemplated. These rumors are an absolute falsehood and are without any substantive foundation whatsoever.”
