Scope and Contents

A collection of letters, notification statements, news releases, news clippings, reports & a reprint from the Congressional Record. This material is not filed in chronological order. Examples are: a one page “Postal Rate Increase and Plant Modernization” (2/17/56) attached to “From a Letter Submitted to the President by the Postmaster General” (1/30/56) which emphasizes the deficit, postal revenues, physical plant & modernization programs; letters (12/23/55 & 1/3/56) re/ Acting Asst. Postmaster General Rollin D. Barnard informs Wilson that the Post Office has withdrawn from any further consideration of the use “regarding the former Consolidated-Vultee Aircraft Plant property at San Diego, California;” letters (6/57) re/ the number of extensions of mail delivery stops for Chula Vista and San Diego – 30th Congressional District – Wilson wanted more details; letters (10/56) “concerning Mr. Fred Groenewegen’s desire to arrange a transfer from his position of Superintendent of Annex Finance Station, Cleveland, Ohio to a post office in or near San Diego;” a letter (11/23/54) from O.H. Fuller (Regional Operations Mgr., Post Dept. San Francisco) to Wilson re/ “information I am enclosing: (1) a map showing the district boundaries in California, Nevada and Hawaii; (2) an organizational chart for the region; and (3) a copy of a news release giving the names and positions of regional and district officials;” copies of sixteen Post Office, Information Service News Releases from 1/6 to 5/6/54 – examples are – 1/6 – P.O. broke all records for number of pieces of mail handled, 2/6 – Postmaster General Summerfield petitioned the CAB for an expansion of the handling of first-class surface mail by air; 1/18 – “The claims of the ‘Fuller Committee’ on Post Office affairs that their recommendation would save the Department ‘hundreds of millions of dollars’ are ridiculous, Postmaster General Arthur E. Summerfield said today;” 3/6 – “Savings of about a quarter of a million dollars a year for the Post Office Department are expected to result from a plan . . . for decentralization of the repair of mail bags and pouches;”4/29 & 5/14 – emphasize the postal deficit reduction for 1952-1954 & the “pay-as-you-go” financial plan, 5/6 – “A woman employee of the post office in Modesto, California is the first postal employee in the Nation to be promoted to a supervisory position on the basis of examinations to determine the best qualified postal employees for promotions;” a letter (9/12/53) from John Alexander (Alexander’s Books and Stationery, Pacific Beach) & Wilson’s reply (9/22/53) re/ Mr. Alexander’s suggestions for cutting costs in the Post Dept.; letter, statement & excerpt from P.L. 669 (1953) re/ Frank Russell (President, National Star Route Mail Carriers Assn.’s letter “To Each Member of Congress – Personal re/ “an urgent appeal in their behalf. They are in dire need of your help;” a letter (4/22/53) from W.P. Scarbrough (President, California Branch of the National Star Route Mail Carriers Assn.) to Wilson re/ “We are surprised and alarmed by the action of the present post office in putting star route mail service up for bid on contracts expiring in the eastern part of the country, Section One;” letters (10/53) re/ responses to Chula Vista constituent’s suggestions for the postal department; a letter (4/3/54) & attached text of Post Master General Arthur E. Summerfield’s April 2nd broadcast (4 pp.) & a copy of “Lease-Purchase Post Office Department Policy (2 pp.);” letters (July-Aug. 1954) re/ responses to Palm City, CA constituent Ray B. Smith’s frustration that his Fifty Stores “Circulars, etc.” were not being delivered to families residing at Ream Field and North Island;” letters (Oct.-Nov. 1954) re/ “The ninth regional office of the Post Office Department . . . will be established in San Francisco on November 19, 1954” – it will serve California, Nevada, the Territory of Hawaii and the Pacific Islands; letters (5/54) re/ Wilson responses to constituent’s inquiry by sending him a booklet on Postage Rates; letters (4/54) re/ responses to constituent inquiry as to increase in postage rates for magazines; letters, news clipping & telegram ((5/54) re/ “Paradise Hills Will Get Post Office Substation” – partly because of the opening of the Navy’s Wherry Housing Project;” letters (Mar.-July 1954) re/ information concerning renewal of Star Route No. 76453 which served Borrego and Julian – this was part of Wilson’s 30th Congressional District; a letter (7/22/54) from San Diego Postmaster William E. Krenning & attached copies of U.S. Post Office, “Simplified Form of Address,” “Instructions and Requirements for Mailing Third-Class Matter, “Instructions in Connection with the Use of the Simplified Form of Address,” “& a reprint of “Extension of Remarks of Hon. Kenneth B. Keating of New York,” (7/1/54) Congressional Record – this excerpt focuses on Congressman Joseph W. Martin, Jr.’s address at the 34th Annual Convention Banquet of the New England Zionist Region in Boston on June 20, 1954; copy of a letter (7/19/54) from Wilson to Chula Vista constituent & attorney Woodrow Wilson re/ “I am sending you a full six-volume set of the new U.S. Code. Please don’t tell Ray Coyle, or any of my Republican friends, or they will blackmail me as they did when I had the temerity to appoint a lifelong Democrat as Postmaster;” letters (12/54) re/ none delivery of a card address to a Michigan resident; letters (4/55) re/ responses to Ed Fletcher Company’s desire to obtain “a permit to mine uranium ore . . . . We have developed by bulldozer work and drilling of 6 wells a large vein 4000 feet long” – this was located in S tract, Rancho El Cajon, section 50, plot 26 – “approximately 30 miles due east of San Diego, California in the mountain area;” a letter (6/10/55) from constituents Betty and Ed Welty (The Voice Your Community Newspaper) & Wilson’s reply 7/5/55) re/ appreciation of Wilson for the opening of Post Office Contract Station #7 in the Bay Park Village Plaza & details on Republican Women in Kearney Mesa & Clairemont.
