Scope and Contents

A large collection of letters, memorandum, studies, charts, lists, telegrams, reports, maps, testimonials, news clippings and government documents: these are filed in somewhat random fashion chronologically, but 1953 is last in the folder. Examples are: telegrams (1/30 & 1/31/58) re/ Wilson and Imperial Beach City Mgr. Al M. Carnescialia exchange information about the resolution of Imperial Beach’s erosion problem; Wilson office notes re/ S. 497; a letter & telegram (1/28/58) from Imperial Beach City Mgr. Carnescialia to Wilson re/ “High tides and possible storm conditions again threatening the beach area of the city of Imperial Beach” – the previous year the Federal govt. “allotted $97,000 as its share of the groins with the remaining $150,000 to be furnished by state and local governments concerned;” a letter (1/29/58) from R. O. Eaton (Chief Technical Advisor, Beach Erosion Board, Corps of Engineers) to Leon Parma (Wilson’s Admin. Asst.) re/ details on funds and lack of as to Imperial Beach erosion issue; two copies of 85th Cong., 1st Sess. Union Calendar No. 428 S.497 [Report No. 1122] March 29, 1957 – 111 & 78 pages; a letter (7/2/56) from Wilson to CA Senator Fred H. Kraft re/ “the serious condition of the beach at Imperial Beach” and the need for more corrective measures; a letter (9/7/56) from George Fox Mott (Mott of Washington and Associates, Management Consultants) & attached “MOW Office Memorandum of Record RE Project 79” & “Partial List of Those Attending Briefing Session in Admiral Hopwood’s Office” re/ utilization of San Diego Harbor & other issues; letters (10/9, 12 & 30/56) re/ City of Imperial Beach Erosion Committee, Corps of Engineers and Wilson cover issue of shore protection for Imperial Beach; Wilson letter (9/5/56) to Mayor and City Council of Imperial Beach re/ Dept. of Public Works, County of S.D. wishes to discuss beach erosion with them; letters (July & Aug.) re/ County of San Diego Bd. of Supervisors and Wilson corresp. on Imperial Beach erosion; letters (7/17 & 8/16) re/ CA State Senator Fred Kraft informs Wilson that the beach is not safe for swimming. “The problem of pollution cannot be solved without the full cooperation of the Mexican government since it is the Tijuana outfall which causes the difficulty;” letters, telegrams & “Imperial Beach Plan Improvement” fold out map (July) from Wilson, Senator Kraft, Coronado Councilman Lloyd Harmon, County Supervisor David Bird and others re/ pollution and beach erosion crises; letters (June and July) re/ Sanger Brothers (Dallas, Texas) inform Congressman Bruce Alger (a good friend of Wilson) about threats to 3 pieces of income property that are being threatened by erosion and pleads for federal expenditures to protect these as well as federal property along the Strand and at Imperial Beach; 2 copies of Wilson May 25, 1956 testimony to the House Committee re/ “a proposal for the Federal Government to participate in the correction of serious beach erosion projects in San Diego County . . . . is limited to that authorized by P.L. 727, 79th Congress which provides that the cost of such corrective measures will be borne, 1/3 by the Federal Government and 2/3 by the city, county and state governments.” Wilson included Coronado, even though the property to be improved was privately owned; letters (2/56) from Commandant 11th Naval Dist., Wilson, South Bay Chamber of Commerce (Nestor), CA Dept. of Public Works, Imperial Beach property owners and Congressman James B. Utt re/ San Diego Harbor Seadrome Facility, Imperial Beach & Oceanside; stapled packet of letters, telegrams, reports & foldout copy of l “Beach Erosion Study, Oceanside, Calif.” (July 1955) re/ Oceanside and Imperial Beach; memorandum, letters and news clipping (Aug. 1955) re/ budget issues as to $96,800 appropriation for Imperial Beach erosion; letters, reports and “Imperial Beach Plan of Improvement” (Sept. 1955) re/ breach erosion; stapled copies of letters (Sept.-Oct. 1955) from Oceanside Mayor Howard Richardson, Wilson & Brig. Gen. E. C. Itschner (Asst. Chief of Engineers for Civil Works, Dept. of the Army) re/ “beach erosion problem at Oceanside;” news clippings (6/10 & 6/24/ 53) re/ “State Offers $7500 Aid Toward Survey of Beach Erosion Here” – includes photo showing “sand dropped about four feet from old level (arrow) on sea wall at foot Newport Ave. in Ocean Beach” and “County to Join Beach Study;” letters & attached news clipping (1/53) re/ Palm City constituent Mrs. Florence Joiner’s comments about Imperial Beach erosion and sends news clipping “Smashing Breakers Subside” with photo of “Re-Enforcement Rushed For Seawall;” news clippings (Jan. 1 & 2, 1953) re/ “Heavy Waves Wash Out Imperial Beach Seawall” and “Worst Yet to Come, Beach Guards Warn;” a 1 page copy of Public Law 727 – 79th Congress Chapter 960 – 2nd Session H. R. 2033 An Act Authorizing Federal participation in the cost of protecting the shores of publicly owned property,” Approved August 13, 1946.
