Public Works: Kinzua Dam, 1960-1961
Scope and Contents
A collection of letters, memorandum, notes, and government documents: these are filed in random fashion chronologically. Examples are: letters (4/12, 6/6 & 6/15/60) re/ San Diego constituent W. A. Kern is shocked about the U.S. government’s breaking a treaty with the Seneca Indians as to plans to build the Kinzua Dam. Wilson forward information to him on the topic and voted to delete funds; a July 25, 1961 letter from Clifford W. Enfield (Minority Counsel) to the Honorable James C. Auchinclose re/ current status of the dam; Wilson office memorandum and memo (n.d.) re/ Kinzua Dam “$15 million included in Public Works Appropriation for the continuation of the construction of this dam – passed House September 23th. The Indian land will be flooded, but it will be bought from them at a fair price – the problem is that the Indians don’t want to sell . . . . it appears there ain’t nothing that can be done for the poor Indians now;” letters (Aug. & Sept. 1961) from Mrs. John Marston Beardsley and Wilson’s reply re/ her concern about the Kinzua Dam and also she enclosed a copy of her letter to President Kennedy regard the dangers of nuclear war, Berlin and Disarmament Agency issues; letters (August & September 1961) from three constituents and Wilson’s reply re/ their concern for the Seneca Indians and that the Convevango –Cattaranugus Plan be given an examination; 3 copies of Report No. 1634, 86th Cong. 2nd Sess. House Works Appropriation Bill, 1961, 45 pages each; 3 copies of H.R. 12326 86th Cong. 2nd Sess. An Act Making appropriations for civil functions administered by the Department of the Army . . . . May 25, 1961,” 25 pages each; a letter (5/25/60) from the Commissioner of the Bureau of Indian Affairs to Wilson re/ “Your communications of April 26 and 27 attached letters from Mrs. C. W. Smith, Mr. Joshua L. Baily, Jr., and Mr. W.A. Kern, concerning the use of Seneca Indian lands for the Allegheny River Reservoir (Kinzua Dam) Project. . . .” and the Commissioner’s 3 page discussion of the project; letters (May and June, 1960) from a number of Wilson’s constituents, his replies and comment that he was sending them copies of a Dept. of Interior letter and the bill sent to the committee re/ all of these constituents indicated concern for what was happening to the Seneca and several noted a geological study that indicated the possibility of using swamp land as a reservoir north of the river.
