Scope and Contents

This is a large collection of letters, news clippings, telegrams, an Army message form, office notes, DOT policy statements on deferments & other items. These are filed from Dec. back to Jan. 1961. Examples are: a letter (12/29/61) from Major General Thomas C. Musgrave, Jr. (Dir., Legislative Liaison, Office of the Secretary, Dept. of the Airforce) and an enclosure showing “the Squadrons being discontinued and the Squadrons which will remain in affected communities in your State;” letters (12/13 & 12/28/61) re/ John E. Clark (Fort Smith, Arkansas) complains about the plight of reservists called up under the Kennedy Administration; letters (12/29 – 11/27/61) re/ constituent Richard A. Dennstedt sounds off about his being called up for duty and the poor morale on the USS Wiseman (DE 667); a letter (12/19/61) from Major General Roderic L. Hill (CA Adjutant General) to Wilson and attached copy of “State of California Armory and Non-Armory Requirements Fiscal Year 1963;” office note from Marge and letter (12/6/61) from Wilson re/ deferment for student James R. Sternberg; news clipping “Changes In Reservist Role in Crisis Hinted,” S.D. Union (12/15/61); an Army Joint Messageform & letters (12/1 – 12/14/61) re/ Private Ronald D. Nery, a delay to report for duty, family health issues and request for hardship discharge; letters (12/15 & 12/6/61) re/ Wilson’s help to constituent William E. Keltner who was seeking a delay in reporting for active duty in order to wind up his affairs; letters (12/11 & 12/6/61) re/ Sp/5 Robert H. Kelsey (Fort Devens, Mass.) sounds off against the Kennedy call up of reserves now that a “genuine need” has diminished – Wilson appeared to share this view; a copy of a 3 page letter (12/7/61) from Mrs. Jeanette H. McIntyre (Detroit, Michigan) to President Kennedy re/ a recommendation to establish a program for those completing high school to enter military service thereby taking the pressure off people like her husband now being forced to serve again with the recent call up. The inconvenience for her and the family was all too evident in her letter; letters (12/6 & 12/11) re/ SP/5 Clark D. Sorenson (Fort Bevens, MA) relates his “experience as a called up reserve” to Wilson, substantiating critical views of the Kennedy Administration; letters (11/27 & 12/11) re/ more information “relative to the problems being created by the call-up of Reserves and National Guard;” letters (Nov.-Dec.) from Wilson and office note re/ constituent Dr. James P. Crutchfield & Leland Bull as to their call to duty; letters 11/27 & 12/4) re/ Wilson replies to Bonita constituent Major H. G. Chapman, Ret. – “I am hopeful we can straighten out this Army Reserve and draft problem;” letters (Oct.) re/ a El Cajon constituent’s problems “concerning your reassignment to the Standby Reserve;” letters (Oct.-Nov.) re/ the Bartolini and Mattioni families are overjoyed when Sergio M. Bartolini received a deferment from active duty; letters, office note, memorandum and telegram (10/10 & 10/11) re/ deferment for Jack Kemp and Ronald Jack Mix as “key employees of the San Diego Charges Football Team;” letters (Sept.-Oct.) re/ hardship deferment requested by Lakeside constituent Allen D. Larson because of employment and other family needs; more deferment issues (Sept., Oct., Nov.) for the following persons: Robert T. Altman, David E. Hingeley, Anthony G. Gazzola, James R. Applegate, Charles L. Griswold, Jack Dyer, Jr., Robert A. Prinsteiner, Carroll D. Bowman, Bradley B. Underwood, Creighton P. Mueller, Earl R. Jenson, Gordon O’Blenness, Thomas L. Gibaldi, Robert H. West, and Thomas W. Bates; office note from Marie (10/16) & letter (10/16) from Congressman Utt re/ deferment for Ray B. France; 2 copies of a letter (9/15) from Assist. Sec. of Defense Carlisle P. Runge and enclosed “paper that sets forth the Department of Defense policy and procedures for deferment or exemption of the individual Ready Reservist who has been in voluntarily called to active duty;” office note (8/29) re/ phone inquiry from Escondido constituent J.R. Rainwater about call up for duty of 17 & 18 year olds to USNTC; letters (8/29 & 9/1) re/ Wilson replies to inquiry from Miss Barbara Whitacre (Imperial Beach) relative to the young high school students in the Naval Reserve program – the call up was a false alarm; letters (Aug.) re/ more information and comment about the call up of reserves; letters (7/27 & 8/9) re/ constituent Mrs. John Van Hooser discusses Kennedy’s speech on Berlin and is critical of his request for authority to call up certain Reserves; more deferment issues (June-July) for the following persons: Arnold C. Wilson, Mrs. Dorothy Beisigl’s son, Joseph W. Cobarrubias, Thomas W. Lewis, Robert L. Melton and L. E. Senkle; a letter (4/24) from constituent Nick Gonzales & Wilson’s reply (6/14) re/ praise for the San Diego National Guard stationed on Artillery Drive in San Diego, but we have “the poorest equipment” and he supports invading Cuba if necessary; packet of letters (Apr.-May) re/ Wilson and others attempt to obtain a relief from duty for Specialist 4th Class Thomas Collins was unsuccessful; letters (Apr.-May) re/ SDSC graduate student Ronald F. Chan’s request for leave from his employment at San Diego Post Office so he can attend a 28-day AFROTC summer training program; letters (Apr.) re/ La Jolla constituent Henry S. King seeks Wilson’s help in reviewing recent changes to the Reserve Officer Personnel Act which might permit him to remain in an active status in the Air Force Reserve; letters (4/28, 3/8, 3/23 & 3/28) re/ Mrs. George Norman Zeluff’s actions in attempting to help her husband transfer to the Retired Naval Reserves was unsuccessful. See her critical commentary about the officer reserve policy; telegram & 3 page letter (1/31 & 3/8) re/ concern that attempt were being made at a federal level to scuttle National Guard Air Defense Program in California by eliminating key personnel positions in the defense structure; letters Nov. 8, 1960 & several in Jan. & Feb. 1961 re/ Specialist 4th Class Thomas F. Marineau was successful in being assigned to the Annual Training Control Group because of attendance at school and his civilian occupation.
