Scope and Contents

A large folder containing letters, news clippings, memos, telegrams, government forms, press releases & other items. These are filed from January to December 1962. Examples from January are: a staple packet of letters, telegrams & an “Application for Delay in Call to Active Duty” re/ Specialist Four Donald D. Sloan’s orders to return to duty had been cancelled just before Christmas and the family celebrated and thanked Wilson for his assistance; letters, news clipping and envelope re/ Mrs. H. V. Peterson’s letter and news clipping thanking Wilson for his attempts to curb the current call up; letters & news clipping re/ the Principal of the Highland Elementary School (Tonawanda, N.Y.) thanks Wilson for his public challenge to the Administration that the morale among Army reservists was high; letters re/ Capt. Hughland J. Zick, as a recalled reservist, thanked Wilson for his critical position in Congress – “after 65 days of observing our entire unit of over 500 men (half officers) do nothing more than watch old training films, drink coffee, write letters, read newspapers, and accomplish trivial make-work projects, I feel it necessary to lend my support wherever possible condemning this disgusting utilization of reserve forces;” letter from Mrs. Janice McClung (MA) & Wilson reply re/ “I certainly share your concern with respect to President Kennedy’s action in calling up the Reserves;” a letter from Governor Brown to Wilson soliciting his support of H. R. 4787, introduced by Mendel Rivers – amending the 1949 Career Compensation Act to assist reservists and National Guard enlisted personnel in quarters allowances. An attached Wilson office note typed “DAMN OLD BROWN MAKING POINTS FOR HIMSELF;” phone conversation & letters (9/61-1/62) re/ Lt. (junior grade) John C. Barrons, who was on the Faculty at El Capitan High School, was denied a deferment appeal; letters (1/62) re/ Wilson responds to Aris M. Sherwood, Jr. (SKI) DE-667 complaining about the call up of reservists by sending him letters from the Bureau of Personnel and Sec. McNamara indicating the importance of reservists in time of national emergencies; two more similar letters in January from Wilson to constituents Mrs. Anne Walker and Mrs. Peggy J. Chappell indicate their complaints and the Navy’s response; Wilson office note & memo (Jan.) re/ “get Draft call totals for each month of 1961 – and future months allocated today” – these are attached; office note, memo and letters (Jan.) re/ Wilson’s request for a personal copy of General Van Fleet’s classified report on Reserves was denied since the House Armed Services Committee Chairman had already received a copy; There were only three examples from February: letters (12/61-2/62) re/ details on John Hopwood, “a very active Republican [who] has run up against a problem regards to his reserve assignment in the Air Force;” letters (2/7, 2/12 & 2/20/62) re/ Assemblyman Don Mulford was being considered for promotion to Colonel in the U.S.A.R.” and letters (2/6 & 3/6/62) re/ interesting commentary, especially from Wilson, as to a definite date for the release of Reservists - “Unfortunately, the Kennedy Administration is smarting from this whole situation and as a result have been playing all cards very close to their chests;” There are a number of stapled letters & news releases, etc. from April back to 1961, some examples are: letters, memo & inter-office memo (12/61-3/62) re/ Chula Vista Postmaster Carl Stahlheber, Wilson and Major General W. N. Gillmore (Commanding HQ. Presidio, CA) discuss “satellization” of Fort Rosecrans USAR School; letters (3/21 3/30 & 4/3) re/ Specialist Four Joseph L. Monteir of San Diego will be able to transfer to the 6122 USAR Control Group; a copy of Dept. of the Army, “Early Release to Attend School and to Accept Seasonal Employment, 22 March 1962;” telegram, memorandum of call & letters (Mar.) re/ the Orinda County Fire Protection District’s interest in the early release from military duty of Aubrey James; letters (12/61 – 4/9/62) indicating that Lakeside constituent Frederick A. Puhn was successful in obtaining an occupational deferment from his local draft board; letters & telegram (Jan.-Apr.) re/ the complaints of SP 4 Gary Mushet (Seaside, CA), Wilson’s assistance and the Dept. of the Army’s reply indicating Mushet’s important training and duties; a Dept. of the Army “Information For Members of Congress” notice and 6 photo-copies “Not To Be Released Prior to3:30 PM, 11 April 1962 re/ “With reference to the announcement this afternoon by the President that our military posture will permit the release during the month of August of those Army National Guard and Reserve units now on active duty . . . . It is anticipated that complete information will be available on 30 April 1962;” copies of Dept. of the Army “Information For Members of Congress” (received 27 April), DOT News Release (April 27, 1961) “Army Announces Movement Schedule For Reserve Component Units” & “Release of Reserve Component Units Active Duty” – “Begin Movement 1 Aug 62” for Alabama, Arizona, California, Colorado, Connecticut, District of Columbia, Florida, Georgia, Idaho and Illinois; 10 stapled packets of letters & other items (April back to 1961) in which Wilson, in response to requests for deferments or a large number of criticisms by on duty reservists, are sent a copy of the information sheet from the Dept. of the Army – see above 11 April 1962 indicating some hope for the cessation of the emergency triggered off by Berlin Crisis in 1961; letters (4/1 & 4/17) re/ notice of the dedication of the U.S. Army Reserve Center in San Diego; letters (12/61 to 4/17) re/ Wilson helps constituent Shedrick I. Barnes get Reserve time credit for 11/15/45 to 3/9/49 but was unsuccessful since the U.S. Army did not have any record for that period; letters (Feb.-Apr.) re/ Miss Sandra Woodhouse and her desire to participate in the Army Reserve Officers’ Training when she starts college. The Adjutant General replied that the law under which this program was established limited participation to male students; letters (Apr.) re/ Wilson helps constituent Edward S. Rosa’s concerns about his continued military obligation when he transferred from the National Guard to the Army Reserve; letters (Apr.) re/ Wilson responds to constituent Donald G. Brynes (Captain, USAF, MC, FMO) as to “young physicians in medical training should not be drafted out of residency programs to serve;” a letter (4/26/62) from the Cedar Rapids Chamber of Commerce to Wilson re/ “We urge you to protest the proposed realignment of any combat divisions of the Reserve Forces and the reduction of 58,000 drill spaces in the reorganization plan of the Department of Defense;” Items from May & June: letter (5/1) and additional details on Dept. of the Air Force Reserve Forces; letters (4/24 & 5/26) re/ “Thank you[Lt. R. L. Small] for your recent letter relative to the additional sea time that you, your fellow officers, and men abroad the USS WISEMAN will have serve this summer . . .our committee is reviewing thoroughly the complete Reserve situation with particular emphasis on the call up;” a letter (5/29) from Brig. Gen. William J. Hixon (The Senior Reserve Commanders Association of Army of the United States) to Wilson re/ urging support of retention of all Army Reserve Divisions and a paid drill strength of 300,000 reservists; Dept. of the Air Force letter (5/31) and attached “Return of Units from Europe” 3 pages; a similar letter (6/11) & attached “Schedule For Release of Reserve Forces Units” 4 pages; June & July topic include: Aetna Life Insurance Co, & the Reserve Contingency Option Act, concerns of a parent for his son’s Air Force call up from law school & Leon Parma’s comment about the Air Force’s “notorious reputation of never admitting they are wrong,” a large, stapled packet of “correspondence concerning PFC Ronald D. Nery and PFC Ronald J. Mix, professional football players [for the San Diego Chargers] now on active duty at Fort Lewis, Washington,” constituent Bob Tessler’s change of career to medicine and procedure for deferment & Dept. of the Army information on “movement home from their mobilization stations;” August items: concerns about lump-sum readjustment payments for those involuntarily release from active duty, National Guard Bureau compiling lists of the names of all Army and Air National Guardsmen who were called to active duty during the Berlin mobilization, Wilson’s critical comments and other material related to Kennedy’s call up to the Berlin crisis, Wilson responds to Spring Valley constituent Joseph H. Mercurio’s complaints about Kennedy’s extension of service last year; Sept. – Nov. items: Wilson responds to inquiry from El Cajon constituent Stuart W. Galley about direct commissions in the military and responds to San Diego constituent William J. Muetzel, “having to face another postponement of your vacation; constituent J. Holzschel & Wilson discuss Kennedy’s call-up 150,000 Reserves; letters & note from Wilson & the U.S. Navy respond to constituent W.C. Fishback’s “relative to your son’s desire to obtain a commission through the NROTC;” brief letter from J. Irving Whalley (18th Dist. PA) to Wilson re/ politics & Cuba; letters re/ Grossmont resident Michael J. Stimson’s health and prevention from attending the US Merchant Marine Academy; stapled copy of “Information for Members of Congress” from the Office of the Secretary of the Army re/ US Army Reserve Reorganization and Realignment Plan State of California (5 November 1962), 11 pages; December: a copy of News Release No. 1954-62 re/ “Secretary of Defense Announces Program For Strengthening Reserve Component” - Tuesday, Dec. 4, 1962. It contains statements by Robert McNamara and Cyrus Vance plus charts with specifics on reserve units.
