Scope and Contents

A collection of letters, notes, memos, memorandums, news clippings & official reports. Examples are: A small packet containing letters (Aug. 1961) from Congressman Wilson, Paul Beerman (Dir. of Operations, City  of San Diego), office note & news clipping—“Retain International Outfall, U.S. Commission Advises,” The San Diego Union (6/30/61) re/ discussions on Commissioner Col. L.H. Hewitt’s (International Boundary and Water Commission) analysis of sewer outfall, relations with Mexico & estimated total costs of $56,719,900-- Tijuana’s proportionate share was $4,459,434; copies of 2 letters (2/12 & 2/8/62) from Col. L.H. Hewitt (Commissioner) & R.H. Graham (Utilities Dir., City of San Diego) re/ Tijuana sewage & an est. of one and a half million dollars to supply this connection on an emergency standby basis; 1 letter (3/1/62) from Dennis A. O’Leary (Executive Officer, San Diego Regional Water Pollution Control Bd.) to Commissioner L.H. Hewitt re/ “avoiding renewal of quarantine of Imperial Beach, . . . providing adequate long term emergency standby facilities, and extending the canal to Rosarito Beach;” 1 letter from the Imperial Beach City Manager Robert L. Wynn to Congressman James Utt & attached copy of “a resolution [No. 668, Mar. 6, 1962] requesting assistance from the United States Government in solving the problems caused by the City of Tijuana, Mexico, discharging untreated sewage into the Pacific Ocean through the International Outfall Sewer Line;” a small collection of news clippings from local San Diego newspapers—“Speeding of Tijuana Sewage Action Seen” (3/8/62), “County Moves To Drop Pact On Outfall” (3/8/62), “South Bay Area Beaches Facing Summer Closing” (3/22/62), “Tijuana Sewage Dumping Will Close Beaches Again” (3/22/62), “Americans See Tijuana Test Sewage Plant” (3/24/62), “San Ysidro Called Pollution Culprit” (3/24/62) & “S.D.-Tijuana Tie-in On Sewers Studied—U.S.Aid Tells Plan To Kuchel” (6/5/62); 1 letter (3/22/62) from Jean L. Vincenz (Dir. of Public Works, County of San Diego) to Congressman Wilson, a two page “Memorandum” (2/16/62) from Dennis A. O’Leary (S.D. Regional Water Pollution Control Board)—“Subject: Discharge of Sewage from Tijuana, Mexico,” & attached “Report of an Informal Meeting Between Represenatives of the United States Section, International Boundary and Water Commission and various agencies in the State of California . . . on January 22, 1962” in San Diego (8 pp.) re/ sewage discharge from Tijuana into U.S.; a small packet of corresp. (Mar. 1962) from Congressman Wilson, Federick G. Dutton (Asst. Sec., Dept. of State), Imperial Beach City Manager Wynn & enclosed copy of Resolution 668 (Imperial Beach) re/ U.S. State Dept. responses to this Resolution; 1 letter (4/25/62) from E.W. Blom (Asst. City Manager, San Diego) to Wilson with attached copies of Dennis O’Leary’s Feb. 16, 1962 “Memorandum” & the “Informal Meeting” of various agencies in San Diego on Jan. 22, 1962 regarding “Sewage Discharge from Tijuana, Mexico;” 3 letters (4/5, 4/12, & 5/6/62) from Frederick G. Dutton (Asst. Sec., Dept. of State) to Congressman Wilson re/ discussions with Mexico, termination of international outfall sewer agreement & “the new Mexican sewage disposal system;” 1 copy of a letter (5/8/62) from Congressman Wilson to Secretary of State Dean Rusk re/ “a resolution, dated April 24, 1962, from the City of San Diego, Cali-fornia, relative to a continuing problem exists with respect to the International Outfall Sewer;” copies of letters (May-June 1962) from Congressman Wilson & Federick Dutton (Dept. of State) re/ Wilson’s desire to have the City & the County of San Diego input on Dutton’s Dept. of State comments on Tijuana sewage problem; 1 letter (6/8/62) from C.S. Goode (Asst. Dir., Dept. of  Public Works) to Wilson re/ County input on U.S. Dept. of State letters & Tijuana sewage problems with untreated sewage flowing into the Pacific Ocean near Rosarito, Mexico; 1 letter (9/14/62) from Dennis O’Leary (Executive Officer, S.D. Regional Water Pollution Control Board) to Wilson & attached copy of the Board’s “Resolution 62-29 [8/31/62] . . . Requesting the United States Commission of the International Boundary and Water Commission . . . Obtain Appropriate Long-term Protection for areas in the State of California from the Effects of Waste Flows from Tijuana, Mexico” (5 pp.) & a 2 page “Staff Report: International Outfall Sewer” (8/31/62) which notes that “the International Outfall Sewer is now sealed off” & that raw sewage from Tijuana is now going into the ocean 5 miles below the Mexico-U.S. border.
