Scope and Contents
A collection of letters, telegrams, memos, memorandums, news clippings & an architectual drawing. Examples are: Four letters (5/25 & 6/5/59) from Allen Parkinson (Pres., International Skyride Corp.) & 1 Wilson office note (6/8/59) re/ Mr. Parkinson’s Skyride project, cooperation of Wilson’s office & copies of his corresp. with 3 federal agencies; 2 letters (6/10 & 6/12/59) from Allen Parkinson & D.B. Strubinger (Acting Commissioner of Customs, U.S. Treasury Dept.) re/ Parkinson’s contacts with INS & Customs concerning his proposal “to erect an international skyride between San Ysidro, California, and Tijuana, Mexico;” 1 letter (6/22/59) from Allen Parkinson & Congressman Wilson’s reply (7/1/59) re/ Parkinson’s sending “an artist’s conception” of his project & asking Wilson’s office to contact the State Department’s legal staff to determine what “permits and/or treaties” the corporation needs to cross the border; a small packet containing letters (May-July 1959) from Congressman Wilson, William B. Macomber, Jr. (Asst. Sec. of State), Dr. Andrew P. Sackett (Medical Dir., Chief, Div. of Foreign Quarantine, Bureau of Medical Services, HEW), Allen Parkinson & D.P. Piece (Skyride Corp.) re/ details of the proposal which included leasing 25 acres of parking space on the U.S. side of the border at San Ysidro, with a loading terminal on the parking lot, crossing the border with elevated tracks & terminating the ride with an unloading terminal over Avenue Revolucion in the business district of Tijuana. “The Mexican Corporation, Transportes Aereas International, S.A.” was associated with Mr. Parkinson in the proposed project; 1 letter (7/22/59) from William B. Macomber, Jr. (Asst. Sec. of State) to Congressman Wilson re/ the Skyride project— no “international agreement with Mexico would be required,” but Mr. Parkinson does need “to obtain a Presidential permit authorizing the construction of the international skyride” project; 3 letters (6/22/59) from William A. Wieland (Dir., Office of Mexican & Caribbean Affairs, Dept. of State), & D.B. Strubinger (Acting Commissioner of Customs, Treasury Dept.) re/ details of the supervision required by federal agencies if the Skyride project became operational; copies of letters (June-July 1959) from Allen Parkinson (Skyride Corp.), D.B. Strubinger (Bureau of Customs, Treasury Dept.), Edwardo Medina Urbizo (Dept. Head, General Administration of Railroads, Mexico), Andrew P. Sackett (Medical Dir., Div. of Foreign Quarentine, HEW), & George Winters (Sec., International Boundary & Water Commission) re/ copies of letters from U.S. Customs, Mexico’s Dept. of Transporation & a photostat of a “concession request” to be published in the Mexican Government’s Official Daily “to construct and exploit a system of overhead transportation” between Tijuana & San Ysidro; copies of 4 letters (7/28 & 7/31/59) from Allen Parkinson & 1 Wilson office note re/ the Skyride project negotiations with several government departments & with Congressman Wilson; a copy of Wilson’s letter (8/3/59) to Secretary of Army Brucker requesting “I be kept advised of your findings” regarding Mr. Parkinson’s request for “your department’s approval of this project;” a copy of Parkinson’s letter (8/10/59) to Alan F. Asst.) updating him on “securing a Presidential permit,” & other permits, “the only thing we need now is clearance from the Army . . . . My understanding is that the Mexican franchise will be issued August 13th;” 2 letters (8/11 & 8/14/59) from J.M. Swing (Commissioner, INS, Dept. of Justice) re/ “Any additional immigrant inspectors required will be assigned to conduct the inspection of passengers returning from Mexico on the skyride;” a copy of Mr. Parkinson’s letter (8/12/59) to William A. Wieland (Dir. Office of Mexican & Caribbean Affairs, Dept of State) thanking him & others in Washing-ton for their cooperation & assistance in expediting his project; a copy of a letter (8/18/59) from Allen Parkinson to retired Lt. Gen. J.M. Hope to be up and running in eight months;” 1 copy of a letter (11/12/60) from Allen Parkinson to William Osborne (Office of Caribbean & Mexican Affairs, State Dept.) re/ complications on the project because of the CA State Division of Highways property acquisition and highway expansion plans; copies of 2 letters (10/26 & 11/22/60) from Allen Parkinson & Leon Parma, & attached news clipping—“Highway Interferes—Tijuana Sky Ride Plan Hits Snag,” The San Diego Union (9/28/60) re/ abandonment of project by Parkinson because “the Highway Department now informs me they need the property that we were going to use for the terminal parking lot for a freeway;” 2 letters (11/12 & 11/17/60) from Allen Parkinson & 1 letter (….) from William Osborne (Officer in Charge, Mexican Affairs, State Dept.) re/ details of Parkinson’s attempts to salvage the Skyride project by bringing U.S. & Mexican government cooperation together to complete the project, “the State Highway Department has turned me down flatley and I have no hopes of their moving the highway off the parking lot;” Wilson office note (n.d.) & news clipping—“Border Plan For Tramway Abandoned,” The San Diego Union (7/26/61, a18)— a synopsis of how the crisis unfolded by the fall of 1960 and culminated “early this year [when he Division of Highways] . . . purchased” the 25 acres Skyride had planned to use.
