Examples are: One packet containing Great Southwest Tunnel Committee, “Proposal For Economic and Engineering Studies of the Great Southwest Tunnel Project By the U.S. Army Engineers,” March 21, 1950, with 8 pages of text & 2 foldout maps; 1 letter (12/26/52) from H. Henry Roloff (P.R. Dir., Harbor Dept., S.D. City), Congressman Wilson’s reply (1/12/53) & attached office notes re/ Roloff’s reminder to the newly elected Congressman that the “Highway 80 Imperial Valley Tunnel, is still a lusty infant,”—Wilson’s reply indicates disinterest by the Army Corps of Engineers; 3 news clipping—“Laguna Tunnel Plan Outlined—Highway Development Group Seeks $50,000 Fund for Survey of Route,” & “Council to Study Laguna Tunnel Alternatives,” Evening Tribune (3/11 & 4/1/53); 1 letter (4/24/53) from J.L. Haugh (Pres., S.D. Transit System) & Wilson’s reply (5/1/53) re/ details on Senate Bill S. 3333 (1950) “authorizing a survey for the Great Southwest Tunnel through the Laguna Mountains . . . $50,000 was included in the budget of 1950-1951 but that was cancelled when the Korean War started June 26, 1950”—Wilson indicated “no hope for an appropriation for the survey in the near future;” a letter (8/19/55) from Col. Pacific Div., U.S. Army Corps of Engineers) to Congressman Wilson and copies of Corps of Engineers, U.S. Army, “Public Notice Relative To Report On Preliminary Examination On Multi-Purpose Tunnel Through Laguna Mountains, San Diego County, California” (2 pp.) & “List of Parties To Whom Division Engineer’s Public Notice was Sent . . . .” (6 pp.)—The Corps’ engineers concluded that “a survey of the proposed project at this time” was not economically justified & it lacked local support; a collection of Corps of Engineers Public Hearing Notices for Aug. & Sept. 1955 re/ the “Multipurpose Tunnel Through Laguna Mountains” & indicating that the “report is unfavorable to the improvement;” 1 letter (9/14/56) from Col. G.W. Carlson (Resident Member, Corps of Engineers) to Wilson & attached copy of “Information Sheet, Report on Multipurpose Tunnel Through Laguna Mountains . . . .” re/ public hearing to be held on Sept. 25, 1956 in Washington D.C. & background information on proposed tunnel; 1 copy of a letter (12/19/56) from Joseph Brand Colton (Attorney at Law) to Col. G.W. Carlson (Resident Engineer, Corps of Engineers) & Wilson’s letter (12/21/56) to Mr. Colton re/ Colton’s request that Col. Carlson use Congressional action under H.R. 6339 and PL 757, 81st Cong., 2nd Sess. to facilitate an engineer-ing & economic survey for the Laguna Tunnel; small packet containing 1 letter (1/4/57) from J.L. Hicklin (V.P., First National Bank) to Congressman Wilson, a copy of John E. Abbott, “Comments On [the 1954 N.Y Engineering firm,] Parsons-Brinkerhoff-Hall and MacDonald Report (4 pp.), & a copy of Great Southwest Tunnel Committee, Proposed Engineering and Economic Survey For Great Southwest Tunnel Project” March 21, 1950 (7 pp.) re/ Mr. Hicklin’s support for the tunnel project & agreement with Mr. Abbott’s critique of the engineering firm’s report; 2 letters (1/7/57) from John E. Abbott (Chairman, The Great Southwest Tunnel Project) to Congressman Wilson & to Senator Knowland re/ tunnel as tied to plan for S.D. Harbor 2nd entrance; small packet containing a telegram & letters (Jan.-Feb. 1957) from J.L. Hicklin (V.P. First National Bank), Congressman Wilson, Major General Chas. G. Hollis (Chairman, The Board of Engineers for Rivers and Harbors), Major General E.C. Itschner (Chief of Engineers) & news release re/ the concept of a multilevel tunnel through the San Diego Mts. was rejected at this time by the Board of Engineers for Rivers & Harbors; a small packet containing corresp. (Mar.-May 1957) from Congressman Wilson, C.D. Curtis (Commissioner, Bureau of Public Rds., Dept. of Commerce), John E. Abbott (S.D. Industrial Dev. Council, Inc.), & 3 page news release from the “San Diego Industrial Dev. Council” re/ background info. on tunnel proposal, local support for it, & U.S. Public Roads explanations for the engineering impractica-bility & lack of economic justification for the tunnel.
