A collection of letters, notes, memos and reports. Examples are: One packet containing a letter (1954) from Frank H. Partridge (Asst. Commis-sioner, Enforcement Div., INS) to Congressman Wilson & attached copies of pages 31-35 of “BORDER PATROL, . . . Operation Wetback . . . . Accomplish-ments of 1954,” page 36 of “DETENTION” & a “COMPARISON--APPRE-HENSION” chart for “Los Angeles - San Antonio” re/ “We hope the enclosed material contains some of the information you were seeking the other day concerning our southern border operations;” 1 letter (3/9/55) from Charles H. Forward (Luce, Forward, Kunzel & Scripps, Law Offices) to Wilson re/ Mr. Forward’s “protest against the high-handed action of the United States Immigration Service under the direction of Herbert Brownell, of whom I have heretofore written as being a public enemy of the farmers;” 1 letter (3/9/55) from Douglas L. Wilson (Dist. Supervisor, Sun Assurance Company of Canada) & Congressman Wilson’s reply (3/17/55) re/ “the desir-ability of the introduction of competition into carrying of insurance on Mexican Nationals under American Labor Programs;” one 2 page copy of “Recommendations of the Joint Migratory Labor Commission Accepted By An Exchange of Notes, April 14, 1955, Between the Government of the United States and the Government of Mexico” – 16 statements; 1 letter (4/20/55) from Duane Hobel (La Mesa) & Wilson’s reply (4/29/55) re/ the need for “the extension of the recruiting of Mexican Nationals for farm labor for Southern California;” 1 note (4/29/55) from Don Larin (U.S. Dept. of Labor) to Congressman Wilson & attached copy of a letter (4/26/55) from Walter G. Francis (Mgr., El Centro Reception Center) re/ instructions to all employers of “Special Workers;” 1 packet containing letters (April 1955)  from Congressman Wilson, Carroll D. Huscher (Sec., S.D. County Berries, Inc.), S.C. Mathews (Chairman, Labor Committee, S.D. County Farm Bureau, Inc.) & Ivan Wood (Mgr., S.D. County Farmers, Inc.) re/ changes in the recruiting of “Specials” as farm labor & the need for “smooth functioning of the contract labor program;” 1 letter (5/23/55) from Wm. F. Rogers, Jr. (Jaekel & Rogers, Chula Vista) & Wilson’s reply (5/26/55) re/ Rogers’ concern over “a Mexican labor bill H.R. 3822” & possible changes that would make the contract labor program unwork-able; 1 letter (5/25/55) from Ivan A. Wood (Mgr., S.D. County Farmers, Inc.) & Wilson’s reply (6/2/55) re/ Mr. Wood’s “belated thanks for your excellent support in behalf of our request for a change in the procedure for the recruitment of ‘Special’ workers;” a packet containing letters (6/2/55) from Congressman Wilson to approx. fifteen constituents from S.D. east county responding to their concerns “regarding legislation for the extension of the Mexican Farm Labor Program;” a small packet containing letters (May-June 1955 & Oct. 8 & 12, 1954) from Congressman Wilson, Robert Goodwin (Dir., Bureau of Employment Security, Dept. of Labor), Edward C. Clark (Ex. Sec., S.D. County Farm Bureau, Inc.), Edw. F. Hays (Chief, Farm Placement Bureau, CA Dept. of Employment) & Glenn E. Brockway (Regional Dir., Bureau of Employment Security, Dept. of Labor) re/ the failure of an attempt by the Heartland Fertilizer Cooperative (Lakeside) to employ Mexican laborers under the terms of Public Law 78 to “clean the fertilizer from under chicken coops of the members of the co-op;” 1 note from Ivan A. Wood (n.d.) to Wilson, attached copy of Wood’s letter (6/6/55) to Gen. Joseph M. Swing (Chief, U.S. Dept. of Justice, INS) & Wilson’s reply to Wood (6/13/55) re/ Mr. Wood’s complaints about only four out of 43 “Special” Mexican National workers being allowed through immigration at Calexico; 1 letter (6/10/55) from S.C. Mathews (Chairman, Labor Committee, S.D. Farm Bureau) & Wilson’s reply (6/18/55) re/ “the Immigration Service is refusing admittance to certain Mexican agricultural workers who desire to be recruited as ‘specials’ at the border;” a small packet of letters (June-July 1955) from Congressman Wilson, Joseph Swing (Commissioner, INS) & Ivan A. Wood re/ “recruitment of the so-called ‘Special’ Mexican Agricultural Laborer,” and attempts to overcome the illegal alien worker problem with the INS’ I-100 Program instituted in August 1954.
