Scope and Contents

A large collection of letters, memos, memorandums, project reports, maps, telegrams, news clippings, brochures and other items. Examples are: One letter (8/20/57) from Al M. Carnescaiali (City Mgr., Imperial Beach), attached copy of “Resolution No. 88, & Congressman Wilson’s reply (8/29/57) re/ the City Council’s request to Wilson “in having the Corps of Engineers undertake . . . a feasibility report as to the development of Oneonta Lagoon in the City as a Small Craft Harbor;” 4 letters (8/31/57-1/30/58) from Harold N. Hawley (Sec., the City of Imperial Beach), E.F. Terrar, Jr. (Wilson’s Admin. Asst.), Brig. General J.L. Person (Asst. Chief of Engineers for Civil Works), & Congressman Wilson re/ flood control for the Tijuana River & continued City interest in “a small-boat harbor at the mouth of the Tijuana River;” a small collection of letters (Jan.-Feb. 1959) from Imperial Beach City Mgr. Robert L. Wynn (with attached map of Imperial Beach), Capt. H.P. Gerdon (Commanding Officer, Naval Auxiliary Air Station, Ream Field), Congressman Wilson, & RAdm. C.C. Hartman (Commandant, Eleventh Naval Dist.) re/ Imperial Beach’s interest in acquiring from the U.S. Navy “a narrow neck of land” immediately to the west of Ream Field to be used in conjunction with the proposed small-boat harbor; 1 letter (2/5/59) from Col. C.T. Newton (Dist. Engineer, Los Angeles, Corps of Engineers) to Wilson re/ “survey scope of Dana Point, Orange County, Calif., with a view to the establishment of a small-boat harbor;” 1 letter 3/19/59) from H.G. Stevens (Sec., Small Craft Harbors Commission) & Wilson’s response (3/25/59) re/ a “Resolution” by the Commission endorsing the expansion of Santa Barbara Harbor;” 1 letter (4/15/59) from H.G. Stevens (Chief, Calif. Div. of Natural Resources) (4 pp.) to U.S. Senator Clair Engle re/ “Military Enchroachment of California Waterways;” 1 copy of a “U.S. Army, District Los Angeles, Corps of Engineers . . . Notice of Public Hearing Harbor at Camp Pendleton with a view to share protection and Agua Hedionda Lagoon Harbor in the vicinity of Oceanside, Calif., 17 April, 1959;” a small collection of letters & telegrams (May 1959) from Congressman Wilson, William H. Webb (Executive V.P., National Rivers & Harbors Congress), Robert L. Wynn (Imperial Beach City Mgr.), T.M. Heggland (Chief Admin. Officer, San Diego County) re/ a notice “of the hearing to be held on May 13, 1959 on the Small Craft Harbor at the Oneonta Lagoon,” Imperial Beach promotion of the harbor, & concerns about extra copies of the “Oneonta Lagoon Feasibility Report” – the Calif. “Small Craft Harbor Commission” recommended $10,000 from the Federal Government for engineering studies; 1 letter (5/7/59) from T.M. Heggland (Chief Admin. Officer, San Diego County) to Congressman Wilson & attached copy of Imperial Beach, California Small Craft Harbor A Definite Project Report, Long Beach, CA., Moffatt & Nichol Engineers, 1958 (49 pp. with maps & statistical data) – This project was predicated on the construction of a dredged entrance channel to the Tijuana River, with a flood control dike, & a north & south jetty extending into the Pacific Ocean. The total estimated cost of the above & including “shore protection, roads, parking and utility mains for the initial development is estimated to be $3,891,170;” 1 letter (6/18/59) from William H. Webb (Exective.V.P., National Rivers and Harbors Congress) & attached copies of “Classifications Defined” &  “Schedule of Dues” re/ the “46th National Convention, upon the recommendation of the National Projects Committee, voted unanimously to calssify the project [Imperial Beach Small Craft Harbor] . . . Class IV “Recommended For Survvey;” 1 letter (5/14/59) from S.D. County Supervisor De Graff Austin, Wilson’s reply (5/21/59) re/ an inquery as to a West Coast version of an East Coast Federal program “for the development of small harbors and harbors of refuge” & the Corps of Engineers response that a lack of funds had limited their survey capacity for harbor refuge locations; 1 copy of a letter (8/5/59) from Congressman James B. Utt to Oceanside Councilman Erwin Sklar & attached note “Bob—Jim wants you to write similar letter to Sklar” re/ “a discussion concerning a means of obtaining a lease from the United States for the purpose of a small craft harbor for Oceanside did not result in reconciling the differences in opinion regarding the power of the Secretary of the Navy to negotiate such a lease;” 1 “Memo” (n.d.) from Ina Magener (Insurance & Real Estate), Wilson’s reply (8/15/59) & attached news clipping—“Oceanside Loses Bid For Harbor,” The San Diego Union’s Washington Bureau (8/15/59) re/ Magener’s dissappoint-ment that Asst. Secretary of the Navy, Cecil P. Milne “declined to sign a contract leasing the city of Oceanside 60 acres of Camp Pendleton land as a site for a municipal small craft Harbor;” photocopies of 2 maps—“#1 Basic Site Information” & “#2 Faults of Current Plan, . . . Planning Study Prepared For Frenchman’s Valley Farm & Development Co., Loch Crane, Planning Consultant, 12 Sep 59” & 1 photocopy “Master Plan Oneanta Lagoon Small Craft Harbor—Plate II” re/ maps indicat-ing the faults in the original proposed harbor plan; a small packet containing letters (Feb.-Oct. 1959) from James C. Pattern (Secretary, National City-Chula Vista Board of Realtors, Brig. General J.L. Person (Asst. Chief of Engineers for Civil Works), Congressman Wilson, Col. Leon W. Olmstead (Acting Chief of Engineers for Civil Works), & Brig. General William F. Cassidy (Asst. Chief of Engineers for Civil Works) re/ a “[1941] feasibility study of the proposed Tijuana River Flood Control Channel,” a new study is not justified at this time, & “There is no relationship between the San Diego Bay Study and the Tia Juana flood problem;” a small packet of corresp. (Nov. & Dec. 1959) from Robert L. C.T. Newton (Dist. Engineer, Corps of Engineers) to Wilson re/ a combined study of survey scope of S.D. Harbor, South Bay areas, & “floodcontrol improvements in the Sweetwater River basin;” 1 Western Union telegram from Franklin W. Lilley (Oceanside City Mayor) to Wilson re/ the city’s concurance in a CA State Dept. of Natural Resources resolution requesting Federal aid for rivers & harbors projects involving light draft navigation & supporting the $13,000 in the president’s budget for the completion of the survey for Oceanside’s harbor; 2 letters (5/11 & 5/21/60) from Robert L. Wynn (Imperial Beach City Mgr.) & Wilson & attached “pamphlet prepared by National Rivers and Harbors Congress” re/ Imperial Beach Small Craft Harbor (Oneonta Lagoon) & gratitude to Wilson for his assistance – “On May 26, 1960, National Rivers and Harbors Congress . . . voted unaminously to classify the project . . . in Division III; copies of 2 letters (7/5/60) from Congressman Wilson to Congressman Joseph R. Brennan & to City Mgr. Robert L. Wynn re/ Imperial Beach City Council Resolution No. 422 & Col. C.T. Newton’s letter; 1 copy of a letter (4/26/61) from Robert L. Wynn to Wilson & attached copies of William H. Webb (Executive V.P., National Rivers and Harbors Congress, 48th National Convention, Washington, D.C., May 24-27, 1961) & a notice (4/18/61) of “Docket No. 1128-R . . . Project Imperial Beach Small Craft Harbor . . . is scheduled for consideration by the National Projects Committee . . . on . . . May 24, 1961;” 1 letter (5/1/61) from Robert L. Wynn to Wilson re/ the Congressman’s interest in the hearing to be held in Washington D.C. for the Oneonta Lagoon project & copies of Wilson’s letters (5/23 & 5/29/61) to the National Committee; a small packet containing a “Notice” (6/23/61) from the National Rivers and Harbors Congress, information on “Schedule of Dues & Activie Members,” & the organization’s brochure, “What It Is What It Does” re/ the Imperial Beach Small Craft Harbor project was classsified to Division II by the 48th National Convention; a small collection of letters (Aug.-Sept. 1962) from RAdm. M.E. Arnold (Com-mandant, Eleventh Naval Dist.), Congressman Wilson, City Mgr. Wynn, RAdm. K.S. Masterson (Deputy Chief of the Bureau of Naval Weapons), & attached copy of “Memo for Leonardi” re/ further corresp. on Ream Field, Navy plans for expansion there for helicopter operations, & probable loss of Imperial Beach’s plans to develop the Oneonta Lagoon; 1 copy of State of California, Division of Small Craft Harbors, Third Biennial Report, 1962 (37 pp.); 1 letter (2/4/63) from Lachlan M. Richards (Chief, Div. of Small Craft Harbors, CA Dept. of Parks & Recreation) to Wilson & attached “courtesy copy of our recently completed ‘Interim Report on Coastal Harbors of Refuge;’” 1 letter (5/13/63) from Lachlan M. Richards (Secretary Pro Tem, California Navigation Conference Program-Fiscal Year 1964) to Wilson & enclosed copy of the Conference’s “Recommendations For Appropriations Navigation Projects In California, U.S. Army Corps of Engineers . . . .” (6 pp.) – The President’s Budget = $5,687,900, whereas the CNC budget recommended $7,705,400.
