Scope and Contents

A large collection of letters, telegrams, periodical excerpts, reports and other materials. Examples are: Three Western Union telegrams (1/20 & 1/23/56) from Congressman Wilson & Bob Lawson (Pan American Fisherman Magazine) re/ the Congressman’s article to be published in the February issue; a letter (1/20/56) from Harry A. Babcock (Dir., Bureau of Investigation, FTC) to Wilson re/ previous letters in 1955 “concerning the failure to mark cans of tuna fish packed in the United States from imported frozen tuna so as to disclose the foreign origins of the raw product;” letters (1/13 & 1/23/56) from Douglas R. Giddings (Attorney representing Westgate-California Tuna Packing Co.) & Congressman James B. Utt re/ “a Bill [supported by Utt, Wilson & 18 other members of Congress] creating an Office of Assistant Secretary of Commerce for Commercial Fisheries” & Mr. Giddings’ opposition to the wording of the bill; letters (Dec. 1955- Jan. 1956) from Congressman Wilson, Major General K.L. Hastings (The Quartermaster General, U.S. Army), Arnold Vogl (Riviera Packing Co.) & H.F. Cary (General Mgr., Am. Tunaboat Assn.) re/ controversy over purchasing domestic or foreign tuna imports; 1 letter (1/9/56) from Mathew C. Monise (Medina & Monise, Inc.) & Wilson’s reply (1/27/56) re/ Am. Tunaboat Assn. report & serious conditions of tuna industry on the West Coast; 1 letter (1/26/56) from Westly A. D’Ewart (Asst. Secretary of the Dept. of the Interior) to Wilson, an enclosed copy of a letter (1/21/56) from John L. Farley (Dir. Fish & Wildlife Service, Dept. of the Interior) to Congressman Utt, & copies of “Health Message (Excerpt) Fact Paper 200” (1/26/56, 3 pp.), “The Republican Administration and the Working Man – Fact Paper 201” (1/30/56, 3 pp.), & “Electric Power in the Northwest—Fact Paper 202” (1/31/56), 1 page) re/ discussions as to how much the Federal Government was expending (over a million annually) to help the tuna industry on the Pacific Coast and complaints from the Am. Tunaboat Assn. that out of $6,500,000 appropriated, “the California Tuna Industry got about 2/10th of one percent this year.” Fact Paper 201 touted the activities of the Eisenhower Republican Administration; 1 letter (2/3/56) from Briant Sando (Publisher, Pan American Fisherman), 1 advertisment page for the Pan American Fisherman, & 1 copy of the Hon. Chapman, & Congressman Wilson & attached copy of 84th Cong., 2nd Sess., H.R. 8001 . . . January 3, 1956, “Mr. Wilson of California introduced the following bill . . . . To establish a National policy with respect to commercial fisheries; to establish the Office of Assistant Secretary of Commerce for Commercial Fisheries” (8 pp.); 1 letter (2/14/56) from T.G. Armstrong (Armstrong-Schramm Co.) & Wilson’s reply (2/24/56) re/ Wilson’s office developing a “brochure for presentation to the White House but most of the material originated with a series of mimeo-graph statements of the American Tunaboat Association;” copies of speeches from the Congressional Record, 84th Cong., 2nd Sess. – Hon. (Billy) Matthews, “The Shrimp Fishery of the Gulf of Mexico,” Feb. 28, 1956, & Senator Kuckel, “The Conservation of Tuna Resources,” Feb. 29, 1956; final copy and draft copy of Wilson office message (2/23/56) sent to the Pan American Fisherman summarizing “The bipartisan approach to foreign trade” & emphasizing Wilson’s contributions toward this endeavor; 1 Western Union telegram (2/29/56) from Edward P. Silva (Am. Tunaboat Assn.) to Wilson – “Appreciate very much your actions and their speed on 200 mile limit business;” 1 copy of a letter (4/6/56) from W. Chapman (Dir. of Research, Am. Tunaboat Assn.) to Irving Hoff (Admin. Asst., Senate Office Bldg.) re/ 1600 copies of an April 5 letter had been sent to “persons, firms, associations, occupations, labor unions in the fish business all over the country;” an excerpt from the April 1956 issue of the Pan American Union (page 9) containing a photo of “Advocates of Fisheries Legislation,” & articles on “Congressional Activities & “‘Fisherama’ Proves Popular;” 1 letter (4/24/56) from Charles A. Franklin (Campaigning for the 17th Congressional Dist.) to Wilson thanking him “for giving me your time last Saturday morning to discuss the Tuna issue;” a small packet of letters (Ap.-May, 1956) from D.W. Wells (Tunaboat Service Co.), Congressman Wilson, Robert W. Randall (Pres., San Diego Couny Sheriff’s Relief Assn.), Mason Case (Mgr., Fisherman’s Cooperative Assn. of San Pedro), & an a reply from the “The Assistant to the President” re/ profit & loss “conditions in the San Diego Tunafleet,” support for the passage of H.R. 9913, “appreciation for your fisheries Bill similar to the Senate Bill 3275,” & the White House’s “earnest effort to come up with a legislative package that will definitely help the industry solve its problems;” final copy & draft copy of a letter (5/19/56) from W.M. Chapman (Dir. of Research, Am. Tunaboat Assn.) to Lester Balinger (Secretary, Cannery-Workers and Fishermen’s Union, AFL-CIO) with the notation “Bob: Les doesn’t know you are getting this and don’t let him or anyone else know . . . .” re/ lots of politics in the letter & trying to convince the union to support Wilson because of all he had done for the tuna fishing industry; letters (5/16/56) from Chas. E. Jackson (General Mgr., National Fisheries Institute, Inc.) & E.F. Terrar, Jr.’s reply (5/23/56) re/ Mr. Jackson’s letter to Wesley A. D’Ewart (Asst. Secretary of the Interior) re/ an endorsement of D’Ewart’s response to the Am. Sec. of the Interior), & enclosed copies of Wilson’s office Project 1 & 2 – “Project proposed for Department of the Interior Fish and Wildlife Service” (9 pp.) re/ a proposed government research project to be initiated in 1957—“One having to do with fisheries oceanography in the eastern tropical and sub-tropical Pacific . . . and the other having to do with the improvement of the yield of high quality canned tuna from the fish landed;” a small packet of letters (June – July 1956) from Congressman Wilson, Commander M.W. Cagle (Admin. Aide to the Secretary of the Navy), RAdm. R. Bennett (Chief of Naval Research), Secretary of the Navy Charles S. Thomas, & attached copy of “Seizures of U.S. Shrimp Boats by Mexico . . . 1950-1956 (through July 24)” re/ distribution of tuna in eastern Pacific waters, role of Scripps Institution of Oceanography in this endeavor & “recent international discussions regarding the breadth of territorial waters;” 1 letter (8/10/56) from W.M. Chapman (Dir. of Research, Am. Tunaboat Assn.) to the Secretary of the Interior Fred A. Seaton re/ Summer Pike’s potential appointment as Asst. Secretary for Fish & Wildlife Service; 1 copy of a 6 page letter (8/20/56) from W.M. Chapman to the Secretary of the Treasury George M. Humphrey (copies sent to 10 Senators & to 10 Congress-men) & a copy of a reply from David W. Kendall (Asst. Secretary of the Treasury) re/ issues involving seizures of American fishing vessels in the Gulf of Mexico & in Pacific waters, & Coast Guard appropriations to increase patrol status, especially in the Gulf; 1 copy of the Am. Tunaboat Assn.’s, Newsletter, issue no. 57, Aug. 13, 1956, featuring “The Fish and Wildlife Act of 1956 Becomes Law” (3 pp.); 2 letters (9/15/56) from Vice Adm. A.C. Richmond (Commandant , United States Coast Guard) to Congressman Wilson & to W.M. Chapman (Dir. of Research, Am. Tunaboat Assn.) re/ Commandant Richmond’s seven page response to Mr. Chapman’s August 20th letter to the Secretary of the Treasury (see above citation); 1 letter (9/13/56) from C. Melvin McCuen (Investment Counselor) to Senator Wm. F. Knowland & Wilson’s acknowledgement (9/19/56) re/ criticism of FTC’s attempt to force tuna industry to accept “‘free’ prices for tuna” even though they face “narrow profit margins . . . caused by the large quantities of fish imported from Japan;” 1 letter (n.d.) from Earl A. Mansell (Pres. Mansell Marine Co., Chula Vista) & enclosed company brochure “A Word About Marine Engines . . .” re/ Mr. Mansell’s comments to the Chairman and Members of the Tariff Commission stresssing the difficult time that all of those associated with the tunaboat industry were facing – membership in Lodge 389 (IAM) had declined by “50% due to the uncertainty of the tuna producer;” a 4 page letter (10/17/56) from Edward P. Silva (Pres., Am. Tunaboat Assn.) to the Secretary of the Treasury George H. Humphrey re/ the threat of “Japanese exporters of frozen tuna are preparing to dump 10,000 to 12,000 tons of frozen albacore tuna into the United States at prices below cost.” The letter also has extensive comments and analysis of the problems facing the tuna industry in California; a packet of letters (Oct.-Nov. 1956) from Edward P. Silva, Congressman Wilson, David W. Kendall (Asst. Secretary of the Treasury) re/ follow up on the the topic of an “anticipated dumping of 12,000 tons of frozen albacore on this market;” copies of more corresp. (11/6-11/8/56) from Edward P. Silva, Wilson’s office, & the Dept. of the Treasury re/ the problem of exports of frozen tuna from Japan; 1 letter (11/13/56) from the Secretary of the Interior Fred A. Seaton to Congressman Wilson & attached copy of Edward P. Silva’s Oct. 18, 1956 letter to the Secretary of the Interior reminding Wilson that “investigations under the Anti-Dumping Act of 1921 fall under the authority of the Treasury Department;” 1 copy of a 9 page letter (11/15/56) from Edward P. Silva (Pres., Am. Tunaboat Assn.) to the Asst. Secretary of the Treasury David W. Kendall re/ a continued discussion on “frozen albacore dumping in the United States [and] the question . . . as to what was the fair market value of the commodity was in Japan;” 1 letter (11/16/56) from Edward P. Silva to Congressman Wilson & his attached letter (11/15/56) to Asst. Secretary Kendall re/ keeping the Congressman informed & thanking him for his continued interest in this matter;” 1 letter (12/6/56) from Edward P. Silva to Wilson and a copy of his letter (12/6/56) to Dr. Edgar L. Bossard (Chairman, U.S. Tariff Commission) re/ the Association’s “understanding of the Anti-Dumping Act of 1921;” 1 letter (12/7/56) from Edward P. Silva to Asst. Secretary Kendall & a reply (12/13/56) from James Pomeroy Hendrick (Asst. to the Secretary) re/ a continu-ation of the dispute over dumping of frozen albacore below a fair market value; 1 letter (12/21/56) from the Asst. Secretary Kendall & Edward P. Silva’s replies (12/29/56 & 1/2/57) re/ further commentaries on the issue of the “possibility that frozen albacore from Japan is being sold to the United States at dumping prices.”
