A collection of letters, news letters, telegrams, memorandums, memos, federal documents & other items. Examples are: A small packet of letters & office notes (8/62) from Congressman Wilson, Marymac, & W.M. Chapman (Dir., Van Camp Foundation) re/ “material prepared by the Library of Congress relative to foreign trade;” 1 office note from Cathy (n.d.), copies of a letter (8/30/62) from Frank P. Briger (Asst. Secretary of the Interior), & a copy of Am. Tunaboat Assn., News Letter (No. 8, Aug. 1962—5 pp.) re/ S.2568, Fishermen’s Protective Act – Public Law 680, 83rd Congress & a 1 page table showing “Tuna Fishing Vessels—Reported Lost, Abandoned, Forfeited, Exempt, Sold Alien, Transferred to Foreign Flag—1962.” Out of 14 vessels listed between Jan. & May, nine were transferred to Panamian Flag, one to Peruvian Flag, & 1 to Mexican Flag. Two boats foundered & one burned; 1 Dept. of State note (8/17/62) from “The Under Secretary,” Fred E. Taylor, attached copy of a “CONFIDENTIAL” letter (8/17/62) from Federick G. Dutton (Asst. Secretary, Dept. of State), & enclosed copy of “CONFIDENTIAL—The Situation With Respect to Tuna Fishing in the High Seas off Ecuador” (4 pp.) re/ hearings on S.2568 & concessions by the Ecuadorian president on their 40 mile fishing limit decree; 1 Wilson office note (8/16/62) re/ questions about building tunaboat in Mexico as an American flag vessel; a large packet of office notes, letters & telegrams (July-Aug. 1962) from “C.P.,” Congressman Wilson, Frederick G. Dutton (Asst. Secretary of State), August Felando (General Mgr., Am. Tunaboat Assn.), R.C. Worsley (Steamship Agent, Broker, Chandler), “Cathy,” Charles R. Carry (Executive Dir., Calif. Fish Canners Assn., Inc.), & Leon W. Parma (Wilson’s admin. asst.) re/ “S.2568 and problems relating to Tuna Vessels off Ecuador;” a large packet of corresp. (Sept. 1960-Aug., 1962) concerning a controversy involving “the oil screw Ataloa (268199),” the Bureau of Customs, 6 Mexican crew members & violations of customs & navigation laws; 2 letters (9/18 & 9/22/62) from August Felando to Congressman Wilson re/ S.2568 & reference to the seizure of the Lucky Star, the Judy S & “the many boarding incidents that have occurred in 1962, especially off the Coast of Ecuador;” 1 copy of the Am. Hiestrand & Bob Wilson re/ reasons to postpone enact-ment of S.2568; 1 copy of Conservation of Tropical Tuna September 18, 1962 . . . Report [To accompany S. 2568], House of Representatives, Report No. 2409, 87th Cong., 2nd Sess. (24 pp.); 1 office note “To: BOSS” & 2 copies of letters (9/17/62) from Congressman Wilson re/ conversations with Gibbs Baker & Thor Tollefson to try to defer entire bill until next year; letters (9/13/ & 9/27/62) from Wilson & Lester Balinger (Sec.-Trea., Cannery Workers and Fishermen’s Union), enclosed copy of “From-Embassy Quito, Ecuador” to State Dept.—a “Transmittal of Decree Establishing Restricted Fishing Zone off Ecuadorian Coast . . . . Signed in the National Palace at Quito on May 15, 1962” & a copy of a letter (8/17/62) from Lester Balinger to Congressman Armistead I. Selden, Jr. (Chairman, Inter-American Sub-committee) re/ S.2568 & controversy over Ecuadorian policies; a Western Union telegram (10/28/62) from several tunaboat captains to Congressman Wilson re/ “situation critical regarding limitations imposed on U.S. fishing purse seiners . . .11 miles off coast of Peru;” 1 copy of Am. Tunaboat Assn., News Letter (Oct. 1962) – “Special Newsletter” with enclosed “Proposed Yellowfin Tuna Conservation Regulations” from the Federal Register (Vol. 27, No. 203), 5 pages plus 1 map; a large packet of telegrams, & letters (Oct.-Nov. 1962) from August Felando (Am. Tunaboat Assn.), Congressman Wilson & the responses of Frederick G. Dutton (Asst. Secretary, Dept. of State) & Brig. General C.R. Roderick (Dir., Office of Legislative Liaison, Office of the Secretary of Defense) re/ extensive corresp. about the urgent situation on the high seas off Peru & seizure of two tune clippers—Western Ace & Chicken of the Sea. Peru was enforcing a 200-nautical-mile territorial sea claim; 1 packet containing information “based upon official business records of the American Tunaboat Association, upon affidavits of Masters of tuna clippers,” & other sources (7 pp.). These list vessels, dates, location of seizures, & fines imposed by Ecuador, Columbia, El Salvador, Panama, & Peru; a packet of affidavits from the Masters of the tuna boats, Normandie, Lou Jean, San Joaquin, & Cabrillo attesting to boarding incidents in 1962 involving Eucador, Columbia, & El Salvador; copies of a letter (11/7/62) from Edward F. Silva (Office of Managing Owner, Motor Vessel Santa Rosa) & the response of Frank P. Briggs (Asst. Secretary of the Interior) to Mr. Silva’s allegations of unfair competition to U.S. tuna fishing operations from the Japanese & the Van Camp Sea Food Co. & Star Kist, Inc. plants operating in Samoa. The number of tuna boats operating out of San Diego decreased from 240 to 100 between 1954 & 1962.
