Examples are: A packet of letters & telegrams (Ap. 1963 - Jan. 1964) from San Diego constituent Mrs. John Dodd, Congressman Wilson, Mrs. Pamela Lemons, Richard N. Lemons (BM3, USS Cheming, AO-30), Lt. C.E. Haviland (Head, Branch Three, Enlisted Services and Records Div., BuPers), LCDR A.J. Klein (Congress-ional Liaison Div., Office of the Secretary of the Navy), & Capt. C.E. Jackson (Dir., Enlisted Services and Records Div., BuPers) re/ the tragic story of the need for an honorable discharge from the Navy for Boatswain’s Mate Lemons because of a family crisis. Wilson & his staff played critical roles in facilitating this humanitarian assistance effort; letters (Jan.- Feb. 1964) from Charles C. Curtis (Head, Discharge Section, BuPers) re/ a sad story of a 9-year navy veteran’s failure to keep from being discharge from the navy because of recurring seasickness. The Navy indicated that personnel must always be available for sea duty, even when assigned to a shore station; 5 letters (Feb. 1964) from CA Assemblyman Richard J. Donovan, Congressman Wilson, Lt. Col. G. W. Pickell (Chief of Legislative Liaison, Office of the Secretary of the Army), & Stephen Ailes (Secretary of the Army) re/ a draftee, Chula Vista constituent Daniel Duran Lucero, sought a hardship discharge; 3 letters & 1 “Memorandum of Call” (Feb.-Mar. 1964) from Capt. Hector R. Fernandez (98th Bomb Wing, Lincoln AFB, NE), & Congressman Wilson re/ the Captain’s successful release from active duty to attend medical school & also remain in the Air Force Reserves; 1 letter (2/24/64) from El Cajon constituent Mrs. Dora Vashaw & Wilson’s reply (3/4/64) re/ the controversy over “the draftboard policy of not defering married men.” Married just the day after her husband received his draft notice, Mrs. Vashaw requested draft deferment for her husband; a large packet containing letters (1963-1964) from El Cajon constituent Mrs. Hazel C. Harbert, Jr. (Commanding Officer, USS Vancouver), & Capt. G.S. Bullen (Office of Legislative Affairs, Office of the Secretary of the Navy) re/ with the help of Congressman Wilson and his commanding officer, SK2 Wheeler was successful in receiving “a humanitarian discharge;” a small packet containing letters & office notes (Feb.-June 1964) from 1st Lt. Ervin M. Hjenvik (4626th Support Sqd., Topsham Air Force Station, Brunswick, Maine), Lt. Col. Eric C. Nichols (Commander, 4626th Support Sqd., Topsham Air Force Station), Congressman Wilson, & Col. Carl V. Schott (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ Hjenvik’s resignation from the Air Force “in lieu of administrative action for improper conduct for an officer” & his attempts to be “upgraded to that of a General Discharge;” 6 letters & 2 copies of a U.S. Naval Hospital, “Certificate of Health” (9/63-5/64) from San Diego constituent Julian F. Miller (PHAN, U.S. Naval Air Station, Miramar, CA), Naval Hospital Health Certificates for Mrs. Karen Miller, Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Capt. C.E. Jackson (Dir., Enlisted Services and Records Div., BuPers) re/ Mr. Miller’s hardship separation from the Navy be-cause of his wife’s illness; 4 letters (Ap. – May 1964) from Chula Vista constituent Mrs. Mary E. Weatherford, Congressman Wilson, & Terry M. Weatherford (PFC, 2nd Bn., Co. B, 27th Inf., APO 25, San Francisco, CA) re/ another hardship plea by a family struggling to survice on a PFC’s pay; 5 letters (Ap.-May 1964) from San Diego constituent Charles T. Vegas (SMSN, USS Wiltsie, DD-716), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Capt. C.E. Jackson (Dir., Enlisted Services and Records Div. BuPers) re/ SMSN Vegas, with help from his Commanding Officer and Congressman Wilson, has his application for hardship discharge processed; 7 letters (June-Aug. 1964) from Congressman Wilson, Thomas J. Baumann (S/Sgt., HQ & HS Co., HQ. & HS Bn., 1st Force Service Rgt., Camp Pendleton, CA), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy). & Col. A.B. Geiger (Acting Asst. Dir. of Personnel, USMC) re/ a 15 year veteran of the Marine Corps, with Wilson’s help, successfully stops a protended “Undesirable Discharge” from the Corps and is also promoted to Gunnery Sergeant; 1 letter (9/1/64) from former San Diegan Robert Wayne Meyer (U.S. Naval Station, Newport, RI) & Wilson’s reply (9/4/64) re/ a sad story of divorce, five children, a mother on welfare & Mr. Meyer’s attempt to obtain a hardship discharge in order to help his mother & his siblings; a small packet of letters (July-Oct. 1964) from San Diego constituent Mrs. John J. McFarland, Congressman Wilson, Lt.Jg. S.S. Dye (Congressional Liaison Div., Office of the Secretary of the Navy), Capt. Paul R. Engle (Dir., Physical Qalifications and Medical Records Div., BuMeds), & RAdm. E.C. Kenney (Surgeon General, USN) re/ a tragic story of alcoholism, receiving “a general discharge . . . with honorable conditions due . . . a nervous breakdown,” and an attempt to reenlist which was unsuccessful; Wilson office notes & 6 letters (Sept.-Oct. 1964) from Margaret M. Young (Wilson’s Secretary), Congressman Wilson, Cmdr. C.H. Klindworth (Special Asst. for Liaison and Tech. Information, BuPers), & Cmdr. E.J. Ortlieb (Senior Member, Humanitarian Assignment Bd, BuPers) re/ Imperial Beach constituent Ronald A. Murphy (AMH1, Sqd. TAD, VP 47, Sangley Pt., Philippines) was “proceeding with an application for a hardship discharge” due to family emergencies; a packet of corresp. (Sept.-Oct. 1964) from Congressman Wilson, El Cajon constituent Mrs. Robert Tucker, Pvt. Robert H. Tucker (266th Qm.Bn., Co. B, Fort Lewis, WA), & Lt. Col. John C. Lippencott (Chief of Legislative Liaison, HQ., Office of the Secretary of the Army) re/ another example of how Wilson tried to help a constituent obtain a hardship discharge because of a family crisis & financial problems. While sympathetic to Private Tucker’s circumstances, the Army determined “that the problem he is facing are no more severe than those of other soldiers of his grade who marry after their induction into the service;” a large packet of corresp. (Sept.-Oct. 1964) from Congressman Wilson, El Cajon constituent Albert M. Salisbury (SM2, USS Halsey, DLG-23), H.H. Anderson (Commanding Officer, USS Halsey), LCDR A.J. Jackson (Dir., Enlisted Services and Records Div., BuPers) re/ Even with Wilson’s assistance, Signalman 2nd Class Salisbury, with a wife. five children under 10, & extensive debts, was denied shore duty or a hardship discharge; 4 letters (Sept.-Oct. 1964) from Margaret M. Lewis (RM2, USS Florikan, ASR-9), W.R. Bergman (Commanding Officer, USS Florikan), Dale M. Maw (Pastor, Clairmont First Assembly of God Church), Mr. & Mrs. William B. Lewis, Mary Ann Barnes, Mr. & Mrs. Glenn Broyles, Jean Licht, Dr. Glen H. McDonald, Charles Harding (Business Agent, International Assn. of Heat & Frost Insulators & Asbestos Workers), & Capt. L.G.
