A collection of 30 packets of corresp. Examples are: A packet of letters (Dec. 1964-Jan. 1965) from San Diego constituent John Loshon Kohl, Congressman Wilson, Doctor E.A. Hillyer, “Affidavit of John Loshon Kohl,” & Lt. Col. G.W. Pickell (Chief of Legislative Liaison, Office of the Secretary of the Army) re/ a sad example of a hardship discharge slowly winding its way through the bureaucracy for an Army private who will have to become the proprietor of his father’s auto shop because the father was terminally ill; 4 letters & 1 Western Union Telex (Dec. 1964-Feb. 1965) from former San Diegan & active Republican PFC David W. Marsh (F Co., 2nd Bn., 1st Trg., Bde., Fort Polk, LA), Congressman Wilson, & Major General James H. Sheldon (Commanding, Fort Polk, LA) re/ a case of being separated from the Army because of “unsuitability for further military training;” 3 letters (Jan.-Feb. 1965) from San Diego constituent W.S. Hayes, Edgar M. Gillenwaters (Wilson’s Admin. Asst.), & Major General H.J. Carns (Commanding, Fort Ord, CA) re/ National Guard Private Robert Hayes’ attempt to be released from “Basic Unit Training” early enough to start San Diego State College in January was thwarted by “current Department of the Army directives;” a small packet containing letters & Western Union Telexes (Oct. 1964-Mar. 1965) from Guy Stedhaus (Depot Operator, Continental Trailways, Long Beach), Catherine Parham (Wilson’s Secretary), Commanding General, Fort Lewis, WA, PFC William B. Benson (USAG, Yakima Firing Range Center, Yakima, WA), Congressman Wilson, copy of “Request for Separation in the National Health, Safety, or Interest,” & Lt. Col. G.W. Pickell (Chief of Legislative Liaison, Office of the Secretary of the Army) re/ PFC Benson’s request “for release from active duty” was denied; 4 letters (Jan.-Feb. 1965) from A2C Kenneth S. Gardner (HQ, 92nd Strategic Aerospace Wing, Fairchild Air Force Base, WA), Congressman Wilson, & Col. L. Conques (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ Mr. Gardner’s attempts to alter a discharge under AFR 39-22 regulations – “Misconduct Because of Civil Court Disposition” – was unsuccess-ful; 5 letters (Jan.-Mar. 1965) from Lt. Millard D. Maddox (Hill Air Force Base, Utah), & Congressman Wilson re/ Lt. Maddox’s dilemma about staying in the Air Force vs. an early resignation to achieve civilian employment in San Diego, his home city, was resolved with the assistance of Congressman Wilson; a large packet of letters, Telexes, & office notes (Dec. 1964-Ap. 1965) from San Diego constituent William O. Sanchez, with Wilson’s assistance, was sucessful in receiving a hardship discharge; a packet of letters (Sept. 1963-Ap. 1965) from Leonard W. Chrisman (Acting Surgeon General, U.S.N.) re/ a complicated story of a “17 ½ years active duty” sailor being discharged from naval service without receiving “disability compensation . . . “ and his attempts to obtain compensation with Wilson’s assistance; a large packet of letters & notes (Dec. 1964 - Ap. 1965) from Congressman Wilson, Cmdr. C.H. Klindworth (Sp. Asst. for Liaison & Technical Information, BuPers), E.S. Kukuk (Head, Branch Four, Enlisted Services & Records Div., BuPers), Wilson office notes, V.M. Lowder (Asst. Head, Branch Four, Enlisted Services & Records Div., BuPers) , ADJ2 David R. Voshell (VF-162, U.S. Naval Airstation, Miramar, CA), & LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy) re/ a long involved & time consuming “on again, off again” hardship discharge case that was finally withdrawn by the applicant; 3 office notes  & 2 letters (Ap. 1965) from Congressman Wilson re/ the expedited hardship discharge for an Army private, because his mother was critically ill; 4 letters (5/2 – 5/17/65) from Congressman Wilson, former Coronado resident Private Robert H. Isely II (HQ.S-3, 2nd Bn., 28th Inf. Div., Fort Riley, KA), & Lt. Col. G.W. Pickell (Chief of Legislative Liaison, Office of the Secretary of the Army) re/ Private Isely requested & received assistance from Wilson in his attempt to use existing Public Law (as the sole surviving son of a father killed in action in WW II) to try & obtain a hardship discharge from the Army; 1 letter (5/23/65) from Private Pahl C. Nelli (Co. A, 1st Bn., 1st TRE, 1st Platoon, Fort Leonard Wood, MO), & Wilson’s reply (5/26/65) re/ a complicated story of marriage, divorce, re-marriage, children, draft laws, & a youngman’s attempt to obtain a hardship discharge with Wilson’s assistance; 5 letters (5/6 – 5/26/65) from San Diego constituent Robert C. King, Dr. Ian M. Bradburn (Beltone Audigram), Congressman Wilson, & Pfc. Douglas J. Joy (HHC, 7th Inf. Div., APO, San Francisco, CA) re/ a desire for early release from Army service for medical reasons; a small packet of letters (6/17 – 7/9/65) from Stewardsman Ramon J. Jamasali (ComSubFlot One, FPO, San Francisco, CA), Congressman Wilson, LCDR L.B. Guisinger (Cong. Liaison Div., Office of Legislative Affairs, Dept. of the Navy), Cmdr. L.B. MacDonald (Submarine Flotilla One), Edgar M. Gillenwaters (Wilson’s Admin. Asst.), & Capt. J.C. Eliot (Asst. Chief for Performance, BuPers) re/ TN Jamasali’s attempts to have the Navy cease & desist in its processing of his honorable discharge because he had formerly been an officer in the Philippine Air Force. He wanted to remain in the Navy and become a U.S. citizen; 9 letters (May – July 1965) from San Diego constituent Albert E. Jensen, Jr. (RM1, Radioman Class A School, USNTC, San Diego, CA), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Capt. C.E. Jackson (Dir., Enlisted Services & Records Div., BuPers) re/ a “special request for [a] Dependency Hardship Discharge” was delayed by the applicant even though with Wilson’s assistance it was winding its way through the Navy's bureaucracy; a small packet of letters (Ap. – July 1965) from La Mesa constituent Mrs. Donald W. Coulsby, Congressman Wilson, & Donald W. Coulsby (51st Med. (Amb.), Fort Carson, CO) re/ a successful processing of a financial hardship discharge for a youngman with a teenage wife & baby to support. Their final thank you letter’s envelope has the phrase “good campaign letter” written on it; 3 letters (7/21, 8/2, & 8/3/65) from Pvt. Larry W. Bonham (HQ. Det., HQ. Co., USAG, Fort Hood, TX), Mrs. Sally R. Bonham, & Congressman Wilson re/ a request from both husband & wife for Wilson’s assistance in breaking through the Army bureaucracy to obtain a hardship discharge for this inductee; 3 letters (July 1965) from Congressman Wilson & Lt. Col. G.W. Pickell (Chief  of Legislative Liaison, Office of the Secretary of the Army) re/ a mother’s request for assistance from Wilson to help her son obtain an early release from the Army, prior to shipping out to Vietnam, so he could start UCLA in Sept. It did not arrive in time; 1 letter (7/22/65) from Charles F. Harbison (Curator of Entomology, Nat. History Museum) & Wilson’s reply (8/3/65) re/ the successful “early release” from duty at the Naval Hospital for a young graduate student in entomology; 4 letters & “Memo For File” (June – Aug. 1965) from LCDR Joseph R. Bradshaw (Head, Fiscal Data Section, M.I.D., BuPers), Capt. Nicholas Branco (Dir., Man-power Information Div., BuPers), Edward M. Gillenwaters (Wilson’s Admin. Asst.), Congressman Wilson, & Vice Adm. B.J. Semmes, Jr. (Chief of Naval Personnel, BuPers) re/ assist. via phone calls to Adm. Semmes from Wilson helped top computer specialist Lt. Cmdr. Bradshaw resign from the Navy. His complaint was that “inadequate pay and bleak prospects of any significant improvements” made it impossible for him to support a wife and children; a large packet of letters & 1 U.S. Army telex (Aug.-Nov. 1965) from Congressman Wilson, Grossmont constituent Mrs. Maude H. Gordon, SP4 Henry C. Gordon (Co. A, 1st Bn., 12th Cav., 1st Cav. Div. [Airmobile], Ft. Benning, GA), 2nd Lt. William L. England (Asst. AG, HQ., 1st Cav. Div., APO, San Francisco, CA), Major Selvin D. Wisdom (Adjutant, HQ., 1st Brigade, 1st Cav. Div., APO, San Francisco, CA), Chief of Staff (Deputy Post Commander, Ft. Benning, GA), CWO T.E.Ward (Asst. Adj. General, Army Liaison Office, Washington, D.C.), & Lt. Col. G.W. Pickell (Chief of Legislative Liaison, Army Liaison Office) re/ a constituent request to Wilson for his assistance in terms of a hardship discharge that was caught in the army bureaucracy while at the same time the applicant was shipped out to Vietnam. Later, Wilson received notice that the hardship discharge was not approved by the Army Review Board; a packet of letters (July-Aug. 1965) from San Diego constituent BT2 Barrette Dale Holmes (on emergency leave from the USS Shangri-La), Congressman Wilson, LCDR L.B. Guisinger (Congression Liaison Div. Office of Legislative Affairs, Dept. of the Navy), G.W. Timberlake (Head, Branch Two, Enlisted Services and Records Div., BuPers), & Capt. J. Henson (Dir., Enlisted Services and Records Div., BuPers) re/ the loss of a 2nd child since 1962 necessitated a hardship discharge request, which the Navy Review Bd. denied; 1 letter (8/25/65) from El Cajon constituent Mrs. Vincent L. Young & Wilson’s reply (8/31/65) re/ a complaint against the Secretary of the Navy’s recent extension of all enlistedmen’s duties for 4 months because of Vietnam crisis. This resulted in extra health and economic hardship for a wife whose husband, a career Navy enlistee, had been scheduled to retire in October and obtain a better paying job in the private sector; 4 letters & 1 Western Union telegram (Aug.-Sept. 1965) from San Diego constit-uent Mrs. Neil Nettleship, Congressman Wilson, & “Maggie” re/ the successful discharge of a future son-in-law & the death of one of Wilson’s close friends, Neil; 1 Western Union telegram (9/2/65) from San Diego constituent Frank Johnson & Wilson’s reply (9/8/65)  re/ an inquiry as to the type of discharge received by a Mr. Martin J. Montroy; 1 “Memo For the Record” (9/13/65) re/ the “hardship discharge application of Donald George Peters” was approved; 1 letter (9/16/65) from El Cajon constituent Mrs. Robert E.Carter & Wilson’s reply (9/22/65) re/ another complaint about the SecNav’s extension of Navy duty for 4 months, which will create financial & health problems for this family; a small packet of letters (Aug.-Sept. 1965) from San Diego constituent Mrs. C.L. Teeples, “Memo to to Washington Office from Arlene,” HM3 Chancie L. Teeples (Medical Dept., USNAS, North Island, San Diego), Eugene P. Best (VP/General Mgr.), Congressman Wilson, LCDR L.B. Guisinger (Congressional Liaison Div., Office of Legislative Afffairs, Dept. of the Navy), & Capt. J.W. Stribling (Head, Career Activities Branch, BuPers) re/ another sad story of financial hardship for a Navy family that was intensified by Sec/Nav’s involuntary extension of 4 months duty for all regular Navy enlisted personnel whose enlistment expired after Sept. 1965; 5 letters (Oct. 1965) from Chula Vista constituent Chief Photographer’s Mate Jay S. Skidmore (Aquanaut on Sea Lab II), W.R. Fraser (Officer in Charge, Pacific Fleet Mobile Photographer Unit), Louise Lynch (Wilson office), & Congressman Wilson re/ another example of the complications caused by AL NAB 45-65 (the 4 months extension called by Sec/Nav). In this case Chief Skidmore was successful in transferring to the Fleet Reserve in early December; a packet of corresp. (May-Oct. 1965) from Pvt. Joseph Rodrigues, Jr. (Delta Co., 2nd Bn., 1st TNG BDE, Ft. Polk, LA), Congressman Wilson, Lt. Col. John C. Lippencott (Office of the Chief of Legislative Liaison, Dept. of the Army), F.M. Reeves (Commanding General, Fort Polk, LA), Col. Sidney V. Bingham, Jr. (Chief of Staff, HQ., Ft. Polk, LA), Capt. Thomas R. Shupe (Asst. Adjutant, HQ., Ft. MacArthur, San Pedro, CA), Ellen Eagle (Wilson’s office), & Brig. General W.P. Winton, Jr. (Acting Commander, Ft. Polk, LA) re/ a complicated scenario of knee & back pain for Pvt. Rodrigues, a clerk typist, who requested Wilson’s assistance in trying to resolve his medical problems with a hardship discharge. Brig. General Winton concluded that “in view of his sedentary occupation, there is no indication for any limitation of duty;” 1 letter (10/28/65) from a future San Diego constituent, Mrs. Barbara Arnold, & Wilson’s reply (11/2/65) re/ with 18 years of service and prospects for retirement, a Navy enlistedman’s wife requests Wilson’s aid in obtaining a duty billet in the San Diego area for her husband instead of being assigned to Whidby Island, WA; 5 letters (Oct.-Nov. 1965) from Congressman Wilson, Richard A. Curiel (USS Gunston Hall – LSD 5), Cmdr. H.R. Hunter (Congressional Liaison Div., Office of Legislative Affairs, Dept. of the Navy), & Capt. J. Henson (Dir., Enlisted Services and Records Div., BuPers) re/ another sad story concerning the request for an early separation from the Navy for hardship reasons for Seaman Curiel. A potential marriage breakup, a 1 ½ year old son & to few chances to be with his family; 5 letters (Oct.-Nov. 1965) from Congressman Wilson, El Cajon constituent Seaman Robert E. Carter, LCDR L.B. Guisinger (Congressional Liaison Div., Office of Legislative Affairs, Dept. of the Navy), & Capt. J.W. Stribling (Head, Career Activities Branch, BuPers) re/ another example of the potential hardship to a married couple caused by the 4 months duty extension issued by Sec/Nav on 13 August 1965; a small packet of letters (Nov. 1965) from Congressman Wilson, San Diego constituent BTC Ray Caldwell (USS Midway-CVA 41), LCDR L.B. Guisinger (Congressional Liaison Div., Office of Legislative Affairs, Dept. of the Navy), & Capt. J.W. Stribling (Head, Career Activities Branch, BuPers) re/ Chief Boilerman Caldwell praises Wilson for a “fine job” & requests his assistance in challenging the Navy’s recent policy of “holding Regular Navy personnel beyond their enlistments." If this was really a national emergency then the President should call up the reserves; a packet of letters (Oct.-Dec. 1965) from Cmdr. C.H. Klindworth (Special Asst. for Liaison and Technical Information, BuPers), Congressman Wilson, Capt. J. Henson (Dir., Enlisted Services and Records Div., BuPers), Edgar M. Gillen-waters (Wilson’s Admin. Asst.), & Encinitas constituent Mrs. Thomas J. Alt re/ a hardship discharge (due to a death in the family) was denied by the Navy Review Bd.; a large packet of letters (Feb.-Dec. 1965) from Mr. & Mrs. W. Russell Peavey (Rancho Los Penasquitos, Miramar, CA & Bishop Creek Ranch, Wells, NV), Congressman Wilson, Escondido constituent Howard G. Golem (Four Gee Ranch and Mine, Escondido, CA), Pvt. Carl O. Peavey (Co. A, 504th MP Bn., Fort Lewis, WA), & Lt. Col. John C. Lippencott (Chief of Legislative Liaison, Office of the Secretary of the Army) re/ conservative Republicans who contribute to Wilson condemn Liberal Republicans, criticize Pres. Johnson’s & Sec. of Defense McNamara's conduct of the war in Vietnam & also try to obtain a hardship discharge for their only son, now serving in Vietnam “in this foreign war which they are not being allowed to win.”
