Scope and Contents

Ten packets of letters, memos, news clippings, government records, & office notes. Examples are: A small packet of letters (Dec. 1961 – Feb. 1964) from San Diego constituent Burrell L. Gowen, Congressman Wilson, H.M. Webster (Mgr., Veterans Admin.), LCDR Walter M. Meginniss (Congressional Liaison Div., Office of the Secretary of the Navy), & Charles E. Curley (Executive Secretary, Bd. for Correction of Naval Records, Dept. of the Navy) re/ 65 years old & ill, World War I army veteran Gowen with honorable discharges, and also a U.S. Navy veteran with a dishonorable discharge from the Navy, is attempting to obtain V.A. benefits for all his military service. He eventually was able, with Wilson’s assistance, to have his Navy discharge changed to “general discharge” & thus receive total V.A. benefits; 8 letters (Feb.-Mar. 1964) from El Cajon constituent Leslie W. Spivey, Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Charles E. Curely (Executive Secretary, Bd. for Correction of Naval Records, Dept. of the Navy) re/ Mr. Spivey requests Wilson’s assistance in trying to correct his military record & also obtain information about his military medical records for V.A. purposes; a large packet containing letters (July 1963-Ap. 1964) from San Diego constituent Mrs. Hazel C. Mellor, Major General S.S.Wade (Commanding, U.S. Marine Corps Recruit Depot, San Diego), General David M. Shoup (Commandant, USMC), Congressman Wilson, Lt. Col. Herbert C. Swigert (Deputy Staff Judge Advocate, Dept. of the Air Force), Col. Carl V. Schott (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ a long & unecessarily complicated attempt by Mrs. Mellor to correct her deceased husband’s military record (USAF, Colonel Arthur R. Mellor) for benefit purposes was finally resolved in her favor; 1 letter (n.d.) from San Diego constituent Ernest Hamilton & Wilson’s reply (5/21/64) re/ a former USAF enlistedman requests Wilson’s assistance in trying to obtain a Medical Discharge to replace his “General Discharge under Honorable Conditions;” 5 letters (Jan.-June 1964) from Lemon Grove constituent Richard A. Schwab, Charles E. Curley (Executive Secretary, Board For Corrections of Naval Records), & Congressman Wilson re/ former Lt.Jg. Schwab requested that “his naval record be corrected to show him retired for physical disability” at 30% or more instead of his current 20%, The Bd, denied the request; a packet containing over a dozen letters, & a copy of Form DD149, (Aug. 1963-Aug. 1964) from San Diego constituent Ronald H. Waters, Katherine Ross (Dir., Home Services, San Diego Chapter, American Red Cross), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), W.W. Gau (Asst. Executive Secretary, Bd. For Correction of Naval Records) & Charles E. Curley (Executive Secretary, Bd. For Correction of Naval Records) re/ another example of the long & complicated process of trying to change military records – Mr. Waters requested Wilson’s aid in altering his General Discharge to an Honorable Discharge, ran into delays due to a crowded docket, & because of the controversial nature of his discharge (& its morals code bias in the initial reasons given for the General Discharge) led the Bd. to conclude that there was “insufficient evidence . . . to support the allegations of error and injustice” & denied Mr. Waters’ petition; 10 letters (Ap. 20-Oct. 7, 1964) from San Diego constituent Edward Thomas Fix, Congressman Wilson, Col. Carl V. Schott (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force), & Miss Margaret M. Young (Wilson’s Secretary in San Diego) re/ another example of the complicated process of applying and reapplying for an alteration in a military discharge; a packet of letters & military records (Jan. 1963-Oct. 1964) from San Diego constituent Harry Tischler, Asa T. Briley (Dir., 12th United States Civil Service Region, San Francisco, CA), copies of Mr. Tischler’s military records, Congressman Wilson, “Memorandum From Marge to Cathy,” & Charles E. Curley (Executive Secretary, Bd. For Correction of Naval Records) re/ another sad example of the difficult task of attempting to get a General Discharge corrected to an Honorable Discharge for purposes of employment. The taint of actions taken in ones youth are perpetuated – “Must I continue to be punished for the rest of my life because of my immaturity five years ago?;” 6 letters (Feb.-Oct. 1964) from San Diego constituent Major Harry J. Rodney, A.L. Funch (Executive Secretary, Army Board for Corrections of Military Records), Congressman Wilson, Margaret M. Young (Wilson’s San Diego Secretary), Raymond J. Williams (Executive Secretary, Army Bd. for Corrections of Military Records), & Major General J.C. Lambert (The Adjutant General, U.S. Army) re/ another example of the process of petition for correction of military records that was denied; a large packet containing letters, office notes & a news clipping (June – Dec. 1964) from San Diego constituent & former A/C2 William F. Williams, Jr. (392nd Aerospace Med. Gp., Vandenberg Air Force Base, CA), Congressman Wilson, Col William E. Poe & Col. Lawrence Conques (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ a long complicated story of Airman Williams’ attempts to obtain correction of all the negative evaluations he received while serving with the 392nd Aerospace Med. Gp. -- “ ‘the mess at Vandenberg,’” comment on Kennedy’s assassination, his denial of security clearance to serve with SAC in Alaska, praises for Republican Wilson, and his request to change his General Discharge to an Honorable one; 7 letters (Aug.-Dec. 1964) from San Diego constituent Harry Edward Chronsiter, Congressman Wilson, Capt. G.T. Shirley (Acting Dir., Navy Council of Personnel Boards, Dept. of the Navy), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Cmdr. E.I. Carson (Secretary, Navy Discharge Review Bd., Dept. of the Navy), & Capt. C.W. Travis (Dir., Navy Council of Personnel Boards, Dept. of the Navy) re/ an example of how a strict Navy morals code stopped Mr. Chronsiter’s almost 10 year’s of naval service. However, he was successful in altering his discharge to Honorable.
