Scope and Contents

A collection of misc. letters and twelve packets of corresp.  Examples are: 1 letter (15Feb1962) from C.L. Melson (Commander First Fleet, FPO, San Francisco, CA) to Commanding Officer, U.S. Naval Repair Facility, San Diego, CA) re/ Commendation to the Repair Facility’s CO “for his excellent performance of duty in conjunction with the highly successful construction & testing of target rafts for Commander Joint Task Force EIGHT;” two letters (21Feb1962 & 15June1962) from W.F. Petrovic (Commanding Officer, U.S. Naval Training Facility, San Diego, CA) to LCDR Edward L. St. Ville re/ commendations & praise for the Project Coordinator; 1 letter (26May1962) from Claude W. Brenner (Chief Engineer, Boston Technical Services Div., Edgerton, Germeshausen & Grier, Inc.,) & 1 letter (25June1962) from E.A. MacCormack (Planning Officer) re/ appreciation of design branch of EG&G & LCDR St. Ville’s assistance in “Operation Swordfish” support; 5 letters & 1 postal card (Ap. 1964) from San Diego constituent Dewey Maltese (Major, USMC), Congressman Wilson, & Col. Cliff Atkinson, Jr. (Asst. Dir. of Personnel, HQ, USMC) re/ lack of promotion by review board in early 1964, but he can apply again in 1965); a large packet of corresp. (Ap.-June 1964) from Lakeside constituent Capt. Vincent J. Oslie (U.S.Army Reserve & Aerospace Engineer), 2nd Lt. R.M. Sweet (Asst. Adjutant General, HQ, U.S. Army Presideo, San Francisco, CA), Congress-man Wilson, Lt. Col. R.N. Dallam (Acting Dir., Reserve Components Personnel, Office of Personnel Operations, HQ, U.S. Army), & Col. Robert L. Moore (Dir. of Reserve Components Personnel, Office of Personnel Operations . . .) re/ frustrations abound for Capt. Olsie in terms of his “Nonselection for Reserve Promotion after Second Consideration; 5 letters (June 1964) from San Diego constituent Mrs. G.E. Anderson, Jr., Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Capt. B.H. Shupper (Deputy Asst. Chief for Plans, BuPers) re/ the wife of a career Navy man requests Wilson’s assistance in cutting the gordian knot of too many technical & complicated test for advacement & receives reassurance that the Navy uses a multiple scoring procedure that includes performance, time in service & in present pay grade & medals & awards, not just exam scores; 1 letter (1/18/65) from El Cajon constituent Mrs. Josephine Mercer & Wilson’s reply (1/21/65) re/ a mother complains to Wilson about her son-in-law, a USMC Captain, being passed over for promotion for a second time; a small packet of letters (Dec. 1964-Jan. 1965) from San Diego constituent Marlin S. Enders, Congressman Wilson, Kenneth E. Enders (Lance Corporal, USMC), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Col. E.V. Finn (Head, Promotion Branch, HQ, USMC) & Col. Cliff Atkinson, Jr. (Asst. Dir. of Personnel, HQ, USMC) --- Wilson’s response to a constiutent’s concern for his son’s lack of promotion leads to a reply that emphasizes that the Corps uses a “composite score . . . [based upon] proficiency marks, conduct marks, total service and total service in current grade;” a small packet of corresp. & 1 news clipping (Jan.-Feb. 1965) from Congressman Wilson, Capt. Gerald A. McIntire (Pease Air Force Base, NH), “Reader’s View – Passover Darkens ‘Promising Future’,” Air Force Times (1/13/65), & Frank Slatinshek (Counsel, Committee on Armed Services, House of Representatives) re/ concerns about the need “for legislative changes which will afford junior officers in the Air Force adequate promotion opportunity;” 7 letters (Jan.-Feb. 1965) from George W. Fisher (Attorney at Law), Congress-man Wilson, Judge Dean Sherry (Superior Court, San Diego), & Harry L. Foster (Executive V.P., San Diego American Legion Convention Committee, Inc.) re/ legislation proposed to correct the issue of “General Wainwright’s senior officers who have been denied the increased rank given to their fellow Japanese prisoners; 1 letter (2/9/65) from former San Diego resident Capt. David W. Howell (Minot Air Force Base, ND) & Wilson’s response re/ “legislative changes [Bolte Proposals] which will afford junior officers in the air force adequate promotion opportunities;” 1 letter (5/3/65) from former San Diegan & friend of the Wilson family Mrs. Esther Short (Tacoma, WA), Wilson’s reply, a copy of Mrs. Short’s husband’s military  “Performance Report,” & 3 pages of Form 7, Air Force Military Record re/ a wife attempts to obtain Wilson’s assistance in the matter of a lack of promotion for her husband, a M/Sgt with 23 years service in the Air Force; 1 copy of a letter (6/29/65) from Congressman James B. Utt to Col. Paul R. Davidson (Ret., La Jolla, CA) re/ “your suggestion that certain colonels be given honorary promotions to the rank of brigadier general . . . . However, there is little likelihood of favorable action” since Congress, in 1958, “repealed the so-called heroes law;” 2 letters (10/14 & 11/3/65) from Mrs. Elmer E. Trittip (Fair Oaks, CA), Wilson’s reply (10/20/65) & his note to Ed (n.d.) re/ an Air Force wife appeals to Congress to correct the inequities in “the military promotion system” – there is too much “ ‘apple-polishing’ or ‘brown-nosing’ as it is called in the service . . . it is becoming more and more frequent among enlisted men;” a small packet of letters (Oct.-Dec. 1965) from former San Diego resident Mrs. Bahia Milligan (Yokosuka, Japan), Congressman Wilson, Lt. Wayne L. Milligan (COMSECDET, Yokosuka Naval Base, Japan), LCDR L.B. Guisinger (Congress-ional Liaison Div., Office of Legislative Affairs, Dept. of the Navy), Edgar M. Gillenwaters (Wilson’s Admin. Asst.), & Capt. J.R. Thompson (Dir., Promotions and Retirements Div., BuPers) re/ requests for assistance in resolving the promotion delay for Lt. Milligan, who as officer in charge of COMSECDET, was in a “a lieutenant commander billet” –  “The ‘form letter’ originated by the Navy Department stating the reasons for my husband’s nonselection was noted with little satisfaction;” 5 letters (Nov.-Dec. 1965) from San Diego constituent Luther J. Mason (Lute Mason & Associates), Congressman Wilson, LCDR L.B. Guisinger (Congressional Liaison Div., Office of Legislative Affairs, BuPers), Edgar M. Gillenwaters (Wilson’s Admin. Asst.), & Capt. J.R. Thompson (Dir., Promotions and Retirements Div., BuPers) re/ Naval Reserve Lt. Mason had been “passed over a number of times” for promotion to Lt. Commander & requested Wilson’s assistance in cutting some red tape. BuPers’ reply cited competition with other officers as a necessary impediment for promotion.
