A large collection of packets of letters, notes, memos, memorandums, & personnel records. Examples are: A large packet of letters (Sept. 1963-Jan. 1964) from San Diego constituent Robert H. Griswold, Congressman Wilson, Col. Michael C. Varhol (Chief, Personal Actions Div., Office of Personnel Operations, Dept. of the Army), Brig. General Lynn D. Smith (Dir. of Enlisted Personnel, Office of Personnel Oper-ations, Dept. of the Army), & Dexter Smith (Owner & Dir., City Driving School, San Diego) re/ complications develop for this temporarily retired for disability army private when he tried to reenlist. He had more than the allowable depend-ents; a small packet of corresp. (Jan.-Feb. 1964) from San Diego constituent Mrs. Ernest E. Reiter, Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & LCDR C.S. Snyder (Head, Enlisted Programs Branch, Recruiting Div., BuPers) re/ Mrs. Reiter’s husband was dis-qualified from re-enlisting in the Navy because he did “not meet the dependency requirements” & his previous “General Court Martial” record; a packet of corresp. (Dec. 1963-Feb. 1964) from San Diego constituent Ronald Rudolph & Clarence L. Rudolph, Congressman Wilson, Doctor James M. Whise-nand (Urology, La Jolla, CA), & Col. Carl V. Schott (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ a disappointing conclusion for an 18 year old who wanted to enlist in the Air Force but was “dis-qualified . . . [for] excessive albumin in the urine,” which his urologist said was of a temporary nature & might “disappear as he grew older;” 4 letters (Dec. 1963-Feb. 1964) from El Cajon constituent Ronald J. Goodbrand, Congressman Wilson, & General Lewis B. Hershey (Dir., Selective Service System) re/ an appeal from an 18 year old “that the draft age should be set up or moved to the age of 21;” 4 letters (Jan.-Mar. 1964) & a copy of an “Application for Review of Discharge or Separation from the Armed Service of the United States – DD Form 293,” from San Diego constituent Michael S. Manning, Congressman Wilson, & Col. Michael C. Varhol (Chief, Personal Actions Div., Office Personnel Operations, Dept. of the Army), & Brig. General Lynn D. Smith (Dir. of Enlisted Personnel, Office of Personnel Operations, Dept. of the Army) re/ a former Private considers re-enlistment because “the job situation here in San Diego is acute,” but then changed his mind & was “no longer interested in reenlisting in the Regular Army;” 1 office note (n.d), a letter (2/28/64) from Jerry Dean Fletcher, & a copy of Form 770-3.C.D.—“San Diego County Jail” re/ County Jail occupant Fletcher sought Wilson’s advice in an attempt to enlist in the military services; a small packet of corresp. & personnel records (Jan.-Mar. 1964) from Chula Vista constituent John F. O’Mara (with his attached list of names for reference & a “general synopsis of my service record with the Marine Corps”), Congressman Wilson, Lt. Col. G.W. Pickell (Chief of Legislative Liaison, Office of the Sec-retary of the Army), & “Col. Jeffries” re/ a former Marine Corps officer is inter-ested in his “eligibility for active duty with the Signal Corps, Quartermaster Corps or the infantry of the U.S. Army” & receives assistance from Wilson; 5 letters (Mar.-Ap. 1964) from San Diego constituent Donald Grass, Congress-man Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secre-tary of the Navy), & Cmdr. John D. Stensrud (Head, Enlisted Programs Branch, Recruiting Div., BuPers) re/ seeking a medical waiver, & even with Wilson’s assistance, Mr. Grass’s plea was rejected by the Navy based upon Army Regulation 40-501; a small packet of letters & 1 postal card (Mar.-Ap. 1964) from San Diego constituents Mr. & Mrs. Gordon Vail, Congressman Wilson, B.L. Montgomery (Head Mail Section, HQ, USMC), & Col. Cliff Atkinson, Jr. (Asst. Dir. of Personnel, USMC) re/ a successful outcome for Gordon Wayne Vail III in being found physically qualified to enlist in the Marine Corps. Compare to the attempt by Mr. Ronald Rudolph (see above packet of letters) who failed to overcome Air Force resistance against his enlistement for a similar medical problem faced by Vail; a packet of corresp. (Sept. 1963-June 1964) from San Diego constituent Richard V. Sachs, Congressman Wilson, office notes from “Mag,” Adm. E.J. Roland (Commandant, U.S. Coast Guard), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Cmdr. John D. Stensrud (Head, Enlisted Programs Branch, Recruiting Div., BuPers), & Arden R. Miller (Supervisor, H.E. Nevonen, Inc., San Diego) re/ extensive corresp. as to Mr. Sachs’ attempts to enlist in the Coast Guard after being fired from Libeascope, a San Marcos electronics firm, because of his “past record.” With Wilson’s help, Sachs became eligible to enlist in the Coast Guard; a packet of letters & personnel records (Aug. 1959-June 1964) from J.R. Jones (Naval Reserve Manpower Center, Bainbridge, MD), R.K. Crabtree (Separation Officer, U.S. Naval Receiving Station, San Diego, CA), VAdm. H.P. Smith (Chief of Naval Personnel, BuPers), attached photocopy of “the current Service record of Homer Wilson Davis, GM1,” Congressman Wilson, San Diego constitu-ent Homer W. Davis (GMG1, U.S. Navy Receiving Station, Long Beach, CA), Lt. Jg. S.S. Dye (Congressional Liaison Div., Office of the Secretary of the Navy), & Capt. H.W. Drum (Dir., Enlisted Personnel Div., BuPers) re/ a complex & sad set of circumstances involving a constituent seeking to re-enlist in the regular Navy but instead, “because of extensive civil police record . . . involving drunkenness” being transferred to a Fleet Reserve status; 1 “Memo to Washington From: Marge” (n.d.), & 5 letters (May-Aug. 1964) from San Diego constituent Kuresa Eseroma, Congressman Wilson, & Col. Lawrence Conques (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ Mr. Eseroma, a Navy veteran of over 9 years service, requested re-enlistment in the Air Force, but was denied since his job skills were “adequately manned” at that time; a large packet of letters & a memo (July-Sept. 1964) from Chula Vista constit-uents Mr. & Mrs. Richard H. Hartley & attached copy of a “State of California Youth Authority Order of Discharge,” Margaret Young (Wilson’s Secretary), Cmdr. C. Klindworth (Sp. Asst. for Liaison & Technical Information, BuPers), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Cmdr. John D. Stensrud (Head, Enlisted Programs Branch, Recruiting Div., BuPers), & “Memo for the Record” from “Mmy” re/ a sad, but serious example of how youthful indiscretions can thwart later opportunities to join the military services; 3 letters & 1 office note (Oct. 1964) from Congressman Wilson & Cmdr. W.G. Leischner (Asst. for Naval Reserve Matters, Enlisted Personnel Div., BuPers) re/ retired Navy YN1 Howard J. Benson with 21 years of service requested Wilson’s assistance in re-enlisting in the Navy, but was denied by Cmdr. Leischner since “at the present time there are sufficient Yeoman to meet the Navy’s requirements;” a packet of letters (Sept.-Dec. 1964) from El Cajon constituent Wayne V. DeCortes, Lt. Col. P.C. Casperson (Chief, Enlistment Eligibility Activity, HQ., Office of Personnel Operations, Dept. of the Army), Congressman Wilson, office notes, Lt. Col. John C. Lippencott (Chief of Legislative Liaison, Office of the Secretary of the Army), Lt. Col. G.W. Pickell (Chief of Legislative Liaison, Office of the Secretary of the Army), & the Secretary of the Army Stephen Ailes re/ former Air Force enlistedman DeCortes was denied his request to re-enlist in the Regular Army; 4 letters (Mar.-Ap. 1965) from San Diego constituent Paul W. Scates, Congressman Wilson, & Lt. Col. John C. Lippencott (Chief of Legislative Liaison, Office of the Secretary of the Army) re/ Mr. Scates’ granddaughter’s husband decides to not request a medical waiver so he can re-enlist in the Army; 4 letters (July-Aug. 1965) from Lemon Grove constituent Alex Muro, Congress-man Wilson, & Lt. Col. G.W. Pickell (Chief of Legislative Liaison, Office of the Secretary of the Army) re/ a 51 year old World War II veteran & retired postal worker wants to service his country by re-enlisting in the Army. He was too old & did not have enough previous active service to qualify; 6 letters (July-Aug. 1965) from Lemon Grove constituent George E. Zumwalt, Jr., Congressman Wilson, John A. Lang, Jr. (Acting Special Asst. for Manpower, Personnel Reserve Force, Dept. of the Air Force), & Col. L. Conques (Chief, Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ former T/Sgt. Zumwalt (with 16 years of service), & with Wilson’s help, is trying to re-enlist in the Air Force. He was not successful; 1 letter (8/11/65) from Mrs. R.A. Wood & Wilson’s reply (8/17/65) re/ a mother requests Wilson’s help in trying to get her son into military service; 4 letters & 1 postal card (July-Aug. 1965) from San Diego constituent Mark W. Billing (Capt., USMC, Ret.), B.L. Montgomery (Head Mail Sec, HQ., USMC), Congressman Wilson, & Col. Cliff Atkinson, Jr. (Asst. Dir. of Personnel, HQ., USMC) re/ Capt. Billing (with 24 years active duty) was unsuccessfull in re-enlisting because the Corps said “there is no program which permits the recall of retired officers for extended active duty;” a small packet of letters (May-Aug. 1965) from San Diego constituent Manny Vorgeas, Congressman Wilson, Col. W.J. Sullivan (Acting Deputy, Commandant, USMC), Lt. General V.H. Krulak (Commanding, HQ., Fleet Marine Force, Pacific), & General Wallace M. Greene, Jr. (Commandant of the Marine Corps) re/ Fleet Marine Corps Reservist Gunnery Sergeant Voregas’ desire to be called back to active duty was not successful at this time. His August 18th letter is a good example of a really “gung ho” Marine itching to get in involved in the Pacific Theater of Operations; 6 letters & 1 postal card (July-Sept. 1965) from Gunnery Sgt. William W. Zook (Hq. Co., 5th Marines, 1st Div., Camp Pendleton, CA), B.L. Montgomery (Head Mail Sec, HQ., USMC) Edgar M. Gillenwaters (Wilson’s Admin. Asst.), Congressman Wilson, & Col. Cliff Atkinson, Jr. (Asst. Dir. of Personnel, HQ., USMC) re/ due to a disability caused by an injury “received in 1943” Gunnery Sgt. Zook requested Wilson’s assistance in altering his transfer to an infantry unit to instead become part of the Fleet Marine Reserve. He was successful in having his overseas orders cancelled, but not in being transferred to the Fleet Reserve; a packet of corresp. (Sept.-Oct. 1965) from El Cajon constituent Herbert C. King, Congressman Wilson, Col. Aaron S. Sadove (Commanding, U.S. Army Reserve Components Personnel Center, Fort Benjamin Harrison, Indianapolis, IN), & Lt. Col. H.C. Howard (Commanding, Army Reserve Components Personnel Center, Indianapolis, IN) re/ Mr. King’s request “for an appointment in the Army Reserve, and even with Wilson’s assistance, falls on deaf ears. He was forty and “ineligible for appointment as a commissioned officer; 5 letters (Sept.-Oct. 1965) from National City constituent Art Kuhwald, Congress-man Wilson, LCDR L.B. Guisinger (Congressional Liaison Div., Office of Legis-lative Affairs, Dept. of the Navy), & Cmdr. W.G. Leischner (Asst. for Naval Reserve Matters, Enlisted Personnel Div., BuPers) re/ Naval Reserve Chief Yeo-man Kuhwald’s attempts “to get back on active duty because I feel very strongly about communism” was unsuccessful since there was no critical shortage at that time for “Chief Yeoman to meet the Navy’s requirements;” 4 letters (Oct.-Nov. 1965) from San Diego constituent James Joseph Parish, Congressman Wilson, & Col. Cliff Atkinson, Jr. (Asst. Dir. of Personnel, HQ., USMC) re/ denied enlistment in the Marine Corps, because of marriage & two children (divorce pending), 21 year old Parish solicited Wilson’s help, but the Corps still rejected Parish; 3 letters (11/65) from Congressman Wilson & La Jolla constituent Rudd Van Dyne re/ successful transfer of Mr. Rudd to “Annual Training Control Group” with Wilson’s assistance; a small packet of corresp. & personal records (Sept.-Nov. 1965) from La Mesa constituent George J. Puras (Aviation Ordnanceman First Class, USS Coral Sea, CVA-43), Congressman Wilson, W.S. Jones (Commanding Officer, USS Coral Sea), Alfred M. King (M.D., La Mesa), Rev. Dennis J. Barry (Pastor, Saint Martin’s Church, La Mesa). Rev. A.S. Lucas (Pastor, Christ Evangelical Lutheran Church, La Mesa), LCDR L.B. Guisinger (Congressional Liaison Div., Office of Legislative Affairs, Dept. of the Navy), Lt. J.A. Henry (Special Inquiries, Enlisted Personnel Div., BuPers), & Capt. T.M. Foster (Commanding Officer, Enlisted Personnel Distribution Office, U.S. Pacific Fleet) re/ with Wilson’s help, Mr. Puras was successful in being transferred from the Coral Sea to “Fighter Squadron ONE HUNDRED FIFTY-FOUR for humanitarian reasons;” 4 letters (Nov.-Dec. 1965) from San Diego constituent John K. Dennis, Margaret M. Young (Wilson’s Secretary), Congressman Wilson, & Lt. Col. G.W. Pickell (Chief of Legislative Liaison, Office of the Secretary of the Army) re/ former Air Force enlistedman Dennis had Wilson’s help in trying to re-enlist, but Dennis failed to show up at a recruiting station for processing; a small packet of letters & personnel records (Sept.-Dec. 1965) from Charles E. Curley (Chairman, Board For Correction of Naval Records, Dept. of the Navy), Joseph L. Wertzberger (Center Mgr., Military Personnel Records Center, GSA, St. Louis, MO), “Application For Correction of Military Naval Record” – Form DD149 & filed by Walter Dee Riden, three “To Whom It May Concern” letters from Imperial Beach residents – James Mohlay, Arthur Lung & Walter Dee Riden, Congressman, LCDR L.B. Guisinger (Congressional Liaison Div., Office of Legislative Liaison, Dept. of the Navy), & Cmdr. John D. Stensrud (Head, Enlisted Programs Branch, Recruiting Div., BuPers) re/ former Navy enlistedman Riden (with 11 years of service) petitioned, with Wilson’s assistance, to have his “Honorable Discharge by reason of unsuitability” (Feb. 1964), corrected so that he could re-enlist. Cmdr. Stensrud’s reply (12/1/65) was not encouraging.
