Scope and Contents
A large collection of letters, memorandums, memos, news clippings & personnel records. Examples are: 5 letters (Feb.-Mar. 1964) from former San Diego resident Marion E. Crowl (Chief Engineman, Hampton, VA), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Congressman Wilson, RAdm. C.B. Jones (Chief of Legislative Affairs, Office of the Secretary of the Navy), & John R. Blandford (Chief Counsel, Committee on Armed Services, House of Representatives) re/ Mr. Crowl was concerned about rumors that rules mandating 30 years instead of 20 years to be eligible for retirement would be passed. RAdm. Jones’ response corrected this misapprehension; a small packet of corresp. (Mar.1963-Mar. 1964) from San Diego constituent Mrs. Gwen Clark Tibbs (Navy P.O. 3923, Yokosuka, Japan), Congressman Wilson, CWO-4 Robert W. Tibbs (USS Tillamook, ATA-192, Yokosuka, Japan), a copy of “SECNAV Instructions 1811.35,” L.W. Rogers (Commanding Officer, Naval Admin. Command, U.S.N.T.C., San Diego), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Capt. W.F. Culley (Dir., Promotions & Retirements Div., BuPers) – Even with Wilson’s assistance, the Tibbs’ request for “Voluntary Retirement due to Hardship” was denied. “It was the recommendation of the board that his request not be approved until 1 June 1966 when, having completed 30 years of active service, his retirement is required by law;” 1 “MEMORANDUM: TO: Washington Office FROM: Arlene” (4/20/64) & 1 letter (4/24/64) from “Maggie” to “Arlene” (4/24/64) re/ concerns of San Diego constituent Robert D. Owens’ retirement from the Air Force; 1 letter (22June1964) from Del Mar constituent RAdm. (Ret.) Joseph R. Lannon & Wilson’s replies (July 1 & 7, 1964) re/ interest in correcting the 1958 Retired Pay Act which resulted in lost pay for many officers; a small packet of letters (Aug.-Sept. 1964) from San Diego constituent Mrs. Corastine Martin, Congressman Wilson, 1 page copy of “Identity Information” for 20 year navy man Willie Jarvey, H.M. Webster (Mgr., Regional Office, V.A., Los Angeles, CA), & Catherine C. Parham (Wilson’s Secretary) re/ deceased veteran Jarvey had allowed his National Service Life Insurance policy to lapse “for failure to pay and Wilson helped Mrs. Martin obtain this information. She appreciated his Congressional capacities in her letter; 1 letter (8/18/64) from San Diego constituent Harry Smiley, Jr. (USN, Ret.) & Wilson’s reply (9/29/64) re/ a concerned veteran requests & obtains Wilson’s assistance to “I don’t get it. Everyone gets a pay raise except the guy who really needs it;” 1 letter (9/4/64) from San Diego constituent Charles E.A. Spiegel, attached news clipping – “Federal Pay Raise Signed by Johnson,” The San Diego Union (8-15-64), & Wilson’s replies (9-24 & 10-2-64) re/ a U.S. Naval Reserve Captain requests Wilson’s “support of legislation which would authorize retired officers of the Reserve components who had served in World War I and World War II to have their retirement pay based on a multiple of 75% as authorized for Regular officers;” 4 letters (Sept.-Oct. 1964) from El Cajon constituent John A. Campbell, Catherine C. Parham (Wilson’s Washington Secretary), Congressman Wilson, & Col. Rex R. Sage (Chief of Legislative Liaison, Office of the Secretary of the Army) re/ re-tired U.S. Army veteran Campbell “Was amazed, surprised, and . . . a bit bitter when . . . on a trip to West Germany” he found out that he could not buy cigarettes at PX’s without going through German Customs & paying duties to the German government. He was informed that according to the NATO Agreement “retired U.S. military personnel are not considered active members of the armed service and are not granted full exchange privileges;” a small packet of letters & personnel records (Dec. 1964-Jan. 1965) from San Diego constituent Roy W. Mills, attached copy of his Form DD108 “Application for Retired Pay Benefits,” Major M. Sophos (Asst. Head, Separation and Retire-ment Branch, HQ., USMC), Congressman Wilson, Paul B. Fay, Jr. (Under Secretary of the Navy), & Frank M. Slatinshek (Counsel, Committee on the Armed Services, H.R.) re/ Mr. Mills was unsuccessful in his attempts to achieve retired pay because he had not completed “the last eight years of [his] qualifying service . . . as a member of a reserve component;” 1 office note (n.d.) from Maggie Young (Wilson’s Washington Secretary) to Mr. Slatinshek, attached copy of a letter (6/14/65) from Coronado constituent Capt. John H. Moser (MC, USN, Ret.), & a letter (7/6/65) from Congressman Wilson re/ Capt. Moser was concerned about the possibility of “a system of ‘contributory retirement pay’ being enacted by Congress. Wilson indicated that this was very unlikely;” 1 letter (6/9/65) from Cmdr. R.L. Thornton (USN, Ret.) & Wilson’s reply (7/9/65) re/ the Cmdr. believed “that the entire structure of the Military Retired Bill should and must be altered to insure fair and equitable treatment of all concerned.” Wilson favored such a recomputation of retirement pay; a collection of letters (June-July 1965) from three supportive San Diego constituents, Ross Peters, James J. Harry, & Charles F. Foster, & Wilson’s replies (7/24 & 7/9/65) re/ concerns over retirement pay & benefits being altered in the current bill in Congress. Wilson trys to assuage these concerns but does warm of too much double dipping by military retirees; 2 letters (8/20 & 8/25/65) from San Diego constituent Cmdr. Christian Ted Jensen (USN, Ret.), attached news clippings, office notes from “mmy” & “Ed” & a letter (9/3/65) from Congressman Wilson re/ concerns over retirement pay & the inade-quacies of cost of living allowances, especially for widows of veterans; 5 letters (Oct.-Nov. 1965) from Mrs. Jennie Lee Chase (Bremerton, WA), Congressman Wilson, & Congressman Tom Murray (Chairman, Committee on Post Office and Civil Service, H.R.) re/ Mrs. Chase’s concerns about the Dual Compensation Act of 1964 were responded too by Congressman Murray. Exemption from reduction in retired pay applied only to disability resulting from armed conflict or in line of duty during a period of war; 3 letters (Oct.-Nov. 1965) from Congressman Wilson & Col. Dwight W. Covell (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ a response to Lt. Col. Paul S. Gillespie (USAF, Ret.) “concerning the computation of his retired pay;” a small collection of letters (Oct.-Nov. 1965) from Congressman Lionel Van Deerlin, Sgt. 1st Class Vincent Corsi (School Co., 7th Army Training Center, APO, New York), Congressman Wilson, & Wilson office note from Mrs. King re a resident of San Diego asks for assistance concerning his retirement from the Army & with Wilson’s aid was successful. Corsi responded in his last letter with “Please . . . contact me for any assistance I may be able to render in [your] future political campaigns;” a collection of letters (Oct.-Dec. 1965) from Congressman Wilson, Edgar M. Gillenwaters (Wilson’s Admin. Asst.), La Jolla constituent Cmdr. John F. Hutto, & Under Secretary of the Navy Robert H.B. Baldwin re/ a successful conclusion, especially with Wilson’s assistance, for Cmdr. Hutto’s disability retirement; letters (Dec. 1965) from Harry V. Ashfield (Attorney at Law), Catherine C. Parham (Wilson’s Washington Secretary), & Col. William E. Poe (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ a sad account of the failure to provide child support to an El Cajon constituent by a recently retired Air Force Staff Sgt.
