Scope and Contents
A collection of 16 packets of corresp. that are predominently from military constituents. Examples are: A small packet of letters (Ap.-May 1964) from Francis M.J. Jones (AK1, S-6 Div., USS Ticonderoga, CVA-14), Congressman Wilson, Lt.Jg. S.S. Dye (Congressional Liaison Div., Office of the Secretary of the Navy), Cmdr. H.R. Moore (Head, Distrib. Control Section, BuPers), & Capt. J.E. Tuttle (Commanding Officer, Enlisted Personnel Distrib. Office, U.S. Pacific Fleet, San Diego) re/ another example of being on the SEAVEY list & married, but because there was no need for his rate ashore, Aviation Storekeeper First Class Jones continued his sea duty. 5 letters (May-June 1964) from former San Diego resident, AZc Ronald A. Yager (612th Radar Sqdn., Ajo, AZ), Congressman Wilson, & Col. Carl V. Schott (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ Airman Yager requested Wilson’s assistance in trying to be reassigned to the Mt. Laguna Air Force Station, but instead was transferred to the Luke Air Force Base in Arizona; 5 letters (Ap.-June 1964) from Pvt. Grant V. Hooker, Jr. (Co. C, 3rd Bn (Mech), 8th Inf., Ft. Lewis, WA), Congressman Wilson, & Lt. Col. G.W. Pickell (Chief of Legislative Liaison, Office of the Secretary of the Army) re/ Pvt. Hooker’s request for aid from Wilson in trying to be discharged from the army in June instead of in Sept. was not successful because of his previous 42 days of AWOL; a packet of letters (Mar.-June 1964) from San Diego constituent Mrs. S.K. Matlock, Congressman Wilson, Stanley K. Matlock (Seaman, USS Piedmont, AD-17), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), Cmdr. Robert B. Ulm (Acting Commanding Officer, Personnel Distrib. Office, U.S. Pacific Fleet, San Diego), & Capt. J.E. Tuttle (Commanding Officer, Enlisted Personnel Office, U.S. Pacific Fleet, San Diego) re/ an expansive series of letters indicating the complicated process of requesting a transfer from sea duty, because of “night school,” requirements. Seaman Matlock was not success-ful because he did not submit the “proper documentation;” a small packet of letters (Jan.-June 1964) from San Diego constituent Mrs. Grace R. Gentry, Congressman Wilson, MM1 Joseph H. Gentry (USS Ranger, CVA-61, FPO, San Francisco), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Cmdr. H.R. Moore (Head, Distrib. Control Section, BuPers), & George W. Michaelis (Sr. Design Engineer, GD/Convair, San Diego) re/ an example of frustration for this navy family, with 19 years of service, in MM1 Gentry’s failure to rotate shore duty with his extensive sea duty because of bureaucratic regulations; a 7 page letter (5/29/64) from San Diego constituent and navy wife Mrs. Charles W. Spilker & Wilson reply (6/3/64) re/ a mother’s complaint about her son’s difficulties in completing “Radio School” & not being assigned to duties that had been promised. “They wonder why these men don’t stay in the service or why more don’t enlist, its because of all the raw deals they get once they sign their names;” a small packet of letters (May-July 1964) from San Diego constituent Mrs. Betty K. Reeves & Mr. Alex P. Reeves (RM1, USS Hopewell, DD-681), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), & Cmdr. H.R. Moore (Head, Distrib. Control Section, BuPers) re/ “At sea contin-uously since 23 November 1958,” Radioman First Class Reeves, & his wife, requested Wilson’s assistance. Unfortunately, the BuPers reply to Wilson’s quiries indicated that Reeves’ standing on the SEAVEY list was “not sufficiently high, in relation to his contempories, to be ordered ashore at this time;” 4 letters (June 1964) from AK3 Eddie M. Myers, (S-6 Div. USS Ticonderoga, CVA-14, FPO, San Francisco), Congressman Wilson, Lt. Jg. S.S. Dye (Congress-ional Liaison Div., Office of the Secretary of the Navy), & Cmdr. H.R. Moore (Head, Distrib., Control Section, BuPers) re/ Aviation Storekeeper Third Class Myers, married and with two children, one of which had health problems, requested Wilson’s assistance in attempting to be placed on the SEAVEY list. Cmdr. Moore’s reply was standard form and indicated that Myers would not be on the list until Oct. 1964 & then would have to wait his turn like all others. However, he could initiate a humanitarian request, if he wished; a packet of letters (Ap.-July 1964) from San Diego constituent Mrs. Alejandro A. Hernandez, Roger R. Miesfeld (M.D., Smith Hanna Medical Clinic, San Diego), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), Margaret M. Young (Wilson’s secretary), & Capt. J.E. Tuttle (Commanding Officer, Enlisted Personnel Distrib. Office, U.S. Pacific Fleet, San Diego) re/ a complicated story involving the request of Mrs. Hernandez for Wilson’s assistance because of medical hardship, especially an upcoming second Cesarian Section. She wanted a shore duty assignment for her husband, a Commissaryman Third Class stationed on the USS Piedmont, which was due to depart for WesPac in June. Requesting reassignment, Hernandez was transferred to the USS Richard B. Anderson, DD 786, so he could stay stateside. However, Capt. Tuttle indicated that “Hernandez should not expect . . . that he would be placed in a billet permitting him to be home every night or even most nights;” a small packet of letters (May-July 1964) from Charley G. Jones (AE1, FitRon 191, FPO, San Francisco), Congressman Wilson, LCDR A.J. Klein (Congress-ional Liaison Div., Office of the Secretary of the Navy), Cmdr. H.R. Moore (Head, Distrib. Control Section, BuPers), & Capt. J.E. Tuttle (Commanding Officer, Enlisted Personnel Distrib. Office, U.S. Pacific Fleet, San Diego) re/ “an error concerning my orders to shore duty” impelled AE1 Jones to seek Wilson’s assistance. He was sucessful. “Thank you for your assistance in obtaining my orders. Without your help I am sure it would have taken much longer;” 2 letters (6/23 & 7/27/64) from PFC James L. Hicks (545th MP Co., APO 24, San Francisco) & Wilson’s replies (7/2 & 8/4/64) re/ PFC Hicks, his mother knew Wilson & was a staunch Republican, requested Wilson’s aid in trying to alter his transfer to 1st Cav. Div., HQ., Camp Howze, Korea for military police duty that was not commensurate with all his training. There was too much “gate guard & guarding the Division Commander” at HQ. “This is not being a military police-man in my opinion.” Hicks was successful in being transferred back to the 545th MP Co. at Camp Custer, Korea. “Good luck [,he wrote to Wilson thanking him for his assistance,] in your up-coming campaign. I also intend to support Barry Goldwater with everything I can.;” 1 letter (7/22/64) from MM1 James L.Houts (USS Mars, AFS-1) & Wilson’s reply (7/29/64) re/ “I am writing this letter in regards to a needless waste of money by the U.S. Navy.” Three other 1st Class men & two Chiefs were in the same predictment as Machinist Mate Houts. Assigned to the “newly commissioned” Mars, the ship was scheduled to deploy to Japan in September, yet all these men noted above had but 5 months to go before discharge and entering the Fleet Reserve. Houts said, “why not transfer us to a ship stateside instead of incurring the estimated $4,000 cost to fly us back for discharge from Japan?” Wilson contacted the Navy, but there was no attached corresp. indicating any replies on this in this packet; 1 letter (7/24/64) from Charles B. Williams (Calexico, CA) to his friend, Bob Wilson, thanking him for help in getting “Luis” transferred to Fort Belvoir; 5 letters & 1 Western Union Telex message (July-Aug. 1964) from San Diego constituent PFC James Lee Hodge (Btry. B, 6th TNG. Bn., USATC-FA, Ft. Sill, OK), Congressman Wilson, Catherine C. Parham (Wilson’s Secretary), & Commanding General, U.S. Army Artillery and Missile Center, Ft. Sill, OK re/ a successful transfer. With Wilson’s assistance PFC Hodge was transferred to the Veterinary Corps & would attend Food Inspection School in Chicago, starting in August; a small packet of letters (July-Aug. 1964) from three Navy wives, Mrs. Gloria Roe (Norfolk, VA), Mrs. Beverly Prevost (Imperial Beach, CA), & Mrs. Luther Clark (El Cajon, CA) & Wilson’s replies -- All of these letters have a familiar refrain as to too much sea duty and too little shore time for their husbands. Examples such as 17 years in the Navy but only 2 ½ years in the states or 14 years of sea duty in 16 ½ years in the Navy illustrate the problem. Mrs. Prevost lists her frustration by mentioning several of her neighbors with similar years in the Navy but very minimal amounts of sea duty. One neighbor had never gone to sea.
