Scope and Contents

Twenty three packets of corresp. & personnel records, mainly from constituents. Examples are: A small packet of letters (July-Aug. 1964) from San Diego constituents Mrs. Shirley Berry & Mr. James C. Berry (SMSN, USS Robison, DDG-12), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), & Capt. J.E. Tuttle (Commanding Officer, Enlisted Personnel Distrib. Office, U.S. Pacific Fleet, San Diego) re/ Signalman Seaman Berry, with a wife expecting a baby, wanted to be transferred to the USS Dixie (AD –14) to serve with his stepbrother & remain stateside. He was not successful, since Navy Regs. applied only to ones immediate family to be able to serve on the same ship. He could request a “humanitarian” transfer if he wished to remain stateside;   a small packet of letters (July-Aug. 1964) from San Diego constituent Mrs. Harlan Balk, Catherine C. Parham (Wilson’s secretary), SF1 Harlan M. Balk (USS Piedmont, AD-17, FPO, San Francisco), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), & Capt. J.E. Tuttle (Commanding Officer, Enlisted Personnel Distrib. Office, U.S. Pacific Fleet, San Diego) re/ Shipfitter First Class Balk had requested transfer to a nuclear sub repair facility as a qualified “Nuclear Power Plant Component Welder.” Since he was needed on the Piedmont, his request was denied; a large packet of letters (May-Aug. 1964) from San Diego constituent Kirk D. Marshall (Fireman, USS Richard B. Anderson, DD-786), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), Cmdr. H.R. Moore (Head, Distrib. Control Section, BuPers), Cmdr. C.H. Klindworth (Special Assist. for Liaison & Technical Information, BuPers), & Cmdr. J. Henson (Acting Asst., Chief of Naval Personnel for Records, BuPers) re/ an expansive story for the Marshalls & their extended family. Ultimately, Fireman Marshall was not transferred to a shore station but instead would receive an early discharge for hardship reasons; 6 letters (Aug. 1964) from San Diego constituent Commissaryman Third Class Robert C. Wilson (USNTC, San Diego), Congressman Wilson, Lt.Jg. S.S. Dye (Congressional Liaison Div., Office of the Secretary of the Navy), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), & Capt. J.E. Tuttle (Com-manding Officer, Enlisted Personnel Distrib. Office, U.S. Pacific Fleet, San Diego) re/ a potential divorce, then reconciliation with another baby on the way, finds Commissaryman Wilson requesting Congressman Wilson’s assistance in altering his transfer to the USS Princeton (LPH-5). Homeported in Long Beach, but set to depart to WesPac in Sept. Commissaryman now wanted to stay stateside. He was unsuccessful because “An urgent requirement for a Com-missaryman Third Class does exist in USS Princeton;” 6 letters & 1 “Memorandum To Washington Office” (July-Aug. 1964) from San Diego constituent Sgt. 1/C Robert E. Royce (U.S. Army Reserve Center, Glasgow, Montana), Congressman Wilson, Arlene (Wilson’s S.D. office), & Major General W.C. Garrison (Commanding, HQ., Fort Lawton, WA) re/ With a wife and children residing in San Diego, 16 year veteran Sgt. Royce could not afford to move his family to Montana, faced with severe financial circumstances he needed Wilson’s help in trying to achieve a transfer to a base in Southern California. In 1964 he was not successful in this regard; a small packet of corresp. (Aug.-Sept. 1964) from Chula Vista constituent Chief Disbursing Clerk Homer L. Williams (USS Bon Homme Richard, CVA-31), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr. C.R. Davis (Head, Detailing Section, BuPers) re/ Chief Williams was near to the top of the SEAVEY list, had been on CVA-31 for nearly 38 months & was due for shore duty or to be assigned to a ship homeported in San Diego. BuPers’ last reply indicated that he would “be assigned ashore as soon as his position on the SEAVEY and vacancies ashore permit;” a nine page letter (8/25/64) from San Diego constituent Mrs. Harriet J. Knight & Wilson’s reply (9/2/64) re/ another example of a sad story of financial crisis & health problems for this Navy family. Unfortunately, Wilson could not act on this quiry, because Mrs. Knight’s husband did not directly request Wilson’s assistance; 4 letters (July 1964) from Catherine C. Parham (Wilson’s Washington Secretary), Dejon H. Avery, Jr. (Steward 1/C, VA-153, NAS, Lemoore, CA), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), “Note for file – Sept. 23,” & Cmdr. H.R. Moore (Head, Distrib. Control Section, BuPers) re/ 18 year Navy veteran Avery with only 2 years of shore duty in that time, requested Wilson’s assistance in trying to obtain a transfer to duties in the 11th or the 12th Naval Districts. Instead, Steward Avery was rotated “to a normal tour of shore duty in the Sixth Naval District;” 1 letter (9/17/64) from Congressman Wilson  & 2 office notes (9/64) from his Washington office re/ PFC Richard C. Fry’s “application for transfer to the Presideo at San Francisco” & a phone message indicating he was not requesting it; 1 Western Union telegram (9/30/64) from Spring Valley constituent Arnold H. Smith & Wilson’s reply (10/2/64) re/ a query “In regard to Willard Leiserski,” as a property owner being transferred to duty in San Diego. Wilson informed Mr. Smith that he had to hear directly from the serviceman in order to initiate any assistance; 1 note from Congressman Lionel Van Deerlin & 4 letters (Sept.-Oct. 1964) from El Cajon constituent Mrs. Barbara J. Forsyth, San Diego constituent Mrs. M.F. Holz, & Congressman Wilson re/ familiar stories in terms of wives requesting help in obtaining transfers because one needed shore time to complete 20 years of Navy service, & the other, Mrs. Holz, with a brother-in-law at sea, feared a portented divorce for her sister; 1 letter (rec’d 9/11/64) from San Diego constituent A2C Robert L. Johnson (6th Field Maintaince Sqd., Walker AFB, NM) & Wilson’s reply (9/15/64) re/ a critical view of Air Force stateside duty & a request for transfer to Southeast Asia “to do my share if fighting in Vietnam;” 2 letters, 1 telephone call note, & 1 “Memo For the Files” from Margaret M. Young (Wilson’s S.D. secretary) re/ San Diego resident Chief Radioman Eugene Furman Leafty said he “would like to be assigned to a sea duty in San Diego so that he can be around to help straighten out his child.” Leafty had 8 children & did get “the assignment he wanted;” 1 letter (rec’d 10/1/64) from San Diego constituent Mrs. Lois H. Giannini & Wilson’s reply (10/9/64) re/ a wife is very frustrated with the Navy bureaucracy & requested Wilson’s assistance. She was told that he “must hear directly from the serviceman;” a packet of letters (Aug.-Sept. 1964) from San Diego constituent Mrs. G.F. Sweet, Congressman Wilson, George F. Sweet, Jr. (Sonarman Third Class, USS Stoddard, DD 566), Cmdr. C.H. Klindworth (Special Assist. for Liaison and Technical Information, BuPers), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), & Cmdr. Robert B. Ulm (Acting Commanding Officer, Enlisted Personnel Distrib. Office, U.S. Pacific Fleet, San Diego) re/ Mr. & Mrs. Sweet’s attempt to alter his status so he could stay in San Diego when his ship “goes to San Francisco for a three month yard period” in late October. They were not successful. Since he was scheduled to be discharged in Feb. 1965, he should have filed for an early separation instead of a transfer of duty; a large packet of letters & personnel records (June-Oct. 1964) from Congressman Wilson, PHC Charles Arthur Maker (Light Photographic Sqd. 63, U.S. Naval Air Station, Miramar, CA), 2 sets of Chief Maker’s personnel records as signed by 5 different naval personnel officials, Cmdr. C.H. Klindworth (Special Assist. for Liaison and Technical Information, BuPers), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), & Cmdr. W.C. Trautman, Jr. (Acting Com-manding Officer, Enlisted Personnel Distrib. Office, BuPers) re/ Wilson wrote the Chief of the Bureau of Naval Personnel in October that since Chief “Maker had [made an] application for transfer to the fleet reserve which . . . has been approved, it would appear a considerable unnecessary expense to the taxpayer to move this man and his family from the West Coast to the East Coast for a one-year tour of duty.” Cmdr. Trautman’s response indicated that an “unplanned vacancy occurred . . .” in U.S.N.A.S, Lemoore, Calif., so Chief Maker was transferred there, thus he could avoid being shipped to U.S.N.A.S., Patuxent River, Maryland; a small packet of letters (Oct.-Nov. 1964) from San Diego constituent Mrs. Johnny Orona, Congressman Wilson, J.R. Orona (Seaman, USS Lenawee, APA 195, FPO, San Francisco, CA), Cmdr. A.G. Ellis (Office of Legislative Affairs, Office of the Secretary of the Navy), Lt. T.J. Mcenanery, Jr. (Special Inquiries, Enlisted Personnel Div., BuPers), Catherine Parham (Wilson’s secretary), & Capt. J.E. Tuttle (Commanding Officer, Enlisted Personnel Distrib. Office, U.S. Pacific Fleet, San Diego) re/ marriage and financial difficulties for this Navy family forced the Oronas to seek Wilson’s assistance in trying to obtain “ a reassignment, and [solve] the difficulties [Seaman Orona] was having advancing his rating.” Capt. Tuttle indicated that Orona was not eligible for reassignment from APA 195 at this time, but could request through his commanding officer a humanitarian transfer; 3 letters & a Western Union telex (Oct.-Nov. 1964) from PFC Terje L. Buseth (HQ. & HQ. Battery, OCS, Ft. Sill, OK), Congressman Wilson, Lt. Col. K.W. Washbourne (Adjutant General, HQ., U.S. Army Artillery and Missile Center, Ft. Sill, OK), & Commanding General, U.S. Army Artillery and Missile Center, Ft. Sill) re/ PFC Buseth requested Wilson’s assistance in being transferred to duties in Vietnam, since he had been relived from OCS for discipline reasons; 5 letters (Oct.-Nov. 1964) from San Diego constituent Boilerman Second Class Raymond P. LaChance (USS Black, DD-666), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr. H.R. Moore (Head, Distrib. Control Section, BuPers) re/ Mr. LaChance requests transfer to duty on the East Coast to be closer to his, & his wife’s family, for reasons of health & marriage stability. BuPers replied that although he had served “in the Pacific Fleet since 1961 . . . he will be required to remain on his present ship . . . a minimum of one year before he is eligible to request an interfleet trans-fer; 1 office note re/ a phone call & 7 letters (Oct.-Nov. 1964) from Chula Vista constituent Mrs. Leslie L. Parsons, Congressman Wilson, Cmdr. C.H. Klindworth (Special Asst. for Liaison and Technical Information, BuPers), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), Capt. Ashely J. Little (Com-manding Officer, Enlisted Personnel Distrib. Office, Bainbridge, Maryland), & Chief Engineman Leslie L. Parsons re/ a navy wife’s phone call leads to pressure from Wilson’s office resulting in Chief Parson’s successful transfer to duty at the U.S.N.A.S, Miramar, CA to complete his last two years of 30 years of naval service; 4 letters (Nov.-Dec. 1964) from Lt. George W. Bergstrom, Jr. (HQ., 314th Air Div., Div. of Intelligence, APO 970, San Francisco, CA), Congressmen James B. Utt & Bob Wilson re/ the request of Lt. Bergstrom to be transferred from his station in Korea to duty in Southeast Asia to better use his “BA & MA in Asian government and politics.” He was unsuccessful, but did thank Utt & Wilson on their recent reelection; 5 letters (Nov.-Dec. 1964) from Carl Wayne Thomas (Gunner’s Mate First Class (USS Galveston, CLG-3, FPO, San Francisco,), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr. H.R. Moore (Head, Distrib. Control Section, BuPers) re/ Mr. Thomas, married to a Japanese (a U.S. citizen since 1956), requested transfer to a ship stationed in Japan, but was turned down because of Navy Regs. He then wrote Wilson requesting assistance relative to a shore station in San Diego & his projected retirement in 3 or 4 years. Cmdr. Moore responded by informing Thomas that he was eligible for the SEAVEY List; 1 letter (12/9/64) from San Diego constituent Mrs. Diane Middlesworth & Wilson’s reply (12/14/64) re/ another sad example of a teenage pregnant wife to be all alone in San Diego when her husband shipped out for overseas station on the USS Jason, AR-8. Wilson’s office replied with their usual stock answer “that we must hear directly from the serviceman.” Contrast this response with the result noted above in regard to the phone call from Mrs. L.L.Parsons to Wilson in October.
