Servicemen and Veterans: Transfers, 1964 May-1965 April
Scope and Contents
A collection of 21 packets of letters & related personnel records primarily from Wilson’s constituents. Examples are: 6 letters (Dec. 1964-Jan. 1965) from San Diego constituent Chief Machinery Repairman Charles E. Salmon, Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Ensign B.G. Windom (Special Inquiries, Enlisted Personnel Div., BuPers), & Capt. J.E. Tuttle (Commanding Officer, Enlisted Personnel Distrib. Office, U.S. Pacific Fleet, San Diego) re/ Chief Salmon, due for transfer in March 1965 from his present duty station to the USS Coral Sea (CVA-43), which was homeported in Alameda, CA, needed duty in San Diego. With a home there, 3 children in high school, a wife working in La Mesa, & “eligible for transfer to the Fleet Reserve after completing twenty years of active duty in the U.S, Navy in October 1965,” he wanted to remain in the 11th Naval District. Capt. Tuttle reminded Congressman Wilson that Chief Salmon’s services were needed on the Coral Sea; 7 letters (Dec. 1964-Jan. 1965) from former San Diego resident Mrs. James Blackwell (Key West, FL), Congressman Wilson, Boatswain’s Mate First Class James R. Blackwell (USS Penquin, ASR-12, FPO, N.Y.), LCDR A.J. Klein (Congression Liaison Div., Office of the Secretary of the Navy), & Cmdr. H.R. Moore (Head, Distrib. Control Section, BuPers) re/ her health, raising four children, & other problems necessitated Mrs. Blackwell writing Wilson for assistance. Her husband was being transferred to the Naval Weapons Station, Concord, CA. & she needed to return to San Diego. Wilson was informed that Mr. Blackwell’s services were urgently needed at the Concord Station; 5 letters (Mar. 1964-Jan. 1965) from A2C Ronald E. Hitchcock (Det. #1, 464 Trp. Carr. Wg. TAC, Ft. Benning, Georgia), Lt. Col. Earl W. Riley (Commnader, 464th Combat Support GP, TAC, Pope Air Force Base, NC), Congressman Wilson, & Col. L. Conques (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ Airman Second Class Hitchcock’s persistent efforts for re-assignment to Japan or Vietnam. The last comunique from the Air Force to Wilson indicated continued delays for A2C Hitchcock; 4 letters (Jan. 1965) & one 18 page copy of “Information On Living Conditions For Navy Dependents At Kodiak, AK,” Mar. 1962. The letters are from El Cajon constituent Mrs. James H. Land, Congressman Wilson, & San Diego constituent Mrs. Cecil J. Morris re/ a mother & a navy wife requested Wilson’s assistance in obtaining shore duty for a son & Mrs. Morris expressing concerns about her husband’s transfer to Kodiak. In both cases, Wilson gave his stock answer that he “must hear directly from the serviceman;” 4 letters (12/64-1/65) from former San Diego resident Capt. Elihu N. Root (Chanute Air Force Base, Ill.), Congressman Wilson, & Col. L. Conques (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ Capt. Root, after 21 years of service including 32 bombing missions in WW II, & being shot down over Ploesti, finally requested transfer to “an Air Force Base in California preferrably near San Diego.” He had personal and family reasons but his “requests through normal channels have been to no avail.” Even with Wilson’s assistance, the Air Force indicated “his problem does not appear to meet established criteria for humanitarian reassignment . . . . Since he is being effectively used at his present base, he may be reassigned only for humanitarian reasons;” 1 letter (1/22/65) from Sgt. Buddy Treichel (Independent Duty Station, Gulfport, Miss.) & Wilson’s reply (1/26/65) re/ a complaint about the bullying & threaten-ing tactics used by the major in command of his duty station resulted in Wilson replying that he was “sympathetic to your situation but my hands are tied until you take action in your own behalf;” a large packet of letters (May 1964-Feb. 1965) from MM2 Luther Loving (M Div., USS R.B. Anderson, DD-786), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), Capt. J.E. Tuttle (Com-manding Officer, Enlisted Personnel Distrib. Office, U.S. Pacific Fleet, San Diego), Margaret M. Young (Wilson’s Washington Office Secretary), Cmdr. C.H. Klindworth (Special Assist for Liaison & Technical Information, BuPers), Edgar M.Gillenwaters (Wilson’s Admin. Asst.), & Cmdr. J.V. Mone (Senior Member, Humanitarian Assignment Bd., BuPers) re/ an extensive amount of corresp. back and for between Machinist Mate Loving, Congressman Wilson, his staff & various members of the Navy’s bureaucracy. Loving’s wife serious illness, family expenses & his transfer to the Anderson, destined for WesPac, all combined to create a humanitarian crisis. He requested either shore duty or a discharge. Even with Wilson’s extensive help, this packet does not indicate that Loving was successful in his endeavors; 5 letters (Jan.-Feb. 1965) from Mrs. Harold N. Goodwin (Norfolk, VA), Ship’s Service Third Class Harold N. Goodwin ( USS Oxford, AGTR-1, FPO, N.Y.), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr. H. R. Moore (Head, Distrib. Control Section, BuPers) re/ Wilson’s assistance to the Goodwin’s in 1963 in obtaining shore duty in San Diego, there home for 12 years, had been cut short by Mr. Goodwin’s transfer to the Oxford based at Norfolk, where the Mrs. remarked that “Here everyone is very unfriendly towards Navy people.” As Republicans eager to help Wilson, they wanted to be back in San Diego. Wilson was informed by Cmdr. Moore that Goodwin was not eligible for an inter-fleet transfer; 4 letters (Jan.-Feb. 1965) from Congressman Wilson & EMC Raymond R. Horner (Navy Group JUSMAT, APO, N.Y.) re/ an attempt, soto voce, by Wilson, to assist a friend to become either a commissioned officer or a warrant officer; a small packet of letters (Dec. 1964-Feb. 1965) from EOH2 Leo D. Richardson (HAS Motor Pool, APO 63, San Francisco), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr. H.R. Moore (Head, Distrib. Control Section, BuPers) re/ a 20 year navy veteran who was transferred from his station in Taipei, Taiwan to Point Sur, Big Sur, CA., but because of his wife’s health, excessive financial obligations & frustration as a heavy equipment specialist being assigned as a grounds keeper requested Wilson’s assistance in trying to be reassigned. Wilson was informed by Cmdr. Moore that “Richardson has been advised to carry out his present orders to the United States Navy Facility, Point Sur, California;” 1 office note & 5 letters (Feb. 1965) from Congressman Wilson, Cmdr. C.H. Klindworth (Special Asst. for Liaison & Technical Information, BuPers), & Cmdr. H.R. Moore (Head, Distrib. Control Section, BuPers) re/ Chief Radioman Glendon R. Orndorff (USS Norton Sound, AVM-1) had requested Wilson’s assistance in being transferred to the West Coast. His inter-fleet request was denied because he had only been in the Atlantic Fleet since Nov. 1963; 3 letters (Jan.-Feb. 1963) from San Diego constituent Mrs. Engraciio Templado, Congressman Wilson, & A2C Timothy E. Templado (6917th Security Gp., Brindisis, Italy) re/ a hardship plea from a mother concerning a son sent over-seas, then transferred to the Far East for a 2nd tour, supposedly without a leave stateside. The son’s letter corrected this misconception; a large packet of letters & office notes (May 1964-Mar. 1965) from Vice Adm. B.J. Semmes, Jr. (Chief of Naval Personnel, BuPers), Congressman Wilson, Capt. John J. Beretta (U.S. Naval Hospital, San Diego), LCDR Gwendolyn L. Beretta (U.S. Naval Hospital, St. Albans, NY, then U.S. Naval Hospital, Great Lakes, Ill.), & Capt. George R. Muse (Dir., Officer Distrib. Div., BuPers) re/ an extensive amount of corresp. as to the attempts of LCDR Berreta to be stationed at the same Naval Hospital as her husband. Since the Navy was adament in not transferring his wife to duty in San Diego, he requested voluntary retirement, would put their house up for sale and move to “join her in the Great Lakes area;” 6 letters (Feb. 1965) from Mel Riddle (Admin. Asst. to CA Assemblyman Bob Monagan), Edgar M. Gillenwaters (Wilson’s Admin. Asst.), Cmdr. C.H. Klind-worth (Special Asst. for Liaison and Technical Information, BuPers), & Cmdr. H.R. Moore (Head, Distrib. Control Section, BuPers) re/ the efforts of Congress-man Wilson to assist Mr. Riddle in trying to obtain a stepson’s transfer to a ship on the West Coast. Seaman Apprentice James Richard Giammusso had not been in the Atlantic Fleet long enough to warrant a transfer to a ship in the Pacific Fleet; 7 letters (Jan.-Mar. 1965) from San Diego constituents Mrs. Robert A. Drewette & Chief Boilerman Robert A. Drewett (USNTC-RTC, San Diego), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr. H.R. Moore (Head, Distrib. Control Section, BuPers) re/ buying a home in San Diego, having “worked for the Republican Party before and during the last election” & having serious health problems for one son, the Dewetts wrote Wilson for assistance in attempting to obtain a different ship assignment for Chief Drewett. The ship he was assigned “to in San Francisco is scheduled to go overseas in June. . . . My husband is desperately needed by all of us right here.” Cmdr. Moore informed Wilson of Navy proceedures, indicating that Drewett was expected to fullfil his normal tour of sea duty, but could apply for a humanitarian reassignment if he wished; 1 “Memo For the Record” (3/30/65) re/ phone calls from Donald G. Peters (AQCS, Flag Admin. Unit, CONNA AIR PAC, NAS, North Island) re/ Peters’ humanitarian transfer because of wife’s health was successful; 1 letter (3/24/65) from El Cajon constituent Mrs. Murphy Garrett, Jr. with en-closed “Request For Transfer Papers along with Transfer Deniel Papers” for her son, Stanley G. Garrett (SP5, Btry., B. 1st Msl Bn, 33rd Arty, APO, U.S. Forces 09177), & Wilson’s reply (3/26/65) re/ an appeal from a mother for her son but Wilson had not received a letter from SP5 Garrett, so took no action; a packet of letters (Mar.-Ap.1965) from San Diego constituents Mrs. Milton G. Pulis & Chief Fire Control Technician Milton G. Pulis (USS Daniels, DLG-27), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr.J.E. Jajesky (Head, Rating Control Section, BuPers) re/ the 8 pages of the Pulis letters are full of pro-Goldwater and Republican commentary. Since Chief Pulis with 14 years of naval service had only been on shore duty for a total of 4 years, Mrs. Pulis was critical of many Navy procedures and lamented her husband’s recent transfer to the newly commissioned Daniels, which was being ready for sea duty at Bath, Maine. Pulis had requested reassignment to the USS Halsey (DLG-23) homeported in San Diego. Since Chief Pulis did “not meet the requirements for an inter-Fleet transfer,” his request was denied; 5 letters (4/65) from Pvt. Don M. Neely (Co. O, 4th Bn., 4th TRS, Class 37, BACC, Fort Leonard Wood, MO), Congressman Wilson, & Major General L.E. Seeman (Commanding, HQ, Ft. Leonard Wood, MO) re/ a request from Pvt. Neely, whose mother was in an “invalidic state,” sought Wilson’s assistance in trying to obtain a “reassignment to Fort MacArthur, in California.” Major General Seeman’s reply to Wilson indicated that as a “trainee” Neely would be subject to “Army assignment instructions upon successful completion of his advanced individual training;” 5 letters (4/65) from Radarman Second Class Wayne C. Paysse (USS Bausell, DD-845), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr. C.R. Davis (Head, Detailing Section, BuPers) re/ “Operation Hold,” which had kept Paysee on sea duty for five years, thought it was a time for change “since there will be four First Class Radarmen on board [the Bausell] by July” which was “an abnormal complement for a Destroyer.” Paysee desired to be included in any transfer of personnel from the Bausell. Unfortunately, since he did not begin his current tour of sea duty until August 1960, he was informed that he was “not eligible for rotation ashore at this time;” 7 letters (Mar.-Ap. 1965) from Lakeside constituent Mrs. Betty R. Waller, Congressman Wilson, Seaman Recruit Lewis Jack Jemings (U.S. Naval Security Group Activity, Winter Harbor, Maine), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr. C.R. Davis (Head, Detailing Section, BuPers) re/ a mother’s request that her 18 year old son be transferred to a ship homeported in San Diego. This was denied since he was assigned to the USS Forrestall on duty with the Atlantic Fleet.
