Scope and Contents
Sixteen packets of letters & records, mainly from constituents requesting Wilson’s assistance. Examples are: A small packet of letters (Ap.-May 1965) from SH3 Codwoller Scott (USS Vernon County, LST 1161, FPO, San Francisco), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), & Capt. J.E. Tuttle (Commanding Officer, Enlisted Personnel Distrib. Office, U.S. Pacific Fleet, San Diego) re/ Ship’s Serviceman Scott, with nine years of sea duty, except for recruit training, attempted to be transferred to shore duty in Japan to be with his Japanese wife’s family. He was told that he had to complete his current prescribed tour on the Vernon County; 5 letters (Ap-May 1965) from GMG2 Dale W. Wright (3rd Div., USS Markab, AR-23, FPO, San Francisco), Congressman Wilson, LCDR A.J. Klein (Congress-ional Liaison Div., Office of the Secretary of the Navy), & Cmdr. J.E. Majesky (Head, Rating Control Section, BuPers) re/ Gunner’s Mate Second Class Wright, with 17 years in the Navy & on sea duty since March 1965, was informed he would be “assigned ashore as soon as his position on the SEAVEY and vacancies ashore permit;” a small packet of letters (Ap.-May 1965) from Construction Mechanic Third Class James E. Hendley (U.S.N. Mobile Construction Battalion Eleven, FPO, San Francisco), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Lt. D.F. Parker (Special Inquiries, Enlisted Personnal Div., BuPers), & Capt. J.E. Tuttle (Commanding Officer, Enlisted Personnel Distrib. Office, U.S. Pacific Fleet, San Diego) re/ CMA3 Hendley, currently deployed to Okinawa, had family problems at home & needed to be transferred to A.C.B. #1 in Coronado. Although he was currently “the senior man of his rating on this waiting list, . . . it is not expected a vacancy will exist until approximately September 1965.” He also was informed that he was “entitled to transport dependents and household effects to overseas service duty stations (except Vietnam) at government expense;” a small packet of letters & 1 postal card (Ap.-May 1965) from San Diego constituent F.W. Braubach (Braubach & Company), Congressman Wilson, Chief Yeoman Lawrence C. Halbeisen (CruDesFlot 12 to SacLant, Norfolk, VA), Cmdr. C.H. Klindworth (Special Asst. for Liaison and Technical Information, BuPers), & Cmdr. P.H. Dallmann (Head, Distrib. Control Section, BuPers) re/ YNC Halbeisen’s success in being transferred back to duty in San Diego to try and save his marriage and family; a small packet of office notes & letters (Ap.-May 1965) from Hospital Corpsman Third Class Shedrick L. Hollaway (U.S. Naval Hospital, San Diego), Congress-man Wilson, Cmdr. C.H. Klindworth (Special Asst. for Liaison and Technical In-formation, BuPers), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), & Capt. A.J. Little (Commanding Officer, Enlisted Personnel Distrib. Office, Continental United States, Bainbridge, MD) re/ constituent HC3 Hollaway, with a wife in college & a "full household of furniture,” requested Wilson’s assistance in trying to remain in San Diego and avoid transfer to U.S.M.C. 29 Palms, California. Wilson was informed by Captain Little that since “Hollaway has a specialized qualification of Pharmacy Technician and the billet to which he has been ordered requiries his skill” the “needs of the Service” prevail; 4 letters (Ap.-May 1965) from San Diego constituent Specialist Five Cecil H. Calico (4427 B Gaffey Heights, Fort Knox, KY), Congressman Wilson, & Lt. Col. Wallace K. Wittwer (Chief of Legislative Liaison, HQ., Office of the Secretary of the Army) re/ First Cook Calico, after serving 22 years in the Army, wanted to return to duty in Germany because of his wife’s illness and her family was there. He was informed by Col. Wittwer that until “he served an intervening tour in a short-tour area, such as Korea or Vietnam,” he was not “eligible to volunteer to return” to Germany; 1 letter (5/14/65) from Lakeside constituent Mrs. Elsie L. Strange & Wilson’s reply (5/19/65) re/ an appeal to Wilson “ In behalf of [Sgt.1/C] Norwood N. Strange and family, 110 Med. Det. VF1” Germany. Transfer back to duty in New York would only perpetuate their health problems, Mrs. Strange wrote. Her grand-children thrived at Fort Irwin’s desert climate, but in both Germany & now in New York “asthama and other serious lung trouble” would return. Mrs. Strange was informed that Congressman Wilson “must hear directly from the service-man;” 7 letters (Ap.-May 1965) from Pfc David J. Penrose (HQ. Detachment, 67th Medical Group, Fort San Houston, TX), Congressman Wilson, & Lt. Col. John C. Lippincott (Chief of Legislative Liaison, HQ., Office of the Secretary of the Army) re/ Pfc Penrose’s father’s & mother’s health & his wish to “apply for a compassionate transfer to Ft. MacArthur, Calif.” Even though his father, as a WW I veteran, was being treated by Navy doctors in San Diego they had not responded to his letters for references, so he asked for Wilson’s assistance. Penrose was informed that only a compassionate transfer could be considered by the Army to allow him to change duty stations; a large packet of letters (Feb.-May 1965) from San Diego constituent Mrs. Phyllis L. MacPherson & enclosed copies of “To Whom It May Concern” letters from Dr. Stephen R. Mills, Miss Dawn Lawrence, Mrs. Maude Reed, Mrs. & Mrs. Jimmy L. Cardwell, & Wilson’s reply re/ Photographer’s Mate Second Class Oakley B. MacPherson, stationed aboard the USS Bon Homme Richard for the last three years, urgently needed to be transferred to shore duty in San Diego to assist his ill wife and help care for his three children. Wilson reminded Mrs. MacPherson that he must hear directly from her husband in order to act on the request; 6 letters (Ap.-June 1965) from Chief Radioman Eugene Furman Leafty (USS Josephus Daniels, DLG-27, FPO, NY), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), Lt. D.F. Parker (Special Inquiries, Enlisted Personnel Div., BuPers), & Cmdr. J.E. Majesky (Head, Rating Control Section, BuPers) re/ Chief Leafty, with a “wife and nine children presently living in San Diego in a house we have been buying for four years,” had been informed that his ship was now to be homeported in Norfolk, Virginia, not in San Diego. Since his attempts to obtain an inter-fleet transfer were of no avail, he contacted Wilson, who was informed by BuPers that if Chief Leafty & his family’s hardship was too severe he could request an “humanitarian assignment or a hardship discharge from his commanding officer;” a small packet of letters (May-June 1965) from La Mesa constituent Mrs. Mary T. Stone, Congressman Wilson, BM2 Paul V. Stone (USS Weiss, APD-135), Cmdr. H.R. Hunter (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr. P.H. Dallmann (Head, Distrib. Control Section, BuPers) re/ Mr. & Mrs. Stone, with Wilson’s assistance, were successful in Paul Stone’s transfer “to a normal tour of shore duty in the ELEVENTH Naval District;” a small packet of letters (May-June 1965) from National City constituents Mrs. Fred R. Waite & GM3 Fred R. Waite (USS Galveston, CLG-3), Congressman Wilson, Cmdr. H.R. Hunter (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr. P.H. Dallmann (Head, Distrib. Control Section, BuPers) re/ the Waite’s attempt, with Wilson assistance, to obtain much needed shore duty for personal reasons was unsuccessful; 6 letters (May-June 1965) from Boatswain’s Mate First Class Jack D. Bove’ (USS John A. Bole, DD-755), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy) re/ BM1 Bove’, with a Japanese wife & with Wilson’s help, requested shore duty in Japan and was informed by BuPers that he would “be assigned ashore as soon as his position on the SEAVEY and vacancies permit;” 4 letters (June-July 1965) from A1C John E. Walker (McCord AFB, WA), Congressman Wilson, & Col. L. Conques (Chief, Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ San Diego constituent Walker, whose wife was “a citizen of the Republic of the Philippines,” requested Wilson’s assistance in trying “to be reassigned to Clark Air Base in the Philippines” because of his wife’s health problems. Col. Conques’ response indicated that “Airman Walker is recorded as a volunteer for Vietnam and the Philippines . . . . it is not possible to predict whether or when he may be selected;” 4 letters (June-July 1965) from Congressman Wilson, LCDR L.B. Guisinger (Congressional Liaison Div., Office of Legislative Affairs, Dept. of the Navy), & Cmdr. W.G. Leischner (Asst. for Naval Reserve Matters, Enlisted Personnel Div., BuPers) re/ an inquiry from Chief Radioman Floyd (USNR) “concerning his desire to return to active duty.” Cmdr. Leischner informed Wilson that “At the present time there are sufficient Radiomen to meet the Navy’s requirements;” a small packet of letters & 1 postal card (June-July 1965) from San Diego constituent Mrs. Margaret Solley, Congressmen Lionel Van Deerlin and Bob Wilson, Lance Corporal John J. Solley (Marine #13, 7th Marine Regt., Camp Schwab, FPO, San Francisco), C.S. Plummer (Asst. Head Mail Sec, HQ., USMC), & Col. Cliff Atkinson, Jr. (Asst. Dir. of Personnel, HQ., USMC) re/ Mrs. Solley’s five page letter indicated why she needed her son stateside to help manage family & health problems. Col Atkinson indicated to Wilson that Cpl. Solley could “consult his Commanding Officer for assistance in sub-mitting a request for transfer based on humanitarian considerations.”
