Scope and Contents

Fourteen packets of letters & records, mainly from constituents requesting Wilson’s assistance. Examples are: 6 letters (May- Sept. 1965) from San Diego constituent Radioman Second Class Ronald L. Moore (USS Gurke, DD-783), Congressman Wilson, Cmdr. H.R. Hunter (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr. E.J. Ortlieb (Head, Training Assignments Section, BuPers) re/ RM2C Moore needed Wilson’s assistance in trying to locate his “long awaited orders for shore duty,” which appeared “side-tracked.” Cmdr. Ortlieb informed Wilson that Moore would “be assigned ashore as soon as his position on the SEAVEY and vacancies ashore permit.” These orders were processed in June and Radioman Moore became “the proud recipient of orders for three years in San Diego;” 9 letters (June-July 1965) from San Diego constituent Mrs. Kyna J. Rainey, Congressman Wilson, Shipfitter Second Class Vernon Dewey Rainey (USS Catamont, LSD-17, FPO, San Francisco), LCDR L.B. Guisinger (Congressional Liaison Div., Office of Legislative Affairs, Dept. of the Navy), Lt. J.A. Henry (Special Inquiries, Enlisted Personnel Div., BuPers), & Capt. T.M. Foster (Commanding Officer, Enlisted Personnel Distrib., Office, U.S. Pacific Fleet, San Diego) re/ an accomplished Navy diver, Rainey, who was assigned to duties on the Catamont to meet “the needs of the service,” but with no diving tasks. He requested Wilson’s assistance in trying to obtain a transfer to better utilize his skills as a diver. This packet of corresp. does not indicate he was successful in achieving a transfer; 6 letters (June-July 1965) from San Diego constituent Mrs. Barbara Ferrell, Congressman Wilson, & SP/5 James L. Ferrell (E. Btry., 4th Msl. Bn., Korea) re/ the Ferrells’ wish to be transferred back to his 61st Arty Regt. At Warner Robins AFB, Macon, Georgia instead of being sent to Detroit. They were successful in returning to Georgia; 6 letters (June-July 1965) from Stewardsman Chester Lee Greene (USS Munsee, AFT-107, FPO, San Francisco), Congressman Wilson, LCDR L.B. Guisinger (Congressional Liaison Div., Office of Legislative Affairs, Dept. of the Navy), Lt. J.A. Henry (Special Inquiries, Enlisted Personnel Div., BuPers), & Capt. T.M. Foster (Commanding Officer, Enlisted Personnel Distrib. Office, U.S. Pacific Fleet, San Diego) re/ Stewardsman Greene requested Wilson’s “help and advice” in resolving domestic & financial family problems by obtaining a “humanitarian reassignment” from the Munsee, which was currently deployed in WesPac. Capt. Foster’s letter to Wilson indicated that BuPers had already disapproved a “19Mar.1965” request by the Munsee’s commanding officer to reassign Greene “based on financial hardship and divorce proceedings,” but that Greene and his commanding officer could always try again; 7 letters (June-July 1965) from Congressman Wilson, Coronado constituent Mrs. Larry Cavner, Boatswain’s Mate Third Class Larry William Cavner, Cmdr. C.H. Klindworth (Special Asst. for Liaison and Technical Info., BuPers), & Cmdr. P.H. Dallman (Head, Distrib. Control Section, BuPers) re/ the Cavners received Wilson’s help in trying to extend shore duty at North Island Air Station, but BuPers said no extension; 5 letters (June-July 1965) from Interior Communications Electrician Second Class David Glenn Garrison (USS Piedmont, AD-17, FPO, San Francisco), Congress-man Wilson, LCDR L.B. Guisinger (Congressional Liaison Div., Office of Legis-lative Affairs, Dept. of the Navy), & Cmdr. P.H. Dallmann (Head, Distrib. Control Section, BuPers) re/ Garrison’s attempts to find his status on the SEAVEY list. With Wilson’s help, he was informed that orders had been issued directing his transfer in October 1965 to a normal tour of shore duty in the 11ths Naval District; a large packet of letters, copies of navy orders, testimonials, photos & other material (June-July 1965) from Spring Valley constituents Mrs. M.W. Law & Senior Chief Radioman Morris W. Law (USS Volador, SS 490, FPO, San Francisco), J.J. Holian (Chief of Naval Personnal, BuPers), Lee Le Bouf, Mr. & Mrs. E.J. Bailey (neighbors of Chief Law), San Diego constituent Kent B. Roberts, copies of photos showing fire damages, listings of destroyed furniture, clothing and other household items, Paul V. Hey & Associates (State Farm Insurance), Congressman Wilson, Cmdr. C.H. Klindworth (Special Asst. for Liaison and Technical Information, BuPers), & Cmdr. C.R. Davis (Head, De-tailing Section, BuPers) re/ a terrible house fire for the Laws resulted in Chief Law’s orders being “modified to direct his transfer to the U.S. Naval Communi-cation Station, San Francisco, California, in January 1966 instead of September 1965;” 5 letters (July-Sept. 1965) from Congressman Wilson & Cmdr. E.J. Brown (Commanding Officer, USS Henderson, DD-785) re/ a pending vacancy for BT1 Gorman L. Gibson to transfer “to destroyer tender duty;” 2 letters (7/11 & 7/17/65) from San Diego constituents Mr. & Mrs. Jerry W. Hill, 1 “Memo For the Record” (7/26/65) from Maggie, 1 office note (n.d.) from Arlene, & “Memo To Arlene From Maggie” (9/3/65) re/ the Hills attempted to obtain a humanitarian reassignment. As a Navy diver Jerry Hill was assigned to Pearl Harbor, but found expenses too prohibitive to bring his family there; 1 letter (8/20/65) from El Cajon constituent James K. Land & Wilson’s reply (8/25/65) re/ a father’s concern for his son’s need to have shore duty to be able to assist a wife in her 3rd pregnancy. Wilson wrote that he required the son’s permission to contact the Navy; 7 letters (July-Sept. 1965) from Congressman Wilson, Mrs. Gene Lilly (Ports-mouth, VA), Radioman Third Class Ivan G. Lilly (USS Liberty, Agtr-5), Cmdr. H.R. Hunter (Congressional Liaison Div., Office of Legislative Affairs, Dept. of the Navy), & Cmdr. J.E. Majesky (Head, Rating Control Section, BuPers) re/ former San Diegans, the Lillys, had more financial difficulties in Portsmouth, where his ship was stationed, than in San Diego. Lilly’s request for shore duty in San Diego was denied by BuPers; a packet of letters & military records (July-Sept. 1965) from former San Diego resident Ruth Letson De Laune (Honolulu, HI), Edgar M. Gillenwaters (Wilson’s Admin. Asst.), YN3 Raoul J. De Laune (COMSERVPAC, FPO, San Francisco), P.B. Donovan (Commanding Officer, Flag Allowance, COMSERVPAC), photocopy of Form DD214 “Armed Forces of the United States Report of Transfer or Discharge” for Raoul J. De Laune, Capt. J.L. Flannery (MC, U.S. Naval Station, Treasure Island, San Francisco), Cmdr. C.H. Klindworth (Special Asst. for Liaison and Technical Information, BuPers) re/ the success of Yeoman De Laune (a former Marine and trained in medical procedures) in being transferred to duty in Vietnam. “I wish to express my sincere appreciation for your help [Congressman Wilson] in securing my transfer to Da Nang;” 1 letter (8/27/65) DK1 John T. Edmonds (USS Oriskany, CVA-34) & Wilson’s reply (9/3/65) re/ Edmonds’ frustration in awaiting shore duty—hopefully to San Diego. Wilson’s office discussed this with BuPers & was informed that Edmonds would be “receiving orders late in 1965 for transfer in January or February.” They could not guarantee that San Diego would be his new duty station; a large packet of letters (Aug.-Sept. 1965) from Staff Sgt. David L. Miller (Det. 3-2, TUSLOG, Samson, Turkey), A1C David O. Jordan (Det. 3-2, Samsun, Turkey), Congressman Wilson, & Col. Dwight W. Covell (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force) re/ Sgt. Miller’s tribu-lations over this “malassignment to Det. 3-2 Samsun, Turkey,” which are thoroughly covered in his two long letters (11 Aug. & 23 Sept.). Whereas the base commander in Turkey had indicated they needed “a Precision Photographic Systems Repairman,” A1C Jordan’s letter indicated an excess of personnel & too little work to do. This packet offers insight into the internal workings of a military bureacracy and enlisted personnel dissatifaction; 1 office note (“September 22, 5:45 p.m.) -- “Maggie: Marge called with what she said was an IMPORTANT CASE, concerning Robert Francis Cuthbert . . . Navy . . . . He is a hospital corpsman stationed on shore duty at NTC [with orders to be sent to Pacific, possible Vietnam] and has requested a humanitarian transfer,” because of a serious accident leaving his “wife a cripple” with twin 11 year old girls, & a law suit.
