Scope and Contents

A large number of letters, news clippings, memos, public notices, memorandum, post cards, brochures, resolutions, rosters of public officials and a statement on CA water policy: these are filed from December back to January. Examples are: two letters (11/16 & 12/11) & an editorial from the El Capitan Citizen discussing a new building code and the resistance to it; letters (12/8, 6 & 11/9) re/ Wilson responds to concerns about an 84 year old man who is in need of welfare assistance and the need to “help a 76 yrs. old man of Encinitas Cal. gain admittance to County Hospital for eye care;” letters (10/21 & 11/3) re/ Dr. A.M. Aviles wrote Wilson concerning his problem of obtaining a license to practice dentistry in California. Wilson said this was a state matter, so please contact your local Assemblyman or Senator; “Memo to RCW from LWL” (10/13) & attached “Roster of Public Officials Prepared by Governmental Affairs Department San Diego Chamber of Commerce (4 pages); letters (10/19 & 30) re/ a complaint from the A.B. Copy Company (Nord Photocopy Machines and Supplies) about having to service a machine for the San Diego Water Pollution Board free of charge when the A. B. Dick company was awarded a contract to furnish all the photocopy paper. “Our products are all American made, while A.B. Dick Company’s are imported; letters (Oct.) re/ La Jolla and Lakeside constituents complain about daylight savings time and Wilson agrees; letters (10/10 & 6) from Wilson responding to constituent problems with CA State Employment offices and the San Diego Welfare Dept.; letters (Aug) re/ Wilson’s responses to Chula Vista constituent Mrs. Violet Lispscomb’s request for assistance for her 66 year old mother; letters (Aug.) re/ a San Diego constituent was having difficulty with people at the Civic Center and Wilson referred her to the Mayor or your City Councilman; letters (8/14 & 8/17) re/ complaints about a State matter, thus Wilson referred her to her Senator or Assemblyman; letters (8/14 & 8/17) re/ another example of asking assistance from Wilson regarding a State of California issue; a letter (8/15) from Wesley P. Smith (State Director of Vocational Education) to Wilson re/ asking “for your favorable consideration of H.R. 8399 when it is referred to the House floor soon. . . . [it] goes to the very heart of our unemployment problem – in California as well in the other states;” letters (8/2 & 8/9) re/ an El Cajon constituent’s complicated problems with the State Board of Equalization. Wilson referred her to Assemblyman Schrade and Senator Fisher; a stapled packet containing letters, a memorandum, photocopies of news clippings and a death certificate (Jan.-July ’61 & 8/29/60) re/ the need for “some sort of restrictions on drivers who come across from Mexico;” letters (7/8 & 21) re/ a constituent requests assistance to help her grandson, but Wilson reminders her it is a local problem; 2 Wilson letters (7/12 & 19) re/ problems not in his jurisdiction; letter (6/28) from Joseph A. Beek (Sec. of the CA Senate) to Wilson re/ “I am going fishing . . . . you will not be hearing from me until the next session of the Legislature, and you will be definitely ‘on your own;’” letters (June) re/ a compliant from Miss Gertrude E. Hoover of Lakeside about the By-laws of the Coyote Valley Mutual Water Company. Wilson remaindered her that this was civil matter for local courts in San Diego; post card and letters (5/31-6/13) re/ constituent concerns about the “State Mental Health Bill” and “S.B. 857, the Shaw Bill;” letters (5/18 & 25) re/ constituent Miss Bessie Rich praises Wilson for his “courageous efforts on behalf of the health of the general public” and asks him to help get passage of a number of CA Assembly and Senator bills. Wilson remaindered her to contact her State officials; letters (Apr. & May) & a CA brochure re/ S.D. constituent Mrs. Arabella Link “setting the record straight” and communications from Assemblyman Frank Luckel as to “we are always on guard here against any injustice to veterans;” letters (5/1 & 4/21) from Wilson re/ Frank Shack requesting transfer from the San Diego jail to Chino Prison; phone message and letters (April) re/ problems related to the Robinhood Sub-Divisions for constituent Bob Casey; stapled packet of letters & resolution (Mar.-Apr.) re/ a constituent’s concern about a resolution adopted by the Boward County Board of Commissioners in Fort Lauderdale, Florida. Another example of how constituents got confused as to Wilson’s federal not state responsibilities; copies of Assembly Joint Resolutions Nos. 3, 15, 16, 24 and 32 adopted by the California Legislature during the month of April; copies of Senate Joint Resolution No. 8 and No. 30; copies of Assembly Joint Resolutions No. 14 and 20; post card and letter (Apr.) re/ operation of gravel pit in the Descanso area; a “Roster of Public Officials” (1/23/62) produced by the S.D. Chamber of Commerce; letters (3/8 & 15) another problem as to unemployment and rehabilitation on a State level, thus not Wilson’s responsibility; copies of Joint Resolutions Number 7 and 13 from J.A. Beek, Sec. of the Senate; copies of letters from Governor Edmund G. Brown (2/21) re/ the topics of regulation and control of professional boxing and the need for passage of distressed area legislation at this session of Congress; letters (1/30 & 2/2) re/ Assemblyman Bruce Allen’s bill dealing with narcotics; letters (1/31 & 2/22) re/ Modern Security Methods (A Division of Brandenberger Lie Detection, Inc.) and their concerns about Assembly Bill No. 6 and its negative effects on polygraph use; letters & “Statement on Water Policy” (February) re/ this draft policy statement was sent to Wilson by State Senator George Miller, Jr. and was intended to highlight problems of flood control and water pollution; copies of Assembly Joint Resolutions No. 5 and 7; letters (Jan.) re/ a San Diego constituent’s run in with the San Diego Police Department and their aggressive behavior; several letters (Jan) that all deal with local or state issues such as a revoked driver’s license, an attempt to rezone acreage, obtaining a cosmetology license, unemployment problems and potential foster parents to care for a foster child; letters (11/21, 11/26/60 & 1/18/61) & Rowland H. Stokes’s letter to the Union re/ a long and bitter complaint from a retired Navy enlisted man about “tax payers money, millions of dollars in the county alone poured down the welfare ratholes.”
