Scope and Contents
A large collection of letters, resolutions, office notes and telephone messages, envelopes, legislative bills, memos, pamphlets & other items: these have been filed in a somewhat random fashion for 1964 and commence with October go back to July and then back to December but wind up in with January. Most of these concern state and local issues that are not within Wilson’s jurisdiction. Some were sent to Congressman Van Deerlin and he forwarded them to Wilson. Examples are: letters (9/28 & 10/1) re/ a Poway constituent’s complaint about a divorce case in which the unfit mother was awarded care of the children – “they are constantly shoeless:” letters (Aug. & Sept.) re/ a constituent’s Cal-Vet assistance non approval; a letter (8/26) and a Resolution re/ the State of California Public Utilities Commission sent Wilson a copy of Resolution No. A-3082 “with reference to S.B. 3038, the proposal to amend the Federal Power Act;” office notes and telephone message (July) re/ a Lt. Jackson complains about federal assistance to education for military families, while he, a property owner, also pays taxes for his children’s education; letters & office note (July-Sept.) re/ personal problem for a 76 year old women who needs welfare assistance; letters (Aug-Oct.) re/ complaints from San Diego residents concern “the honor camp located at 3000 E Street;” letters (Sept.-Oct.) re/ a proposal to amend the Constitution “so as to permit a state Legislature to be organized in accordance with the so-called ‘Federal System;’” letters (Oct.) re/ “Dear Mr. Wilson: I am writing you because I feel my legal and constitutional rights as a U.S. citizen have been violated, or that I am a victim of archaic and unreasonable divorce laws;” letters (July – Oct.) an El Cajon and a National City constituents’ driver’s license problem; letters (Oct.-Nov.) re/ an Assembly Bill introduced by Mr. Ashcraft (80th District); letters (Oct.-Nov.) re/ a constituent and supporter wrote that Wilson had “lost esteem with the small business people;” letters & office note (Oct.) re/ a constituent’s correspondence seeking help “in protecting my right to fair employment practices in San Diego and to remove what appears to be rank discrimination;” letters (Nov. & Dec.) re/ a 20 year old El Cajon college student asks why can’t people younger than 21 vote, since some states allow this?; memo, letters and office notes (Sept.-Oct.) re/ Wilson and his staff try to help “Jesse Watt” obtain his California Driver’s License; memo and letters (Oct.) re/ Assemblyman E. Richard Barnes, personal commentary and real estate issue involving Catalina Island; several letters from constituents (Nov.-Dec.) re/ topics such as: becoming a police officer, Proposition 14, driving regulations and voting age in California; letters (7/27 & 8/4) and copies of Resolutions adopted by the Western Association of the State Game and Fish Commissioners at their conference in San Francisco on July 6-8, 1964; letters (7/13 & 7/22) re/ Wilson’s office helps a person moving to California bring along a parakeet; letters (June) re/ topics concerning: information on the Kerr-Mills Act, “railroad feather-bedding,” problem of voting when you are an independent, rebates on pay phone coins & “Arizona’s voting provisions for new residents;” telegram, memo, letter and copy of a Resolution (June) re/ dedication of new East San Diego Stake Center, Church of Jesus Christ, Latter Day Saints; letters (5/8 & 5/26) re/ Wilson thanks La Mesa and Lakeside constituents “for writing me about the Rumford Housing Act;” letter (5/8) and copy of Senate Resolution No. 130 “Relative to renaming the Tehama – Colusa Canal;” letters (Apr. & May) re/ topics related to: rainfall in California, “furnishing narcotics at cost to State operated clinics,” the Stephen Anthony Case, “possible eligibility for you under the Kerr-Mills bill” & request for information on the Rumford Fair Housing Act; letters (1/30 & 2/5) re/ Wilson helps Mrs. Mary A. Lancaster of San Diego by referring her situation to Dept. of Public Welfare Dir. Homer E. Detrich; letter (3/31) and copy of Senate Joint Resolution No. 1 re/ conveyance of federal lands in Marin County to the State of California; letters (3/12 & 3/31) re/ anti-union letter from constituent W. Richey about City College classes & Wilson’s reminder that it was outside of his realm of jurisdiction; letter (3/25) from Assemblyman Burgener to Wilson re/ a conference on Mental Retardation and “We look forward to a tremendous victory in the 76th Assembly District riding on the coattails of Congressman Bob Wilson;” letters & envelope (3/18 & 3/24) re/ El Cajon constituent Harland Brown has problems with auto insurance – this was a state issue, he was reminded; letters (2/14 & 3/3) re/ a problem of guardianship that involved the State of California that Wilson helped clarify for a constituent using the services of the Library of Congress; a letter (2/19) from Lawton B. Wolfe (Executive Assistant, Distilled Spirits Institute) re/ meeting “your very competent Administrative Assistant, Mr. Edgar Gillenwaters, when I called recently in the hopes to meeting you. . . . I am enclosing an economic run-down on our industry in California “– see attached to this letter; letters (2/21 & 24) re/ Mrs. Sally Mills (Santee) and unemployment benefits and child care; letters (1/20 & 2/18) re/ The Crown Point Parent Teachers Association was interested in investigating the financial problems of our San Diego City Schools; letters y(Jan.-Feb.) re/ constituent problems concerning the California Department of Public Health; letters (1/19 & 2/4) re/ a constituent’s problems outlining to Wilson “the difficulty you are encountering in providing for your mother and yourself;” letters (1/15 & 21) re/ an El Cajon constituent on disability needs an increase in income from the Welfare Department; a letter (1/8) from the CA Deputy Secretary of State to Wilson re/ “pleased be advised that this office does not have a large supply of the pamphlet “California, the Golden State” available for distribution purposes. We receive our supply from the Senate and Assembly;” letters (1/2 & 16) & attached “Biographical Sketch” re/ Attorney Alpha Le Von Montgomery congratulated Wilson on his “excellent performance” and requested assistance from Wilson in attaining a Superior Court Judgeship for the San Diego County. Wilson reminded Montgomery that as a Republican and Chairman of the NRCC he would not have much influence with a Democratic governor – “Just wait until the Republicans take over Federally and Statewise and I’ll give you a rousing recommendation, as I am one of your very sincere admirers;” letters (1/2 & 7) re/ a constituent’s “trailer registration problem” with the CA DMV, since he recently from two years of Army service in Alaska. Extra item filed in this folder: letters (5/27 & 6/3/53) and attached copy of House Resolution No. 132 adopted by California Assembly on May 23. This should be in Box 158.
