Scope and Contents

A large collection of letters and one promotional booklet: these are not filed in chronological order, but they all appear to be concerned about federal tax laws. Examples are: letters (Jan. & Feb. /57) re/ San Diego constituent Tom Seddon’s requests to meet with Wilson to discuss his proposals to alter the federal tax structure to better help middle and low income taxpayers and Wilson’s private sector, pro-business oriented responses; letters (2/2/7 & 3/57) re/ Wilson replies to San of Diego constituent C. H. Kerr – “Thank you for your letter urging my support of H.J.R. 232, a resolution proposing an amendment to the Constitution repealing the 16th amendment” – Wilson said that until an alternate source of revenue was found he could not support such a proposal; letters (10/21 & 10/28/57) re/ San Diego constituent W. Alan Williams, a Civil Service employee proposed that the first 1500 dollars of income of a Civil Service worker be tax exempt rather than a pay raise; letters (6/24 & 7/2/57) re/ a professional writer suggests that authors be given certain tax advantages like inventors and other persons using capital gains; letters (6/57) re/ complaints from the Fowlers of La Jolla about tax exempt status for a struggling pianist and also a suggestion that the President be allowed veto parts of a bill – Wilson agreed that “the problem of tax exemption foundations is one of serious magnitude. At present time, there are one million, eighteen thousand such organizations in the United States. Wilson did not agree that the President be given the power to veto individual items in an Appropriation Bill; other topics covered are: suggestion for a flat tax; blind exemptions and over 65; concerns about property being condemned by local or state authorities; complications for the Ninth Dist. Cal. P.T.A. as to their tax exemption; tax exemption status for increases in value of Series E Bonds; tax deductions for members of the Calif. Ground Observers Corps; Convair needs information on imports from their European competitors; the loss of revenue caused by buying gasoline in Mexico; the San Diego Baseball Club suggests reducing the Admission Tax since baseball has suffered a decline in attendance; concerns about the importation of rhinestones from Austria and other countries; Chula Vista Pharmacy suggests that the excise tax be collected from the manufacturer rather than the retailer; “Applicability of Excise Tax to Automatic Transmissions”- was a concern from those who rebuild automatic transmissions; the Principal of Southwest Junior High School urges Wilson to support legislation to permit tax deductions connected to securing additional education; six additional letters and post cards supporting this concept and a notation by Wilson that H. R. 4662 was still in the Ways and Means Committee; letters from William J. Grede (Chairman, National Association of Manufacturers, Taxation Committee), Wilson’s reply and attached copy of NAM, Facing the Issue of Income Tax Discrimination – Revised and Expanded Edition, December, 1956.
