Scope and Contents

A large collection of letters, tax form, news clipping, statement, government document, telegrams and government reports: these are not filed consecutively in chronological order. Some selected examples are: letters (12/58-2/59) re/ the problems of constituent William W. Spence as to his self-employment tax matters; letters (6/58-1/59) re/ tax refund problems for constituent Diane Skinner and Wilson’s help in obtaining her refund; letters, a tax form and a news clipping (1/59-3/59) re/ constituent Mrs. Elsie G. Brink’s refund issues, her educational expenses as a teacher and Wilson’s assistance; letters (12/58 & 1/59) and a copy of a statement from G. Paul Stewart (V.P. in Charge of Operations of the Western Union Telegraph Co.) before the House Subcommittee on Excise Taxes of the Committee on Ways and Means, 11/30/56 and revised to 11/15/58 re/ “the views of Western Union on the imposition of the oppressive ten percent excise tax on telegrams;” letters (1/59) re/ the Pacific Telephone and Telegraph Co. (S.D.) concerns about the excise tax and Wilson’s agreement; letters (8/27 & 9/3/59) and attached copy of Congressman James Utt’s H.J. Res. 23 “not printed at Government Expense” – “Proposing an amendment the Constitution . . . relative to abolishing personal income, estate, and gift taxes and prohibiting the United States Government from engaging in business competition with its citizens;” letters (7/59-11/59) re/ the County of San Diego and other local institutions protest against two petitions from the U.S. Attorney to cancel taxes on land and improvements in housing projects located in the City of San Diego – estimated tax loss to local governments of $111,742.10; Other topics in this folder are: withholding tax and refunds due; tax issues for Californians in this community property state; taxing relief for cooperatives; Archie Moore and legislation to benefit athletes; concerns that Mexicans and Canadians in the U.S. are not being taxed; taxing the income of out-state- companies; tax credit for amounts contributed to institutions of higher education; tax problems of employees of Convair Astronautics that were forced to relocate; article in Life magazine; tax no-profits and labor unions; more from Con Trib Club –Astronautics; packet of information on H. Con. Res. 316 from Chairman Carl Vinson; letter, memorandum and “Outline Report on Missions of Mercy by the U.S. Navy January 1952-July 1959” from the Office of the Chief of Naval Operations.
