Scope and Contents

A large collection of letters, memorandums, telegrams, office notes, reprint, & other items: these are not filed in systematic chronological order. These cover constituent suggestions and problems, Wilson’s replies, Treasury Department responses and other government agencies. Some examples and topics are: stapled packet of letters (11/58-3/59) re/ IRS levy against USMC S/Sgt Vernon L. Bolton; letters (Jan.-Apr. ’59) re/ USN Ret. 1st Lt. Lester G. Harrison thanks Wilson for his assistance in obtain a full refund plus interest from the IRS; letters (Apr.-May ’59) re/ tax liability for 73 year old Mrs. Lillian K. Ceronsky; letters (Oct.-Nov. ’59) re/ lack of income tax returns and other issue of overpayment for Carlos and Raquel Donayre; letters (Feb.-July ’59) re/ refunding of overpayment to Louis Portaro for 1957 income tax; letters (Feb.-Mar. ’59) re/ a 3 page support from William McChesney Wallace (Attorney at Law) for the President’s proposal to raise the gasoline tax to continue the highway expansion program; letters (Apr.-May ’59) re/ 77 year old Mrs. Annabelle Vynne receives her income tax refund thanks to the assistance of Congressman Wilson; letters (10/58 to 5/59) re/ income tax refund for Miss Dorothy C. Gibson (3130th Air Base Group, APO 10, N.Y.) with Wilson’s help; letters (Apr.-June ’59) re/ constituent Maurice Eanes Atwood, with Wilson’s help, will receive a tax refund; letters (May-June ’59) re/ Dr. Vincent Moore’s Republican rant against Senator Kuchel, labor unions and other Democratic policies; letters, telegrams and office notes (June-July ’59) re/ tax exemption for Sunnyside Guild in San Diego; letters (June-July ’59) re/ refund for Mrs. Vivian M. Whitley, the sole support for her four children; letters (June-July ’59) re/ missing tax refund check for constituent Mrs. Blanche B. Hill; letters (July-Aug. ’59) re/ Mr. and Mrs. J. F. Bush are frustrated with income tax policies; letters (Apr.-June ’59) re/ Elizabeth H. Hudson (Radio Free Europe, Munich, German) appreciates Wilson’s assistance in obtaining her $765.02 refund for her 1953 federal income tax; letters and reprint (8/59) re/ an article by G. Keith Funston, “Do We Want America To Keep Growing – Or Don’t We?, The Exchange – a pro corporation magazine; letters (Aug.-Sept. ’59) re/ another example of Wilson assisting a constituent, Mrs. Pauline D. Myers, receive her refund check; letters (9/59) re/ a missing tax refund check for a retired U.S, Navy Commander; letters (9/59) re/ taxing non profits, Churches, etc. who engage in businesses that earn income; letters (Sept.- Oct. ’59) re/ a supporter of House Joint Resolution 23 to amendment the Constitution to eliminate the 16th Amendment, Wilson was not optimistic about this resolution since Congress was controlled by an overwhelming Democratic majority; letters (Sept.-Oct. ’59) re/ another example of a constituent (Bruce R. Biser, Vista) receiving a tax refund and thanking Wilson for his assistance; letter & pro corporation promotional blurb (11/59) re/ “Wanted: a fair Tax deal for 12 ½ million investors:” letters (Aug.-Sept. ’59) re/ complaints from George F. Zwicker as to IRS audits connected to his employment at Edwards Air Force Base in1958; letters (Oct.-Nov. ’59) re/ a lost income tax refund check by the El Cajon Post Office and attempts to obtain a new check; letters (Aug.-Nov. ’59) re/ the complaints of J. K. Stickney, Jr. (Stickney, Ortlieb & Woodworth, Law Offices) and thanking Wilson for his assistance in receiving a favorable ruling from the Treasury Dept.; letters (Oct.-Nov. ’59) re/ the complaints of Mrs. Caroline J. Fink (La Mesa) as to “a proposed estate tax deficiency” from the District Director of IRS in Los Angeles; two letters (11/59) re/ support from the Chamber of Commerce for tax deductions for lobbying expenses; two letters (11/12 & 11/27/59) re/ alarmist concern from La Jolla constituent (Mrs. Dorothy J. Jensen) as to threats of a law requiring a reporting of potential “rental value” by each homeowner. She also complained about tax dollars exempted from homes run by various churches and other organizations that have been donated by wealthy, out of state retirees to escape local taxation; letters & news clipping (11/59) re/ similar issue of rental value of homes; letters (11/59) re/ missing 1958 income tax return for Arthur and Irene Doyer; letters (Nov. & Dec. 1959) & letters (2/28/44 & 4/10/44) re/ issue of defining “income” related to time period and future income; letters and office note (Nov. & Dec. ’59) re/ Dutch Smith Memorial Swimming Pool Foundation and their appreciation to Wilson for arranging an appointment with IRS Director R. A. Riddell in the Los Angeles office.
