Scope and Contents

A large collection of letters, news clippings, statements, newsletter, memorandum & resolutions: these are filed from January to June 1961, but also contain letters and items from 1960 or earlier. Examples are: a letter (1/5/61) from J.D. Thompson, Jr. (President, San Diego Savings and Loan Association), Wilson’s reply (1/11/61) & enclosed copy of W.O. Du Vail, “Our Tax Status” re/ “which states the tax status of savings and loan associations far better than anything I have seen in the past;” letters (11/27/60 & 1/24/61) & news clippings re/ Imperial Beach constituent James F. Luther celebrates Wilson’s election and complains about our tax system; letter (12/22/60) from C. E. Hartnack (V.P., Security First National Bank), Wilson’s reply (1/27) & enclosed copies of “Taxation of Financial Institutions,” “Fact Sheet 1 The Smallest Savers Save at Commercial Banks,” “Fact Sheet 2” – a listing of dollar amounts & a 5 page “Summary of the Legislative History of the Present Income Tax Laws Governing Mutual Financial Institutions;” a letter (11/25/60) from Port Director John Bate, Wilson’s reply (1/31/61) & enclosed copy of “Resolution No. 8420 New Series” re/ “taxes imposed on industrial plants by the State of California;” letters (12/60-2/61) re/ issue of “$20 additional monthly assessment imposed on the residents of White Sands” in La Jolla; letters (2/61 & 11/60) re/ tax complaints from D. J. Montgomery & Louis E. Harmon; letters (11/60-2/61) & Resolution re/ the City Mgr. of Imperial Beach’s resolution opposing Treasury’s proposal to tax interest on municipal bonds in the hands of insurance companies; letters (1/61-3/61) re/ Wilson responds to tax problems of two constituents David W. Bruley & W.J. Cole; a large packet of information from the Tax Foundation (4/61) re/ the allocation of the Federal tax burden among the states;” letters (1960 & 1961) re/ tax problems and refunds for constituents Mrs. Ivan Finn, Mrs. Bob Ramsey, Thomas E. Schumaier & James P. Miller; letters (12/60-4/61) re/ 1958 income tax problem for Mrs. Ruth N. Morris, Wilson’s assistance & praise from Dr. R.W. Wheelock of local IRS employee Harold B. Culver for serving the tax-paying public; letters (Mar. & Apr. ’61) re/ the problems for a self-employed and disabled obtaining an income tax exemption and Chairman Wilbur Mills’ explanation why the U.S. can’t afford an increase in personal exemptions to $2,000; a stapled packet of letters & envelopes (Mar. & Apr.’61) from A.O. Innis (President, Manpower, Inc. of San Diego) re/complaints about the IRS and the current tax system; stapled packet of letters (1/60-5/61) re/ Attorney At Law Oswald C. Ludwig, problems with the IRS District Office in Los Angeles and other issues; letters (5/61), photocopy of “What Happened to ‘23rd Amendment’?” & a copy of the CA State Committee affiliated with National Committee For Economic Freedom’s An Open Letter . . . April 12, 1961 re/ the Liberty Amendment and other views that promote limited government and fostering unregulated capitalism and other selfish goals; letters (Apr.-June ’61) re/ audit and other tax problems for Lt. H. Walter Croskey (U.S. Naval Amphibious Base, Coronado).
