Material Provided in Kits;” photocopy of SBA Notice (2/22/80) re/ “the President’s Declaration of February 21, 1980” & FEMA’s “designation of the counties of Los Angeles, Orange, Riverside, San Bernandino, San Diego and Ventura as a major disaster area resulting from severe storms, mudslides and flooding beginning on or about January 8, 1980;” 1 letter (2/13/80) from Gloria M. Jimenez (Fed., Ins. Adm., FEMA) to Wesley J. Kinder (Ins.Commissioner, CA Dept. of Insurance) re/ federal law required that “crime insurance is available at affordable rates through the normal insurance market or through a suitable program adopted under state law.”
