Scope and Contents

A large collection of letters, memos, memorandums, telegrams, Congressional documents, new clippings & other pertinent materials. Examples are: A large packet containing “News Letter” material (Sept. 1969) from August Felando (Gen. Mgr.) to Executive Committee, American Tunaboat Assn.) – approx. 30 pp. re/ Buenos Aires Conference (7/28-8/20/69), committee reports & other information; 3 letters (Oct.-Dec. 1969) from Congressman Wilson & William D. Ruckelshaus (Asst. Attorney General, Dept. of Justice) re/ City of Panama’s “alleged violation of the Tuna Convention Act of 1950, 16 U.S.C. 951-961;” large packet containing letters (Oct.-Dec. 1969 & Jan. 1970) from William E. Johns (White, Price, Froehlich & Peterson, Attorneys at Law), Congressman Wilson, William D. Ruckelshaus (Asst. Attorney General, Dept. of Justice) & attached copy of “Petition for Remission or Mitigation of Forfeiture” (7 pages + Exhibits A-L) re/ a seizure on July 30, 1969 of “approximately 158 tons of yellowfin tuna” on a 940 ton purseiner in Mayaguez, Puerto Rico by the U.S. Bureau of Fisheries, that resulted in an extensive legal hassel. Asst. Attorney General Ruckelshaus was “unable . . . to authorize any mitigation of full foreiture;” 1 photo copy of Donald L. McKernan, “Recent Developments and Prospects in the Tunaboat Seizure Problem” (4 pages, Jan. 1970); 1 letter (1/31/70) from La Mesa constituent Mrs. Eric Thomas Smith, enclosed news clipping from The San Diego Union (1/31/70, D-1) & Wilson’s reply (2/6/70) re/ Mrs. Smith’s complaint about “wining and dining Peruvian naval officers” at the Amphib Base in Coronado. Wilson emphasized “that in recent months Peru, Ecuador and Chile have participated in meaningful negotiations with our country to bring about a permanent settlement of the tuna boat seizure problem;” 1 letter (1/26/70) from San Diego constitutent C.F. Oliver & Wilson’s reply (2/11/70) re/ suspended negotiations as to the Buenos Aires conference & new proposals being discussed. Wilson responded positively to a proposed “cooling off period;” Wilson office note (2/25/70) re/ complaints about duty collected on repair of gear by “shrimp people;” a large packet containing 1 letter (2/12/70) from August Felando (Gen. Mgr. ATA), Wilson’s reply (2/17/70) & attached copies of “Table I – Data On Seizures of U.S. Flag Tuna Clippers During Period January 1961-December 1969” (18 pages), “Table II – Amounts Paid To Foreign Countries Under the Act of August 27, 1954, As Amended” (6 pages) & “Table III – Report On Claims Filed By the American Tunaboat Association Under the U.S. Vessel Protection Act;” 1 note (2/28/70) from Augie to Paul, 1 letter (3/9/70) from Congressman Wilson to August Felando & attached photocopy of a 10 page Western Union telegram (2/28/70) from August Felando to President Richard Nixon “regarding the recent tunaboat seizures;” 2 letters (11/5/69 & 3/2/70) from El Cajon constituent K.H. Harvey, Wilson’s replies (11/14/69 & 3/18/70) & attached letters to the editor-news clippings re/ drug trafficking, support for Nixon, anti-tax viewpoints & the crisis over tunaboat seizures – Mr. Harvey represents the reactionary Republican view on these issues; 1 letter (2/27/70) from Harold W. Tower (O.D.) & Wilson’s reply (3/18/70) re/ another highly emotional constituent response to “piracy on the high seas, Black Mail. . . .;” 1 “Memo for the Record” (3/19/70) re/ closuer of the Yellow fin season in the Pacific; 1 letter (3/18/70) John R. Schultz (Graduate School, Phoenix, AZ) & Wilson’s reply (4/2/70) re/ Schultz was doing a research paper “on series of incidents between West Coast fishing boats and naval forces of the Republic of Ecuador and Peru;” 1 letter (1/27/70) from San Diego constituent Gerald D. Hare & Wilson’s Wilson’s reply (2/11/70) re/ query about 200-mile fishing limit, need for inter-national law, etc. Wilson indicated that negotiations with Peru & Ecuador were currently going on; a small packet of letters (Mar.-Ap. 1970) from Congressman Wilson, Coronado constituent Walton Hinds, Thomas P. Holley (Asst. to the Secretary and Director of Congressional Liaison, Dept. of the Interior) & J.M. Patton (Acting Dir. for Philip M. Roedel (Bureau of Commercial Fisheries, Fish & Wildlife Service, Dept. of the Interior) re/ response to questions about tuna regulations & the Tuna Convention Act of 1950; a small collection of letters & a telegram (Mar.-Ap. 1970) from Bruce Barnes (Fisherman’s Landing Corp.), Congressman Wilson, Ralph E. Curtiss (Chief, Office of Legislation, Bureau of Commercial Fisheries, Fish & Wildlife Service, Dept. of the Interior) & E.A. Schaefers signed for Harvey R. Bullis, Associate Dir. for Fisheries (Bureau of Commercial Fisheries . . . Dept. of Commerce) re/ example of anti regulation viewpoints from Mr. Barnes & the corporation’s proposal to rescind the present regulations for commercial fishing of anchovies; 1 letter (n.d.) from John M. House (UCLA student), replies from Congressman Wilson (4/16 & 4/28/70) & attached copy of a letter (4/24/70) from David M. Alshire (Asst. Sec. for Congressional Affairs, Dept. of State) re/ Poly Sci student requested information on fishing rights within territorial waters & Wilson helped him; 3 pages of Wilson office notes (n.d.) re/ tuna vessels for sale & interested Mexican residents; 1 letter (7/20/70) from Carl C. Marino (Sec./Trea. Cannery Workers & Fisher-men’s Union) & Wilson’s reply (7/27/70) re/ “H.R. 17426, a bill to establish a contiguous fishery zone (two hundred mile limit) beyond the territorial sea of the United States, is contrary to our beliefs;” 2 letters (6/19 & 7/9/70) from August Felando (ATA) re/ “Seizure of the RONNIE S and the STARCREST;” 1 letter (7/28/70) from Chas. R. Carry (Tuna Research Foundation, Inc.) photocopy of Western Union telegram 97/27/70) from Mr. Carry, his “Press Release” for 6/10/70, & “Statements adopted by National Fisheries Policy Conference – June 8-10, 1970, Washington, D.C.” – 12 pages re/ “The membership of this Foundation strongly supports the principle of the President’s Reorganization Plan No. 4,” but would like more details. “The new NOAA” should be “familiar with and sympathetic to matters concerning development and conservation of living marine resources;” 1 letter (7/27/70) from La Mesa constituent Mrs. August Marien & Wilson’s reply (8/3/70) re/ a constituent’s concern about Russian fishing boats within our territorial waters & “why the Coast Guard are not doing the job.” Wilson attempted to assuage Mrs. Marien that “the Coast Guard has been quite diligent in enforcing the law against foreign fishing inside of twelve miles from our shore;” 1 letter (9/30/70) from Robert B. Young (Executive Dir., American Tuna Sales Assn.) & Wilson’s reply (10/15/70) re/ thanks to Wilson for all his time & help given to the S.D. tuna fleet & tuna industry & also a worry that U.S. Navy ships are “rapidly approaching obsolescence;” 3 letters (Oct. – Nov. 1970) from Robert B. Young (Am. Tuna Sales), James W. Fitzgerald (Pres., Fitzgerald Laboratories, Inc.) & Congressman Wilson re/ the establishment of “a training program in San Diego to meet the needs of the tuna fleet;” 2 copies of “Public Law 680 – 83rd Congress, Chapter 1018 – 2nd Session, H.R. 9584. . . . An Act To protect the rights of the vessels of the United States on the high seas and in the territorial waters of foreign countries” (Approved August 27, 1954), A11 68 Stat. 883; 1 copy of House of Representative, 90th Cong., 2nd Sess., “Fishermen’s Protective Act of 1967 June 19, 1968 . . . REPORT [To accompany S. 2269] Report No. 1566 (22 pages).
