"To amend the Social Security Act to provide for medical, hospital and dental care through a system of voluntary health insurance including protection against catastrophic expenses of illness, financed in whole for low-income groups through inssuance of certificates, and in part for all other persons through allowance of tax credit; and to provide effective utlilization of available financial resources, health manpower, and facilities."
