Scope and Contents

A large collection of letters, memos & petitions related to public concern over seizures of U.S. tunaboats by South American nations such as Ecuador. Examples are: large packet of corresp.(May-June 1975) from Robert J. McClosky (Asst., Sec. for Cong. Rel., State Dept.), William L. Sullivan, Jr. (Act. Dep., Asst. Sec., State Dept.), Roger F. Honberger (Dep.Adm. officer, S.D. County) & photocopies of S.D. Harrington (3/19/75) critiquing Harrington’s letter of 3/5/75 & supporting a stronger stand regarding Ecuadorian actions; loose collection of letters from constituents of Wilson & his replies (Mar.-Ap. 1975) re/ views on the seizure of San Diego tunaboats; telegrams to Wilson from August Felando (ATA), John Royal (ILWU Fishermen’s Union) & Ralph Spinello (Pres., Fishermen’s Union of America) (3/7/75) re/ the aggressive actions of Ecuadorians aboard the Neptune in March 1975; stapled copy of note & letter from Virginia H. Beachly (2/27/75) “concerning the illegal seizure of American tunaboats by Ecuador. I consider these seizures outright acts of piracy....;” copies of letters & a mailgram from Peter Beachly (2/75) re/ “Piracy on the High Seas” -- “the United States should break off diplomatic relations with Ecuador;” large collection of postal cards, letters, mailgrams & telegrams from constituents, residents & officials of San Diego to Congressman Wilson and his replies (Feb.-Mar. 1975) re/ the seizure of American tunaboats by Ecuador -- approx. 95% of the communiques favor strong actions against Ecuador, whereas only a small number question taxpayer subsidies for American tunaboats being seized in Ecuadorian waters; 1 copy of “Resolution 75-33” from the S.D. Port District (2/11/75) re/ “the continued antagonistic acts of Ecuador;” copies of pages 23 & 24 of SECRET WEEKLY SUMMARY (1/31/75) re/ an analysis of “Ecuador: Tuna Boats Again;” stapled copy of “Memo to Boss From Paul” (1/31/75), news clippings & telegram (1/27/75) re/ “the seizure of 5 U.S. tunaboats last week,” Wilson’s adm. asst.’s action with U.S. State & Commerce Depts., & ATA, to resolve this crisis; stapled packet containing letter (2/3/75) from August Felando (ATA) & attached memorandum which “provides our best information on the latest round of seizure problems;” large manila folder containing “PETITIONS signed by [by approx. 1900] citizens in San Diego requesting Government assistance for tuna vessals held by Ecuador. 1/27/75 - 3/10/75.”
