The copyright interests in some or all of these materials have not been transferred to San Diego State University. Copyright resides with the creator(s) of materials contained in the collection or their heirs. The nature of archival collections is such that multiple creators are often applicable and copyright status may be difficult or even impossible to determine. The Community Congress of San Diego was formed in July 1971 to provide a local voice for the distribution of social service funds in San Diego County. It began as a coalition of social service "street" agencies and drug education organizations, and represented an innovative trend in the coordination of social welfare services. Since its founding it has been involved with some of the major social services in San Diego, ranging from job training to health care, including the Comprehensive Employment Training Act (CETA), Regional Employment and Training Consortium (RETC), and the San Diego Five Project.
