Civilian Orientation Cruises. Only one stapled packet of letters from March to August that cover correspondence between Wilson, the U. S. Navy and a select group of prominent San Diegans who obtained an opportunity to sail from San Diego to Pearl Harbor on the USS Lexington and be flown home by the Navy. Coastal cruises were also offered by the Navy to Congress. These are part of the special perks offered to our elected leaders to those constituents they favored.
