Sec. of the Navy Frank Sanders & Congressman Wilson’s reply (1/20/71) re/ the Navy’s report concerning the proposed 27 acres for the Marine Biology Project; a large packet containing 2 letters (2/9 & 2/11/71) from Robert D. Schaller (Dir., South Bay Union School Dist., Imperial Beach), attached copy of “a preliminary proposal for an environmental learning center under ESEA – Title III, Sec. 306” & Wilson’s reply (2/19/71) re/ further progress on the 27 acres for the South Bay Marine Biology Project; 1 letter (4/14/71) from Robert D. Schaller (South Bay Union School Dist.) & attached copy of a letter (3/24/71) from Lee E. Wickline (Acting Dir., Div. of Plans & Supplementary Centers, H.E.W.) re/ “The preliminary proposal which you submitted under Title III, Sec. 306 of the Elementary and Secondary Education Act has been reviewed and evaluated. . . . We regret that your project is not among those which have been recommended for further development.” Out of 92 proposals from local districts in Calif., only 10 were accepted. There were more than 200 nation wide; 2 Wilson office Memos (4/30 & 5/5/71) re/ lack of funding for the South Bay Union School District’s proposal for the Marine Biology Center & suggestion to resubmit as application under Environmental Educating Act; 1 letter (5/7/71) from Lee E. Wickline (Acting Dir., Division of Plans, H.E.W.) to Congressman Wilson re/ follow up on resubmission of environmental education program – under PL 91-516, Env. Ed. Richard Barnes & Congressman Wilson re/ continued efforts to seek approval of “Marine Biology Learning Center and Wildlife Preserve;” 1 news clipping Chula Vista Star News, June 13, 1971 re/ “Navy land lease in negotiation Word due on new bid for biology center grant;” 1 copy of a letter (6/24/71) from Congressman Wilson & attached copy of H.E.W., Office of Education, “Notification To Members of Congress,” June 18, 1971, 10 pages re/ page 3 notice for San Diego County (Congressional District 36 & 37), estimated amount $50,000 for environmental education center; a small packet of corresp.
