Scope and Contents

A large collection of letters, postal cards, memos, memorandums, & news clippings. Examples are: Five letters (Ap. 1964) from Congressman Wilson, San Diego constituent William H. Haynes, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr. H.L. Jenkins (Dir., Personal Affairs Div., BuPers) re/ the complications that follow from former spouses continuing to use military ID cards to obtain Armed Forces Exchange priviledges; 1 letter (5/1/64) from San Diego constituent Comdr. Wilburn A. Speer & Wilson’s reply (5/6/64) re/ the Comdr.’s protest against “the Comptroller General’s attack on military commissary stores as another unwarrented attempt to erode military fringe benefits.” He cited an April 21, 1964 Washington Post article by Comptroller Campbell; a small packet containing several letters & news clippings (Ap.-May 1964) from a number Wilson’s constituents & his replies re/ “the recent report of the Comp-troller General with regard to commissaries – “Please don’t let McNamara take away our Commissaries!;” a small packet of letters & postal cards (Ap.-June 1964) from a number of Wilson’s constituents, his replies, & corresp. from several U.S. Naval Officers re/ concerns over eligibility for commissary privileges, the Comptroller General’s reductions in these privileges & reference to Wilson’s comments on this topic in the May 20, 1964 Congressional Record; 6 letters (6/64) from San Diego constituent Henry L. Elstein (“a totally disabled veteran with a wife and six children”), Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), RAdm. W.T. Hines (Acting Chief of the Bureau of Weapons), RAdm. E.R. Eastwold (Acting Deputy Chief of the Bureau of Weapons) re/ a lack of qualifying auto insurance inhibited Mr. Elstein from using the Miramar Naval Air Station Post Exchange; letters (June-July 1964) from Wilson’s constituents and his replies re/ concerns over the announced reduction in commissary privileges – vote “NO” on H.R. 11259; 1 postal card (6/14/64) from National City constituent Mrs. Laverne H. Fuller & Wilson’s reply (6/28/64) re/ “a Navy family who is in favor of closing commis-sary exchanges, PX, except in remote areas;” 5 packets of postal cards (June-July 1964) from Wilson’s constituents & his letters in response re/ extensive opposition to H.R. Bill #11259 – some sample commentaries are: “I need my fringe benefits,” “passage … would cost me (family of five) about $50.00 per month,” “As a career service man with 18 years service I have lost many ‘fringe’ Benefits – please Don’t commit MURDER on this one,” “#11259 would, if passed, create undue hardship on the lower rated factions of our service, “If we would receive a FIFTY dollar a month pay raise or more I could see shutting it down,” & “one of the main attractions to retired military personnel in this area are the many facilities available – especially the commissaries;” a packet of letters (July-Aug. 1964) from Santee constituent Mrs. Donald J. McCowan, Congressman Wilson, LCDR A.J. Klein (Congressional Inquiry Div., Office of the Secretary of the Navy), RAdm. John Grumpacker (Chief of Bureau, BUSANDA), Adm. H.B. Stark (Commanding Officer, U.S. Naval Station, Pearl Harbor, Hawaii), Mrs. Linda W. Keona (Better Business Bureau of Hawaii, Inc.), copies of 2 letters from Rainbow Flowers of Hawaii & order #109523 & 2 letters, a copy of page 13 of NSC PEARL Contract No. N604-29009, RAdm. H.J. Goldberg (Acting Chief of Bureau, BUSANDA) & office note from Cathy re/ a complicated set of circumstances involving a Navy wife’s irritation at receiving a lei of plastic orchids when she expected a real orchid lei that she anticipated her husband had purchased at the PX in Pearl Harbor. This packet of correspondence is a perfect example of what a Congressman and staff sometimes go through in order to serve their constituents; a small packet of letters (Aug.-Sept. 1964) from San Diego constituent I.B. Hosenpud (Hills Jewelry Co.), Congressman Wilson, LCDR A.J. Klein (Congressional Inquiry Div., Office of the Secretary of the Navy), Col. L. Conques (Congressional Inquiry Div., Office of Legislative Liaison, Dept. of the Air Force), RAdm. John Crumpacker (Chief of Bureau, BUSANDA), & Col. Rex R. Sage (Chief of Legislative Liaison, Dept. of the Army) re/ Mr. Hosenpud’s concern about a rumor that post exchanges & ship stores “in the very near future are going into installment credit terms on all purchases from these bases . . . . Will you condone it or oppose infringement by Government on private businesses?; 1 letter (rec’d 11/23/64) from Mrs. Donald K. Leonard (NAS, Glynco, Geo.) & Wilson’s reply (11/24/64) re/ “I am so worried about the pending bill to close the military commissaries;” 4 letters (12/64) from Congressman Wilson, LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretary of the Navy), & Cmdr. H.L. Jenkins (Dir. Personal Afffairs Div., BuPers) re/ a La Jolla constituent, & military retiree, inquired about “the use of base facilities in Naples, Italy – if eligible for medical or dental – Yes, commissary and PX – No; 1 letter (1/13/65) from Coronado constituent Mrs. Bernice W. Hansen & Wilson’s reply 91/22/65) re/ complaints from a Republican taxpayer about Navy housing for families on Silver Strand & competition to private businesses from “the Commissary & PX here in Coronado;” letters (12/11/64 & 3/26/65) from Coronado constituent Arthur S. Allen & Wilson’s reply (4/22/65) re/ complaints about the planned San Diego-Coronado toll bridge, suggested alternatives, a critique of “The Navy Exchange ‘Patio Shop’ at North Island,” & proposed alternatives that would eliminate post exchanges, “except in remote areas;” 5 letters (6/65) from Congressman Wilson, R.B. Moneymaker (Executive Dir., San Diego-Imperial Grocers Assn.), LCDR A.J. Klein (Congressional Liaison Div., Office of the Secretay of the Navy), & RAdm. I.F. Haddock (Acting Chief of Bureau, BUSANDA) re/ private sector complaints against Navy PXs being placed in Naval housing areas are responded to by the Bureau of Supplies and Accounts.
